On the morning of October 13th, the First Congress of the Party Committee of the Government, for the term 2025-2030, officially opened.

The first Congress of the Party Committee of the Government, for the term 2025-2030, will open on the morning of October 13th in Hanoi . The Congress's motto is: "Unity and discipline - Democracy and innovation - Breakthrough development - Close to the people, for the people."

The Party Committee of the Government respectfully invites General Secretary To Lam to attend and deliver a guiding speech at the Congress; key leaders, members of the Politburo , members of the Secretariat; leaders and former leaders of the Party and State; former leaders of the Government; former members of the Government, former members of the Central Committee of the Party, former ministers, former heads of ministerial-level agencies and agencies under the Government; leaders of the Party's Central Committees and agencies, and Party committees directly under the Central Committee. This is the first Congress of the Party Committee of the Government. The Executive Committee of the Party Committee of the Government has decided to invite delegates who are members of the Executive Committees of 51 subordinate Party committees; Deputy Ministers of ministries, Deputy heads of ministerial-level agencies and agencies under the Government who have not yet participated in Party committees to attend the official session of the Congress.

With the theme: “Building a clean and strong Party Committee of the Government; uniting, setting an example, and leading the way in science , technology, innovation, and digital transformation; accelerating breakthroughs and developing the country rapidly and sustainably in the era of striving for prosperity, wealth, civilization, and happiness,” the Congress addressed two main issues: summarizing and evaluating the results of the 2020-2025 term, reviewing the leadership and direction of the Party Committee of the Government during the 2020-2025 term; and determining the direction, objectives, tasks, and solutions for the 2025-2030 term, as well as discussing and contributing opinions to the draft documents of the Central Committee submitted to the 14th National Congress of the Party.

The Congress is a broad political activity that promotes democracy and collective intelligence throughout the Party Committee in summarizing and evaluating the achievements of the 2020-2025 term and setting forth directions, goals, targets, tasks, solutions, and strategic breakthroughs for the Party Committee and the Government in the 2025-2030 term.

All efforts are directed towards building a clean and strong Party Committee within the Government; fostering unity throughout the Party Committee; enhancing leadership capacity, effectiveness, and efficiency in state management and national governance as a central task; strengthening Party building in politics, ideology, ethics, organization, and personnel; building a team of exemplary cadres with strong political acumen, character, competence, and prestige, commensurate with their responsibilities; strengthening focused and targeted inspection and supervision; building an honest, proactive, self-reliant, self-sufficient, confident, development-oriented government, determined to achieve breakthroughs and successfully realize the goals of national development in the new era of a prosperous, civilized, thriving, and happy country, steadily advancing towards socialism.

On October 12th, the preparatory session for the Congress took place. Politburo member, Secretary of the Government Party Committee, and Prime Minister Pham Minh Chinh chaired the session. At the session, the Congress elected the Presidium and Secretariat; elected the Credentials Committee; and approved the Congress's work program and working regulations.

The Congress was divided into 15 groups to discuss the Congress documents and draft documents to be submitted to the 14th National Congress of the Party, and then proceeded with discussions in the main hall.

Before the Congress commenced, early that morning, the delegation visited the Ho Chi Minh Mausoleum and laid flowers and offered incense to commemorate the heroic martyrs at the Monument to Heroic Martyrs on Bac Son Street.

During the 2020-2025 term, the Party Committee of the Government closely followed the Party's guidelines and policies, strictly implemented the leadership and direction of the Politburo and the Secretariat, and regularly and directly under the General Secretary Nguyen Phu Trong and General Secretary To Lam in the comprehensive and effective implementation of the 3 strategic breakthroughs, 6 key tasks, and 12 main groups of solutions, achieving many commendable and proud accomplishments in the context of unforeseen difficulties and challenges, including the effective prevention, control, and management of the COVID-19 pandemic, and the recovery and development of the socio-economic sector.

The Party Committee of the Government has demonstrated unity, courage, leadership, and determination in striving to achieve the highest possible results in the socio-economic development goals and tasks for the 2021-2025 period, with the expectation of achieving and exceeding 22 out of 26 key targets; especially completing all social targets.

Over the past two years (2024-2025), the Government has decisively and effectively implemented many historic policies of the Party and State. The "revolution" in restructuring and consolidating the organizational apparatus has continued to be implemented vigorously, with strong leadership and guidance in terms of both awareness and methods, resulting in many breakthroughs.

Review and eliminate overlaps, inconsistencies, and lack of uniformity in the legal system. Promote reforms, reduce administrative procedures, strengthen decentralization and delegation of power; resolve and remove difficulties and obstacles for long-standing stalled projects.

Accelerate the construction of a synchronous and modern infrastructure system, especially expressways, high-speed railways, and urban railways; promote the early construction of nuclear power plants; develop the private economy, science and technology, innovation, and digital transformation; complete the elimination of temporary and dilapidated housing five years ahead of schedule; strengthen the confidence of the people and businesses; and enhance Vietnam's position and prestige in the international arena…

Party building work in terms of politics, ideology, and ethics has been intensified and has undergone many innovations. The work of protecting the Party's ideological foundation has been strengthened and has seen many breakthroughs.
