On the afternoon of May 3, the Provincial People's Committee held a working session with Tokyo Gas Group and Truong Thanh Vietnam Group Joint Stock Company to listen to reports on the implementation of the Thai Binh LNG Thermal Power Plant project. Comrades: Ngo Dong Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee worked with the delegation. Attending the working session were leaders of a number of relevant departments, branches and localities.

Speaking at the meeting, the Provincial Party Secretary emphasized that the Thai Binh LNG Thermal Power Plant is a key project to ensure national energy security. The joint venture of investors Tokyo Gas Company, Kyuden Electric Company of Japan and Truong Thanh Vietnam Group to soon implement the project is of great significance in contributing to the socio -economic development of the province as well as the localities in the Northern region. The Provincial Party Secretary suggested that the two sides frankly discuss and clarify the advantages and difficulties, discuss solutions to overcome them, and jointly speed up the project implementation progress.

On behalf of the consortium of investors, a representative of Tokyo Gas Group said that the consortium is currently implementing the feasibility study report, site clearance compensation and preparing to complete procedures such as environmental impact assessment, land allocation procedures, land lease, and power purchase contract agreement. In the immediate future, the consortium will focus on coordinating with departments, branches and Thai Thuy district to soon complete cadastral measurements, prepare detailed plans for site clearance compensation and procedures to start construction of the project. The leaders of Tokyo Gas Group hope that the Provincial People's Committee and departments, branches and localities will accompany and support the investor to remove some difficulties related to land, site clearance, filling materials and investment procedures.

Talking to the project investor consortium, the Standing Vice Chairman of the Provincial People's Committee said: The provincial government has directed departments, branches and Thai Thuy district to support the acceleration of site clearance; create favorable conditions for investors to build a feasibility study report and project implementation steps. The province is committed to accompanying and promptly taking action to remove difficulties for investors, promoting the fastest project implementation progress in the coming time.

At the meeting, the two sides discussed and clarified the difficulties and necessary conditions for the project to be implemented smoothly and as soon as possible.

Concluding the working session, Comrade Ngo Dong Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee, highly appreciated the sense of responsibility of both parties in implementing the key project of the province and the country, and at the same time requested the investor consortium to comply with the direction and requirements of the Government on the quality and progress of the approved project as well as the commitment to the province. Agreeing with the 6-step implementation progress proposed by the investor, the Provincial Party Secretary requested that during the implementation process, the progress should be regularly updated, specific progress critical paths should be built, and the process steps should be carried out in parallel to shorten the investment time, striving to complete the procedures in the second quarter of 2025 to be eligible for project implementation. The investor consortium must ensure financial resources to invest in the project's complex of works, properly implement the planning and commit to the project's progress according to the approved Investment Registration Certificate. The Provincial Party Secretary also requested that investors have a long-term vision, be ready with plans to expand and increase the capacity of the project; have solutions to provide safe and stable gas for the factory to operate regularly, including considering the use of LNG gas sources provided by the Vietnam Gas Corporation - JSC and from the exploitation of the Ky Lan gas field in Thai Binh in the future. Thai Binh wishes to build a green energy center, so it supports the idea of Tokyo Gas Group to research and develop an offshore wind power project in the province. The Provincial Party Secretary requested the investor consortium to coordinate with relevant departments, branches and Thai Thuy district to soon complete investment procedures to start the project. In the immediate future, urgently complete the site clearance work before January 2025 to prepare conditions to help investors start the Thai Binh LNG Thermal Power Plant according to the set schedule.
