Focus resources, equipment, and personnel on proactively addressing the consequences of floods and heavy rains on the roads under your management. Inspect vulnerable road sections and weak bridges to repair and restore traffic flow as quickly as possible.
Timely gather information on traffic conditions on the roads and report to the Department of Construction; coordinate with local authorities to organize traffic control and diversion, assign personnel to guard, place buoys, barriers, and signs at locations affected by flooding, submerged areas, broken roads, and landslides.
The Department of Construction requires construction and supervision units working on road and inland waterway repair projects to move people to safe locations; and to gather machinery and equipment in convenient locations that do not obstruct traffic, ready to respond in case of traffic congestion.
Proactively stockpile food, medicine, and raw materials to prepare for traffic disruptions and prolonged isolation. Regularly update traffic conditions and damage reports to the Department of Construction for timely guidance and remediation.
The People's Committees of communes, wards, and special zones are requested to implement Official Dispatch No. 03, dated August 23, 2025, of the City People's Committee on implementing measures to respond to Typhoon No. 5. They should closely coordinate with relevant departments and levels, mobilize local materials and equipment to quickly address incidents caused by rain and floods, and restore traffic flow as soon as possible.
Implement traffic flow management and ensure smooth traffic on roads according to the management hierarchy in the area (district roads, urban roads previously managed by the People's Committee of the district or county, located within the newly established commune).
Promptly gather information on damage to transportation infrastructure and report it quickly to the Department of Construction for compilation. Review, inspect, and strictly implement storm response measures at inland waterway terminals and cross-river passenger terminals (if any) in the area, ensuring absolute safety for people and vehicles when storms and floods occur.
Mr. Tran Ngoc Thanh, Deputy Director of the Department of Construction, said that the department has requested Project Management Board 4 and other project management boards under the city to inspect the sites of unfinished construction projects, requiring contractors to take preventive measures to ensure safety during the rainy and stormy season. They are also asked to relocate machinery and equipment to higher ground to avoid flooding and to be ready to support localities and people in responding to floods and storms.
Inspect and be responsible for ensuring traffic flow on construction and operation projects such as National Highway 14B, National Highway 14E, National Highway 40B, Provincial Roads 601, 602, 609, and 619; mobilize vehicles, equipment, and personnel to ensure smooth and safe traffic.
