The National Assembly questions the fulfillment of "promises" made by 21 heads of ministries.

According to the agenda of the 6th Session, the National Assembly will dedicate 2.5 working days (from the morning of November 6 to the end of the morning of November 8) to questioning and answering questions regarding the fulfillment of promises made by 21 "Heads of Sectors" in 4 fields.

Each group of topics will be allocated approximately 160-170 minutes, but the time allocated for this will be adjusted flexibly according to the actual situation.

The questioning session was broadcast live on television and radio so that voters and people nationwide could follow and monitor it.

With the motto "prioritizing monitoring issues following monitoring," National Assembly Chairman Vuong Dinh Hue stated that the questioning and answering sessions at the 6th Session focused on the implementation of several resolutions of the 14th National Assembly and, from the beginning of the 15th National Assembly term to the end of the 4th Session, on specialized monitoring and questioning.

In other words, the questioning focuses on the fulfillment of "promises" made by members of the Government and heads of ministries according to the 10 resolutions of the 14th and 15th National Assemblies, not on the issues that have emerged today.

At this session, the questioning will be conducted in groups covering four areas: General economics - macroeconomics; Sectoral economics; Culture and society; Justice, internal affairs, and State audit.

Specifically, according to the program, on the morning of November 6th, National Assembly Chairman Vuong Dinh Hue will deliver the opening remarks for the question-and-answer session.

Next, Deputy Prime Minister Tran Luu Quang, Chief Justice of the Supreme People's Court Nguyen Hoa Binh, Prosecutor General of the Supreme People's Procuracy Le Minh Tri, and State Auditor General Ngo Van Tuan successively presented reports on the implementation of several resolutions of the 14th National Assembly on specialized supervision and questioning, and resolutions of the National Assembly on specialized supervision and questioning from the beginning of the 15th term to the end of the 4th Session.

The Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, presented the summary report on the review of this matter.

Subsequently, from the morning of November 6th to the morning of November 8th, the National Assembly conducted questioning of government members and heads of ministries regarding the implementation of several resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly term to the end of the 4th session on specialized supervision and questioning concerning the four aforementioned groups of areas.

Throughout the questioning sessions, National Assembly Chairman Vuong Dinh Hue made suggestions on several key areas for further questioning.

Concluding the questioning sessions on the four aforementioned areas, on the morning of November 8th, Prime Minister Pham Minh Chinh presented a report explaining and clarifying related issues and answering questions from National Assembly deputies.

This year's questioning format is a new approach, and if implemented well, it will bring many benefits.

Sharing his perspective, Representative Pham Van Hoa (Dong Thap delegation) stated that instead of focusing only on the four Ministers/Heads of Departments along with the Prime Minister/Deputy Prime Minister as in previous sessions, in this questioning session, National Assembly representatives can question any Minister. This requires members of the Government to be courageous and have a comprehensive understanding of their assigned professional fields.

According to the delegates, ministers and heads of departments will face significant pressure because they do not know in advance the specific content of the questions that delegates will ask. Since there are no fixed topics as before, the questions may go beyond issues that the ministers have never considered or anticipated.

"This method of questioning will create a major challenge for government members, requiring them to demonstrate confidence, political acumen, and a deep understanding of their respective fields over the years," said delegate Pham Van Hoa, adding that although it is a new approach, the questions will certainly fall within the scope of responsibility of government members.

Given the importance of the questioning session, the representative from Dong Thap province suggested that government members need to be well-prepared, fully and promptly updated on issues and policies in their respective fields, and have a clear understanding of the achievements and challenges they are facing.

According to the delegates, issues that have already been questioned and successfully resolved by government members do not need to be raised again, but unresolved or newly arising issues will continue to be questioned. However, the delegates believe there will be fewer new issues raised as many old problems remain unresolved.

Sharing some of the planned questions for the upcoming session, delegate Pham Van Hoa said he would raise issues related to the petroleum market, particularly the petroleum price stabilization fund managed by businesses.

In addition, there is the issue of clean energy development, electricity shortages in the North, while wind and solar power in the South have not yet been integrated into the national grid.

"Overall, this year's questioning format is a new approach, and if implemented well, it will bring many benefits. I hope that government members will focus on and clearly understand the issues in their respective sectors, especially sensitive issues and those related to the daily lives of the people," said delegate Pham Van Hoa.

The delegate shared that, as a member of the Committee on Science, Technology and Environment, environmental issues and climate change, such as wastewater, waste, water supply; issues related to investment in industrial park construction, water pollution, etc., remain his top priority.

In addition, there are also concerns expressed by voters, such as the development of the cultural industry or the continued discussion of the Land Law; and resolutions guiding policies for the development of transportation infrastructure...

For example, during the most recent meeting with voters, they expressed serious concerns about the outstanding issues of BOT projects, which were scheduled to be resolved completely by 2022. However, in reality, some areas and locations still remain unfinished, such as the Bac Thang Long - Noi Bai toll station, for instance...

Many issues need to be discussed to overcome difficulties in the country's socio-economic development; however, the time allotted for the questioning session is limited, only two and a half days, yet the delegates are very interested. Delegates said they will question which topics they can, and for the rest, they will send written documents to the relevant ministries and agencies.

National Assembly representative Quan Minh Cuong (Dong Nai) highly appreciated the fact that the Sixth Session of the 15th National Assembly will conduct questioning of government members and heads of ministries regarding the implementation of several resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly term to the end of the 4th Session on specialized supervision and questioning.

According to the delegates, this is the time for the National Assembly, voters, and the people to review the responsibility of the Government and ministries in fulfilling their promises. At the same time, ministries must clearly understand that what they have promised to the National Assembly, voters, and the people must be fulfilled.

The delegate shared that, during this questioning session, he was concerned about the declining state of social morality. This is an issue that has been raised many times in the National Assembly, but the situation has not changed much.

According to him, education plays an extremely important role in maintaining character and morality, specifically education from both schools and families. Teachers, starting from the classroom, have a significant impact on students' morality; the quality of the teaching staff determines the moral quality of the students. Therefore, every official and teacher must be a shining example of character, morality, lifestyle, work capacity, dedication, and so on.

At the same time, the family is also a crucial environment in the formation and development of each individual's personality. Parents, in particular, are the "first teachers" who educate their children in fundamental qualities and character traits, forming the foundation for comprehensive development in morality, intellect, and other areas. Therefore, cooperation between family and school in moral education for students is essential to achieving real effectiveness in this area.

"If I were to ask a question, I would direct it to the Minister of Education and Training," the representative expressed, hoping that through this session summarizing the implementation of the National Assembly's resolutions on thematic supervision and questioning, voters and the public would continue to monitor whether the Government and ministries are truly seriously implementing what they have promised before the National Assembly. Of course, some issues cannot be resolved immediately, but ministries also need to clearly state their direction, plans, and commitment to completion timelines.

With a spirit of continuous innovation and partnership with the Government, the National Assembly will continue to uphold its role and responsibility as the highest representative body of the people. Through this direct oversight activity, we will continue to propose feasible and optimal solutions, working with the Government to effectively address the remaining difficulties and obstacles in practice, for a happier and more prosperous life for the people and for the socio-economic development of the country.

According to National Assembly representative Nguyen Huu Thong (Binh Thuan): At this Sixth Session, the questioning and answering session will not be conducted by groups of issues as in regular sessions, but will be a general questioning session based on the areas mentioned in the National Assembly's resolutions on specialized supervision and questioning.

Through this, the National Assembly will be able to monitor the progress of the implementation of its resolutions, and the fulfillment of promises and commitments made by the Government, ministers, and heads of departments.

The purpose of re-monitoring and pursuing to the end the issues that have been monitored and questioned is to give the Government, ministers, and heads of departments the opportunity to report to voters and the people on what they have done, and to uphold the spirit of responsibility in thoroughly and completely resolving the issues raised by the National Assembly.

At the same time, it clearly affirms that the National Assembly always stands alongside the Government, aiming to find appropriate solutions that are relevant to the practical situation, helping the country overcome difficult times and continue to develop.

Delegates argued that, with such a broad range of fields, including general economics (planning and investment, finance, banking), sectoral economics (industry and trade, agriculture and rural development, transportation, resources and environment); culture and society; and national security and defense, internal affairs, justice, auditing... this also poses a challenge for the Government, ministers, and heads of sectors, requiring them to have a very firm grasp of the sectors and fields under their responsibility in order to provide accurate and focused answers to the questions raised by National Assembly delegates.

Delegates expressed particular interest in the field of agriculture and rural development. According to him, the issue is not new, but how can we resolve the recurring problem of bumper harvests leading to price drops? How can we promote the application of scientific and technological advancements in agriculture to increase product added value? What solutions can we implement to attract businesses to invest in and develop large-scale, concentrated agricultural production linked to preservation, processing, and consumption along the value chain?

The delegates stated that, prior to the question-and-answer session, National Assembly Chairman Vuong Dinh Hue chaired a meeting on preparations for the session, emphasizing that the organization of the session must facilitate both questioners and respondents, ensuring proactive and seamless communication across the issues and areas being questioned.

With careful planning and early preparation, delegates believe that the questioning session will be successful, contributing to further enhancing the effectiveness and efficiency of the National Assembly's supreme oversight.

Members of the National Assembly will re-examine issues previously raised with the Prime Minister and members of the Government, thereby clearly identifying whether any shortcomings, limitations, or obstacles remain in the implementation of commitments, promises, and solutions proposed for their respective sectors and fields.

A new feature of this round of questioning is that the National Assembly will conduct questioning on all areas, divided into four groups: general economics - macroeconomics; sectoral economics; culture - society; and justice - internal affairs - state audit.

This approach will help to focus the questioning, delving deeper into clarifying the responsibilities of ministers and heads of departments regarding pressing issues that are currently facing many difficulties and obstacles in practice.

Delegates expressed confidence that with thorough and meticulous preparation, undertaken early and from afar, and with a constructive spirit, the questioning sessions would be lively, frank, and focused, meeting the expectations of the National Assembly's direct oversight activities, which are always of interest to and anticipated by voters and the people nationwide.

The delegate shared that, during this questioning session, she was interested in the work of building land databases and land use by forestry and agricultural companies.

These are issues that have been identified previously, and although the Government and local authorities are focusing on addressing them, the results achieved have not met the requirements of the National Assembly and the demands of reality.

In reality, after observing numerous questioning sessions and many promises of "resolutely resolving the issue...", "we have a plan, we will definitely do it and quickly resolve the problem...", many citizens and businesses are still facing difficulties and harassment, and some issues have not been addressed promptly or satisfactorily.

According to the delegates, not all promises can be fully and quickly fulfilled, but the people and voters nationwide have the right to know about the situation, progress, and results of implementation, the difficulties and obstacles, and the specific roadmap and solutions to address each group of issues until a final result is achieved. Everything must be public and transparent, under the supervision and evaluation not only of specialized agencies but also of the entire population.

National Assembly Chairman Vuong Dinh Hue once emphasized: "Questioning is not a competition or an examination, or a test to trick ministers and heads of departments, but rather a way to collectively clarify issues in order to address the demands of real life and find solutions to overcome difficulties."

Ultimately, the responsibility of each National Assembly representative is not outside of that purpose: to monitor and get to the root of issues, promptly resolve bottlenecks, and together create the best values, serving the common interests of voters, the people, and the sustainable development of the country.
