The Inspectorate of the Ho Chi Minh City Department of Health has issued a report and temporarily suspended the medical examination and treatment activities of the facility due to its failure to meet the conditions regarding personnel for medical examination and treatment and patient safety conditions after medical procedures; at the same time, it will continue to clarify the violations of the law and resolutely handle them strictly.
On September 21st, the Ho Chi Minh City Department of Health announced the discovery of a case of "inventing illnesses to extort money" at the Saigon Medical Clinic (153-155 Nguyen Van Cu Street, Ward 2, District 5).
Earlier, the Ho Chi Minh City Department of Health's hotline received a call from a citizen, a relative of a patient, pleading for help as they were being held at a private clinic who were fabricating illnesses to extort money.
Residents who sought help reported that a relative, a 37-year-old woman named HO, was being held at the Saigon Medical Clinic. Immediately after receiving this information, the Ho Chi Minh City Department of Health Inspectorate, in coordination with the District 5 Health Department, the Ward People's Committee, and the Ward 2 Police Station in District 5, conducted a surprise inspection of the clinic.
Upon inspection, the Ho Chi Minh City Department of Health Inspectorate noted that in the waiting area on the first floor of the facility, there was a patient named HO (as the residents had called the Department of Health Inspectorate in their plea for help) and two other patients (named QK and TN).

All three patients came for examination seeking to terminate their pregnancies, and had recently undergone this procedure. However, at the time of the surprise inspection, no obstetrician was present at the clinic, and the clinic was unable to provide patient records, treatment documents, or billing statements.
According to patient HO, she went to this clinic for a gynecological examination. The clinic examined her and found a fetus, then advised her that the abortion would cost 2 million VND and be painless. However, during the abortion procedure, the clinic demanded that she sign a contract for a 29 million VND package before proceeding, threatening that otherwise she would experience heavy bleeding and severe pain, and pressured her to transfer the money right there in her hospital bed…
This patient was only able to transfer 9 million VND, so they were detained at the clinic and forced to pay the full amount. Immediately after contacting and noting the patient's pleas for help, the Inspectorate of the Department of Health instructed that the patients be immediately transferred to Tu Du Hospital for examination and monitoring of their health status to ensure their safety.
Currently, the Inspectorate of the Department is continuing to work with the legal representative of Saigon Medical Services Co., Ltd., Mr. Sin Sui Sang; the person responsible for the technical expertise of the company's affiliated multi-specialty clinic, Mr. Lieu Thanh Hoang; and the head of the obstetrics and gynecology department, Ms. Do Thi Lam Oanh.
Upon inspection, the Health Department's Inspectorate noted that the clinic showed signs of detaining patients, fabricating illnesses, and extorting money, as the patients had reported. The Health Department's Inspectorate has drawn up a report and temporarily suspended the facility's medical examination and treatment activities due to its failure to meet the requirements regarding personnel for medical examination and treatment and patient safety after medical procedures; simultaneously, they will continue to investigate the violations of the law and will resolutely take strict action.
The Department of Health urges the public, upon discovering medical facilities exhibiting signs of detaining patients, fabricating illnesses to extort money, or suspected of operating without a license or professional certificate, to immediately call 0989.40.1155 or use the "Online Health" app so that the Department of Health Inspectorate can promptly gather information, conduct surprise inspections, and take strict action.
