On the evening of November 24th, the People's Committee of Son La province organized a drill to practice responding to a major residential fire disaster in 2023, involving multiple forces, at Group 11 and Group 12 (Chieng Le ward, Son La city).
The drill involved more than 700 people from provincial departments and agencies, professional and specialized fire fighting forces, civil defense, local authorities, and a large number of citizens; more than 40 vehicles of various types, including the Fire and Rescue Police force which mobilized all its modern mechanized fire fighting equipment.
The exercise consisted of two parts: command and control mechanism operation and practical drill. In part 1, delegates watched a film demonstrating the operational procedures of the command and control mechanism in the event of a situation. Part 2 was a practical drill with a simulated scenario.
The scenario is as follows: At 11 PM, a short circuit occurred at a kiosk selling dried goods and votive paper in the central market of Son La City. Due to the large quantity of flammable materials, the fire quickly intensified. The fire had a high intensity of heat radiation and emitted a large amount of toxic smoke and gases along with high-temperature combustion products; therefore, the fire rapidly spread horizontally to surrounding areas and the electrical wiring system, engulfing the entire row of kiosks in the market, several neighboring households, and the first floor of the Hang Khong guesthouse. Simultaneously, a fire also broke out in several houses on Chu Van Thinh Street due to an electrical equipment malfunction in one household, causing sparks to ignite fabrics and spread.
Immediately after the fire was discovered, the on-site fire fighting forces of the central market and the Aviation Hotel quickly cut off the power to the affected area, raised the alarm, and used available fire fighting equipment to extinguish the fire. Firefighting forces quickly arrived at the scene to put out the blaze.
After nearly an hour, under the close leadership and direction of the Steering Committee, the Command Board, and the Firefighting Staff, the forces successfully controlled and extinguished the fire in residential areas of groups 11 and 12 in Chieng Le ward, preventing it from spreading, guiding hundreds of people to safety, and rescuing 150 people and many valuable properties belonging to the people.
The drill serves as an important basis for departments, agencies, localities, key facilities with high fire and explosion hazards, and especially densely populated residential areas throughout the province, to study and apply the techniques to proactively prepare for large-scale and complex fire and explosion situations.
