Pedagogical students of Saigon University are tired of waiting for living expenses support.

Speaking to Tuoi Tre Online , a teacher training student at Saigon University said that according to regulations, students are entitled to a monthly allowance of 3.63 million VND to cover living and study expenses. However, many fourth-year and previous-year teacher training students have not yet received this allowance.

"In my class alone, some students have had to defer their studies and temporarily stop attending because they couldn't afford living and study expenses. Students don't know where that money went or what it's being used for. The rights of teacher training students are gradually disappearing," said one student.

Speaking to Tuoi Tre Online , a representative from Saigon University stated that the university does not hold any funds intended to support students' living expenses. Even the teacher training funding (which supports tuition fees for teacher training students) has not been received by the university in recent years.

This representative further explained that the school currently has 3 types of pedagogical students. The pedagogical students are ordered by the provinces, the localities have fully paid the tuition and living expenses, the school has transferred them to the students.

The problem lies in the remaining two areas: task assignment and training based on social needs. Specifically, the Department of Education and Training handles the payment procedures for task assignment, while the Department of Finance handles the payment procedures for training based on social needs.

Saigon University and related departments have worked on this issue many times. When the two departments disburse funds to the school, the school will pay for the pedagogical students.

"We understand that the Department of Finance has sent a document to the Ho Chi Minh City People's Committee regarding the payment of living allowance for students. Perhaps because it involves the budget, the departments have to be careful to avoid mistakes. Once the committee approves, the department will disburse the funds, and the school will transfer them to the students."

Up to now, the school has not received any funding to support living expenses for students. The school trains pedagogical students and has not collected tuition fees from students for many years, but the school and students have not received any funding to support tuition fees" - this representative said.

Previously, in July 2024, the Ho Chi Minh City People's Committee approved the plan to implement Decree No. 116 of the Government on the policy of supporting tuition fees and living expenses for pedagogical students.

In particular, the Department of Education and Training of Ho Chi Minh City has issued decisions to assign tasks and order teacher training for Saigon University with 578 students and Ho Chi Minh City University of Education with 170 students.

Support tuition and living expenses for pedagogical students

According to Decree 116, teacher training students are supported by the state with tuition fees equal to the tuition fees of the teacher training institution where they study, and are supported with 3.63 million VND/month to cover living expenses during their time studying at school.

The duration of financial support for tuition fees and living expenses is determined by the actual number of months of study at the school as stipulated, but not exceeding 10 months per academic year.

Funds to support tuition fees and living expenses for pedagogical students are allocated in the annual state budget estimates for education and training at localities, ministries and branches.
