The Ministry of Education and Training has just released a draft regulation on the management of resident and non-resident students, which includes prioritizing certain groups of students for dormitory accommodation if the number of students wishing to stay exceeds the capacity of the dormitory.
Specifically, the school principal will base their review on the following criteria: Students who are eligible for preferential treatment as stipulated in the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution; those whose father or mother is from an ethnic minority group; and students who are eligible for social welfare benefits.

In addition, students whose permanent residence is in areas with particularly difficult socio-economic conditions or who belong to poor or near-poor households according to current state regulations are also eligible for priority consideration.
Specifically, schools prioritize female students and students who actively participate in activities organized by the school, the Ho Chi Minh Communist Youth Union, the Vietnam Student Association, the Vietnam Youth Union (if any), and other social organizations. In addition, the principal may specify other student categories.
How do schools handle dormitory accommodation?
Regarding this issue, Dr. Tran Thanh Thuong, Head of Student Affairs Department at Ho Chi Minh City University of Technology and Education, said that the university currently has dormitories that can accommodate about 3,000 students, while the number of students in need is much higher.
"Therefore, the school has signed agreements with the dormitories of the Vietnam National University Ho Chi Minh City and the Ho Chi Minh City College of Construction to arrange additional on-campus accommodation for students. Basically, 100% of students who need it can stay in the dormitories," Dr. Thuong informed.
At the University of Economics Ho Chi Minh City, due to the limited number of dormitory places compared to demand, the university has prioritized the selection process. Accordingly, priority 1 includes students who are heroes of the People's Armed Forces, labor heroes, those receiving benefits such as war invalids, and students with disabilities.

Priority 2 includes children of martyrs, wounded soldiers, sick soldiers, and children of people with meritorious service. Next are students with permanent residence in mountainous areas, areas with particularly difficult socio-economic conditions, students whose parents are ethnic minorities, students who are orphans of both parents, and students from poor or near-poor households according to current regulations...
Ms. Le Thi Yen Tam, Director of the dormitory at Saigon University, also stated that the university's dormitory has 560 beds, which is insufficient to meet demand. Therefore, the university prioritizes students from disadvantaged backgrounds such as children of martyrs, children of war invalids, children or themselves affected by Agent Orange, orphans, ethnic minorities from remote mountainous areas, and children from families in particularly difficult economic regions.
According to Ms. Yen, after priority students register, only students from areas 1, 2, and 3 will be considered if there are still vacancies. "For those who are not eligible for dormitory accommodation, the university's student support center will recommend rental rooms," Ms. Yen shared.
