On the afternoon of May 3rd, the Provincial People's Committee held a working session with Tokyo Gas Group and Truong Thanh Vietnam Group Joint Stock Company to hear a report on the implementation of the Thai Binh LNG Thermal Power Plant project. Attending the meeting were: Mr. Ngo Dong Hai, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee; and Mr. Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee. Leaders from several relevant departments, agencies, and localities also attended the meeting.

Speaking at the meeting, the Provincial Party Secretary emphasized that the Thai Binh LNG thermal power plant is a key project ensuring national energy security. The early implementation of the project by the consortium of investors, including Tokyo Gas Company, Kyuden Electric Power Company of Japan, and Truong Thanh Group of Vietnam, is of significant importance in promoting the socio -economic development of the province and other localities in the northern region. The Provincial Party Secretary requested that both sides frankly exchange views to clarify the advantages and difficulties, discuss solutions to overcome obstacles, and work together to accelerate the project's implementation.

On behalf of the consortium of investors, a representative from Tokyo Gas Group stated that the consortium is currently carrying out the feasibility study, land compensation and clearance, and preparing to complete procedures such as environmental impact assessment, land allocation and lease procedures, and power purchase agreement agreements. Initially, the consortium will focus on coordinating with relevant departments and Thai Thuy district to expedite the completion of cadastral surveys, prepare a detailed plan for land compensation and clearance, and finalize the necessary procedures for project commencement. The Tokyo Gas Group leadership hopes that the Provincial People's Committee and relevant departments and localities will cooperate and support the investor in overcoming difficulties related to land, site clearance, leveling materials, and investment procedures.

In discussions with the consortium of investors for the project, the Standing Vice Chairman of the Provincial People's Committee stated that the provincial government has directed relevant departments, agencies, and Thai Thuy district to support and expedite land clearance; creating favorable conditions for the investor to prepare the feasibility study report and proceed with project implementation. The province is committed to working alongside and promptly addressing any difficulties for the investor, promoting the fastest possible project implementation in the coming period.

During the meeting, both sides discussed and clarified the difficulties and necessary conditions for the project to be implemented smoothly and as soon as possible.

Concluding the meeting, Comrade Ngo Dong Hai, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, highly appreciated the sense of responsibility of both sides in implementing the key project of the province and the nation. He also requested the consortium of investors to comply with the Government 's directives and requirements regarding the quality and progress of the approved project, as well as their commitments to the province. Agreeing with the six-step implementation schedule proposed by the investor, the Secretary of the Provincial Party Committee requested that the progress be regularly updated during implementation, a specific critical path be established, and the procedural steps be carried out in parallel to shorten the investment time, striving to complete all procedures by the second quarter of 2025 to be eligible for project implementation. The consortium of investors must ensure the financial resources for investing in the project's complex of works, and adhere to the planning and commitments regarding the project's progress as stated in the approved Investment Registration Certificate. The Provincial Party Secretary also requested that the investor have a long-term vision, be prepared with plans to expand and increase the project's capacity; and have solutions to ensure a safe and stable gas supply for the plant's regular operation, including considering the use of LNG gas supplied by Vietnam Gas Corporation - JSC and from the future exploitation of the Ky Lan gas field in Thai Binh. Thai Binh, wishing to build a green energy center, supports Tokyo Gas Group's idea of researching and developing an offshore wind power project in the province. The Provincial Party Secretary requested that the investor consortium coordinate with relevant departments, agencies, and Thai Thuy district to quickly complete investment procedures to start the project soon. In the short term, they should urgently complete land clearance before January 2025 to ensure the necessary conditions for the investor to start construction of the Thai Binh LNG thermal power plant according to the set schedule.
