In the morning , National Assembly delegates held a plenary session in the assembly hall to hear the presentation and the report on the review of the draft Law amending and supplementing a number of articles of the Law on the People's Police.

Submission and Verification Report on the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam;

The report on the proposed National Assembly's oversight program for 2024 was presented. Following this, the National Assembly discussed the proposed National Assembly's oversight program for 2024.

In the afternoon , National Assembly delegates discussed in groups the draft Law amending and supplementing a number of articles of the Law on the People's Public Security; the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam.

According to the draft Law amending and supplementing a number of articles of the Law on the People's Public Security , the purpose of developing the draft Law is to institutionalize the guiding principle: "Building a revolutionary, regular, elite, and progressively modern People's Public Security force, with some forces advancing directly to modernity, creating a solid foundation to strive towards building a revolutionary, regular, elite, and modern People's Public Security force by 2030" as stated in the Resolution of the 13th National Congress of the Party; ensuring that the People's Public Security force is placed under the direct and comprehensive leadership of the Party in all aspects, the supreme command of the President, the management of the Government, the direct command and management of the Minister of Public Security , relying on the people and subject to the supervision of the people.

The draft law consists of two articles concerning amendments and additions to several articles of the Law on the People's Public Security Force and its effective date. Regarding the basic content of the draft law, it amends and supplements Clause 4 of Article 22 as follows: It stipulates that officers of the People's Public Security Force considered for promotion from Colonel to Major General must have at least three years of service remaining. In cases where they do not have three years of service, the decision rests with the President .

At the same time, Clause 1 of Article 23 is amended to state: The Government shall specify the criteria and standards for the early promotion to the rank of General for People's Public Security officers who have achieved exceptionally outstanding accomplishments in combat and work. This addition aims to specifically define the criteria and standards for exceptionally outstanding achievements in combat and work, serving as a basis for proposing to the President for consideration and decision on early promotion to the rank of General.

The draft law also adds specific regulations on six positions with the highest rank of General in the People's Public Security; adds regulations and increases the maximum service age for police workers; and assigns the Government to regulate the regime and policies for police workers.

At its 23rd session on May 13th, the Standing Committee of the National Assembly gave its opinion on the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam .

At the meeting, Minister of Public Security To Lam stated that, in implementing the Resolutions of the Central Committee, the Politburo, the Government, and the Prime Minister, numerous Resolutions and Decisions have been issued to continue reforming administrative procedures. This reform is being carried out decisively, synchronously, and effectively; reviewing, reducing, and simplifying business conditions and required documents; and optimizing administrative procedure processing based on the strong application of information technology. Furthermore, it aims to promote the implementation of administrative procedures electronically so that citizens and businesses can access services anytime, anywhere, and through various means.

Simultaneously, the Prime Minister issued a decision approving the "National Digital Transformation Program until 2025, with a vision to 2030"; in which, one of the tasks and solutions for institutional development identifies the need to review and propose amendments and additions to the system of legal documents in specialized fields to meet the requirements of adjusting new relationships arising in the digital transformation process and encouraging innovation.

According to the Minister of Public Security, the draft law was developed to contribute to simplifying procedures, promoting the implementation of administrative procedures in the electronic environment, further facilitating Vietnamese citizens in obtaining entry and exit documents and foreigners entering, exiting, transiting, and residing in Vietnam; contributing to socio-economic development; while protecting national security and ensuring social order and safety.

Improving the legal framework, ensuring consistency, uniformity, and enhancing the effectiveness of state management of entry, exit, transit, and residence of foreigners in Vietnam, contributing to making tourism a key economic sector, and creating favorable conditions for investors to explore the market and invest.

Commenting on this draft law, the Chairman of the National Defense and Security Committee, Le Tan Toi, basically agreed on the necessity of amending and supplementing the Law based on the political, legal, and practical grounds as presented in the Submission, and highly appreciated the Government's prompt completion of the draft law dossier, following the procedures stipulated in the Law on the Promulgation of Legal Normative Documents. The documents in the dossier are basically complete, with many meticulously prepared, detailed, and high-quality documents; sufficient to report to the Standing Committee of the National Assembly and submit to the National Assembly.
