Reflecting to Tuoi Tre Online , a student of Saigon University of Pedagogy said that according to regulations, each student is supported with 3.63 million VND/month to cover living and studying expenses. However, currently, many fourth-year and previous years of Pedagogy students have not received this support.
"In my class alone, there were students who had to put their results on hold and temporarily stop studying because they could not afford their living and studying expenses. Students do not know where the money went and what it was used for. The rights of teacher training students are gradually disappearing," said one student.
Speaking to Tuoi Tre Online , a representative of Saigon University said the school does not keep any money to support living expenses for students. Even the teacher training fund (tuition support for teacher training students) has not been received by the school in the past few years.
This representative further explained that the school currently has 3 types of teacher training students. Teacher training students are ordered by the provinces, the localities have fully paid tuition and living expenses, the school has transferred them to the students.
The problem lies in the remaining two areas: assignment of tasks and training according to social needs. In which, the Departmentof Education and Training carries out payment procedures for assignment of tasks, and the Department of Finance carries out payment procedures for training according to social needs.
Saigon University and related departments have worked on this issue many times. When the two departments disburse funds to the school, the school will pay for the pedagogical students.
"We know that the Department of Finance has sent a document to the Ho Chi Minh City People's Committee regarding the payment of living expenses for students. Perhaps because it is related to the budget, the departments must be careful to avoid mistakes. When the committee agrees, the department will disburse the money, and the school will transfer it to the students.
Up to now, the school has not received any funding to support living expenses for students. The school trains teacher training students and has not collected tuition fees from students for many years, but the school and students have not received any funding to support tuition fees" - this representative said.
Previously, in July 2024, the Ho Chi Minh City People's Committee approved the plan to implement Decree No. 116 of the Government on the policy of supporting tuition fees and living expenses for pedagogical students.
In particular, the Department of Education and Training of Ho Chi Minh City has issued decisions to assign tasks and order teacher training for Saigon University with 578 students and Ho Chi Minh City University of Education with 170 students.
Support tuition and living expenses for pedagogical students
According to Decree 116, teacher training students are supported by the state with tuition fees equal to the tuition fees charged by the teacher training institution where they study, and are supported with 3.63 million VND/month to cover living expenses during their time studying at school.
The period of support for tuition and living expenses is determined based on the actual number of months of study at school according to regulations, but not exceeding 10 months/school year.
Funds to support tuition fees and living expenses for teacher training students are allocated in the annual state budget estimates for education and training at localities, ministries and branches.
