Since October 14th, thousands of households in 10 apartment buildings in the Thanh Ha urban area (Ha Dong district, Hanoi ) have had their water supply cut off, disrupting their lives.
Faced with this situation, many families have had to seek shelter with relatives or spend money buying bottled water for daily use. Many other residents have pooled money to buy clean water from the 5m³ water tankers of the Ha Dong Clean Water Company, but even that is not enough to meet the demand. Even on the first day of the week, many residents had to take time off work to find a water source for their families.

Explaining the water cut-off, Mr. Duong Dinh Trinh, Deputy Director of Thanh Ha Clean Water Joint Stock Company, said that the entire water supply for the Thanh Ha urban area comes from two sources: underground extraction at the plant and surface water from the Duong River. However, recently, many residents have complained about the unsanitary and polluted condition of the tap water, causing allergies and rashes.
Therefore, on October 13th, the Hanoi Department of Construction held a meeting with the investor of the Thanh Ha urban area (Cienco 5 Real Estate Development Joint Stock Company), water supply units, and representatives of the residents regarding the above issue.
Following this meeting, Thanh Ha Clean Water Joint Stock Company issued a notice to residents of the urban area, stating that it would stop supplying water from the groundwater source at the plant for upgrading and adjusting the technology. The company only supplies surface water from the Duong River to the urban area through Ha Dong Clean Water Company Limited, but the flow of surface water from the Duong River through Ha Dong Clean Water Company Limited is low, leading to water shortages in some buildings, and it will take time to have enough water to meet the daily needs of residents.

Previously, at a meeting last weekend, to address the issue of ensuring clean and safe drinking water for residents in the Thanh Ha urban area, the Hanoi Department of Construction agreed to assign the Ha Dong Clean Water Company Limited to coordinate with the Duong River Surface Water Joint Stock Company and the Thanh Ha Clean Water Joint Stock Company to regulate and transfer water from the supply system managed by the Ha Dong Clean Water Company Limited to supply the Thanh Ha urban area, with a minimum capacity of 2,000 m³ /day.
The Department of Construction requested that within the next three months, the investor coordinate with Thanh Ha Clean Water Joint Stock Company to renovate and upgrade the water treatment plant to provide clean water meeting the standards of the Ministry of Health for the people; and requested the Hanoi Center for Disease Control and Prevention to conduct surprise inspections of water quality in this urban area and publicly disclose the results so that people can use the water with peace of mind.

According to reports from many residents in the Thanh Ha urban area, since the beginning of October, they have been using tap water with a strong detergent smell; when used for bathing, many people have experienced rashes and allergic reactions. Concerned, residents took water samples and sent them to authorities for testing. The results showed that many indicators exceeded the permissible limits, including an ammonia content of 11.46 mg/l, which exceeded the permissible limit (0.3 mg/l).
