Models of serving the people
Regarding the task of reorganizing and streamlining the organizational structure, the Party has determined that the ultimate goal is to better serve and care for the people's lives. Therefore, to ensure that the new model does not merely involve mechanical organizational changes, Party committees at all levels must demonstrate leadership qualities, dare to think, dare to act, dare to take responsibility, and be committed to solving practical problems in the people's lives.
In Hai Phong, local Party committees have directed the implementation of several innovative models and approaches to support citizens in carrying out administrative procedures. One model involves building a community group on Zalo and other social media platforms related to the Public Administrative Service Center in An Phong ward, with a Q&A section for online consultations on administrative procedures handled at the center. After two months of implementation, the model has provided online consultations to over 1,000 people, significantly reducing the number of people visiting the ward office and contributing to efficient processing of applications. This allows officials to focus more on handling truly necessary cases.
An Khánh Ward and An Thành Commune are implementing the "No Writing Day" model – an administrative reform initiative aimed at the people. Accordingly, on working days, upon request, civil servants at the reception and results delivery department will write documents and files on behalf of citizens, except for certain specific administrative procedures that are prohibited by law. In Lê Chân Ward, Chí Minh Commune, Hồng Châu Commune, and Tứ Kỳ Commune, the Party Committee has directed the deployment of civil servants and union members to be on duty at the entrances to welcome and guide citizens, helping to better serve the people.
Administrative reform initiatives and models in many localities clearly demonstrate a fundamental shift from a "governing government" to a "service-oriented government".
Comrade Pham Thi Chuyen, Permanent Deputy Secretary of the Hai An Ward Party Committee, said: In July, although the two-level local government apparatus had only recently been officially put into operation, the workload was heavy, and implementation was carried out in many fields. However, with the decisive and creative leadership and direction of the Party Committee, the close coordination of the entire political system, and the consensus of the people, the political, economic, and social situation in the ward continued to be stable and developing.
With 266 documents issued in July, the Party Committee and the government of Hai An ward have simultaneously led and directed, linking the operation of the two-tiered local government model with the tasks of caring for and resolving practical issues in people's lives. They established, managed, and used a Zalo group to maintain communication with the grassroots, especially the residential groups; and directed the work of preventing and responding to Typhoon No. 3 to ensure safety... This approach has yielded concrete results: budget revenue collection has been on schedule, cultural life has been improved, social welfare policies have been promptly implemented, and people trust the policies and guidelines of the Party and the State.
Flexibility and creativity in resolving bottlenecks.
Focusing on removing bottlenecks is a solution that contributes to ensuring the smooth and stable operation of the two-tiered government system right from the initial stages of operation; shortening procedures, reducing compliance costs for citizens and businesses, while promoting clear decentralization and delegation of power, increasing accountability of leaders and improving coordination efficiency.
The Public Administrative Service Center is a place where the level of satisfaction of citizens and businesses can be verified when operating the two-tiered government model. Mr. Do Huy Chinh, Deputy Director of the Department of Internal Affairs of Hai Phong City, said: Under the close and timely guidance and supervision of the Standing Committee of the City Party Committee, the City's Public Administrative Service Center has coordinated the review and reduction of at least 50% of the processing time and built internal and electronic procedures for handling administrative procedures in accordance with regulations; it has also advised the Office of the People's Committee of the city to promptly issue seven guiding documents to address difficulties and obstacles in the operation of the two-tiered local government.
The center established Zalo groups for leaders of 114 units and localities to promptly communicate directives; these Zalo groups also provide professional and technical support to focal point officials responsible for administrative procedure control in departments, agencies, and localities, ensuring the most effective service to the people. According to daily statistics and reports on the number of synchronized files uploaded to the National Public Service Portal provided by the Government Office , Hai Phong city consistently ranks among the top provinces/cities.
Regarding the arrangement and provision of equipment and working conditions for officials and employees after the restructuring, adhering closely to the Central Committee's guidelines, the Hai Phong City Party Committee directed flexible implementation in the following direction: Prioritizing the utilization of assets that are still usable and transferring them to the new workplace of the unit and officials and employees for continued use, ensuring the performance of tasks after restructuring without affecting the unit's operations; minimizing the need to purchase new assets.
According to Comrade Dang Xuan Thuong, Secretary of the Gia Loc Commune Party Committee, the Commune Party Committee has directed the regular and thorough dissemination and understanding of directives and guidelines from the Central Committee and the Hai Phong City Party Committee through new forms, via mass media and social media platforms...
In addition, the commune Party Committee also directed the People's Committee, the Fatherland Front, and political and social organizations to participate in direct propaganda in the community through their respective activities. Regarding the arrangement of departments and offices after the merger, the commune Party Committee also focused on finding solutions for rational arrangement, ensuring the most convenient coordination between the Party, the government, and mass organizations.
The creativity of Party committees is the "key" to making the two-tiered government model effective and efficient. In the coming time, Party committees at all levels will continue to leverage their intelligence, innovate, and replicate good practices to make the two-tiered government model more substantive, improve the effectiveness and efficiency of management, and better care for the lives of the people.
