The 7th Congress of the Ninh Binh Provincial Farmers' Association, for the 2023-2028 term, successfully completed all its planned agenda and programs. With the theme "Unity - Responsibility - Innovation - Development," the Congress identified goals, directions, tasks, and solutions for the next term to build a strong Association; promote the leading role of farmers in developing ecological agriculture , modern rural areas, and civilized farmers; and contribute to building a prosperous and beautiful Ninh Binh province. On the sidelines of the Congress, a reporter from Ninh Binh Newspaper had a brief exchange with some delegates, noting their determination to quickly implement the Congress's resolutions.
Continue to support farmers in boosting production and business.
I wholeheartedly agree with the objectives set forth in the Congress Resolution, which are closely aligned with the actual situation and the needs of farmers. I believe that the implementation of the Resolution will create consensus, contribute to increasing farmers' income, and promote agricultural and rural development.
From my experience in production and business, I have observed that, despite receiving support from various levels and sectors, including the Farmers' Association, farmers still face many difficulties and significant risks in production due to the impact of weather and diseases; the situation of "bumper harvest, low prices" frequently recurs; and the linkage and creation of value chains in production and product consumption remain limited…

Therefore, I hope that, in the new term, all levels of the Farmers' Association will pay attention to and create conditions for farmers to exchange ideas, visit, and learn from the experiences of farmers in other provinces across the country, especially from exemplary advanced models and successful production and business practices. At the same time, they should continue to support farmer members in accessing preferential capital for investment in production and business; participate in training courses on science and technology transfer; support the construction of high-tech farming and livestock models with linkages in production and product consumption; supply fertilizers, seedlings, and livestock to farmers; and actively cooperate with businesses to promote and introduce members' products through e-commerce platforms and through trade fairs and exhibitions inside and outside the province.
Trust and high expectations for the new Executive Committee.
Attending the Provincial Farmers' Association Congress for the first time, I feel very honored, proud, and delighted by the achievements in the Association's work and the farmers' movement throughout the province during the past term.
In particular, with a democratic, serious, and responsible spirit, the Congress selected truly outstanding delegates, representing the intellect, dedication, will, and aspirations of more than 130,000 farmer members in the province, to participate in the new Executive Committee.

I trust and expect that the members of the Executive Committee of the Provincial Farmers' Association, 7th term, 2023-2028, will continue to promote the spirit of unity, innovation, proactiveness, creativity, closeness to and attentiveness to the thoughts and aspirations of farmers, promptly advise on and resolve legitimate opinions and proposals of farmers in the province, and successfully implement the resolutions set forth by the Congress.
Quickly concretize the targets of the Congress Resolution, contributing to improving the lives of ethnic minority farmers.
This is the third time I have had the honor of attending the Provincial Farmers' Association Congress. What I clearly feel is the spirit of "Unity - Responsibility - Innovation - Development" of this Congress.
A new feature at this year's Farmers' Association Congress is the application of information technology to provide documents to delegates. Scanning QR codes helps the Congress save costs and time on printing and distributing documents. This has been successfully implemented at district-level Farmers' Association Congresses in the past, and I hope this approach will continue to be widely adopted, thereby contributing to changing the habits and behaviors of officials, members, and farmers in accessing new technologies.
Having the honor of representing ethnic minority female farmers (Muong people) at the Congress, I am even more deeply aware of my responsibility in contributing ideas to build the goals and tasks for the next term. In particular, I am concerned about how to continue innovating the content and form of activities to gather and develop members from ethnic minority groups and religious communities.

Based on my experience working with the Farmers' Association in areas with a large ethnic minority and religious population (Quang Lac commune, Nho Quan district), I have observed that these communities still lack and require more focused support from the State, especially regarding livelihoods and infrastructure investment to support production development. This is also a key issue for the work of the Association and the farmers' movement in the coming period.
To achieve this, all levels of the Association need to regularly organize activities to transfer scientific and technological knowledge, implement models and projects linking production in socio -economic development in ethnic minority and mountainous areas, contributing to improving living standards, attracting people to participate in the Association, and working together to build a civilized new rural area and a prosperous homeland.
Promoting the role of farmers as the main subject in modern rural development
Attending the Congress, I observed that it took place in a solemn and democratic atmosphere, ensuring quality, practicality, economy, and safety. Preparations for the Congress were thorough and meticulous, including the drafting of documents, personnel matters, and publicity before, during, and after the Congress. Delegates participating in the Congress were enthusiastic, responsible, and actively engaged in discussions and presentations.
To spread the spirit of the Congress to a large number of members and farmers, immediately after the Congress, we will step up propaganda in many forms, integrating it with the activities of the Association and branches; launching emulation movements associated with the implementation of political tasks in the locality.

Looking ahead, the District Farmers' Association will continue to mobilize the responsible and effective participation and contributions of officials, members, and farmers to promote agricultural production in an organic and sustainable direction, contributing to building a strong Association; promoting the leading role of farmers in developing ecological agriculture, modern rural areas, and civilized farmers; and contributing to building a prosperous and beautiful Ninh Binh province.
