Strengthening leadership to effectively implement the Plan to prevent and combat corruption and negativity in 2024

Directive No. 1 states that on February 5, 2024, the Minister of Industry and Trade issued Decision No. 279/QD-BCT on promulgating the 2024 Plan for preventing and combating corruption and negativity of the Ministry of Industry and Trade.

Since the issuance of the Decision, in general, the leaders and Party committees of the affiliated units have always paid attention to leading, directing and seriously organizing the implementation of the work of preventing and combating corruption and negativity, closely following the contents set out in the plan. The awareness of party members, civil servants and employees about the position, meaning and importance of the work of preventing and combating corruption and negativity has been raised, at the same time, identifying the prevention and combating of corruption and negativity as an important measure in the work of preventing, detecting and handling corruption.

However, through the actual implementation of inspections according to the Plan of the Ministry of Industry and Trade in 2023, it shows that some units are still slow in issuing the Plan to prevent and combat corruption and negativity. The implementation of the plan to prevent and combat corruption and negativity is still lacking and limited, especially in the implementation of job position transfers during the implementation process at the units, there are still many difficulties and problems...

Pursuant to Resolution No. 154-NQ/BCSĐ dated April 19, 2024 of the Party Committee of the Ministry of Industry and Trade, to strengthen leadership, direction, and effectively implement anti-corruption work in 2024 and the following years, the Minister of Industry and Trade directs a number of tasks.

Continue to effectively disseminate the provisions of the Law on Anti-Corruption 2018

Accordingly, continue to thoroughly grasp and effectively implement the dissemination of the provisions of the 2018 Law on Anti-Corruption, Decree No. 134/ND-CP dated December 30, 2021 of the Government amending and supplementing a number of articles of Decree No. 59/2019/ND-CP dated July 1, 2019 detailing a number of articles and measures to implement the Law on Anti-Corruption, Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government on controlling assets and income of people holding positions and powers in agencies, organizations and units.

Continue to enhance the role and responsibility of leaders of Party committees and organizations in leadership and direction; strengthen inspection and supervision to detect corruption and negativity. Any agency or unit that lacks responsibility in detecting or allowing corruption and negativity to occur will have its head considered and held accountable; strictly prohibit the covering up, prevention, detection and handling of corruption and negativity in agencies, units and management areas.

Based on the actual results in 2023, the heads of Party committees and organizations must direct the development of a plan to implement anti-corruption and anti-negativity work in 2024, focusing on the remaining limitations that need to be overcome; assign specific tasks to each specialized department and division during the implementation process.

The Directive of the Minister of Industry and Trade requires regular dissemination and propaganda; focusing on directing and correcting the manifestations of shirking, avoiding, working half-heartedly, and being afraid of making mistakes by a number of cadres and party members, especially leaders and managers at all levels. Focus on content and diversify the forms of propaganda to ensure practicality and suitability to the actual situation of the agency or unit. Avoid the situation of having a plan but not implementing it or having it implemented but "roughly", "roughly", not being practical or effective.

At the same time, carefully study and disseminate regulations on asset and income declaration for people with positions and powers to avoid cases of incorrect and incomplete declaration. Strengthen activities to prevent and combat corruption and negativity in enterprises, organizations, and non-state sectors to prevent collusion between degenerate and corrupt state officials, civil servants, and public employees with subjects operating in the non-state sector; link the work of preventing and combating corruption and negativity with practicing thrift and combating waste.

“ Every year, it is necessary to develop a plan for inspection, supervision, and thematic inspection of the work of preventing and combating corruption and negativity, focusing on a number of areas: Personnel work, management, use of public finance, public assets, public investment, declaration, and control of declaration of assets and income of people with positions and powers, ” Directive No. 09/CT-BCT states.

Directing the strict implementation of the coordination mechanism in detecting and handling corruption and negativity through inspection, investigation, prosecution, trial and execution of judgments, which is institutionalized in Conclusion No. 05-KL/TW of the Central Party Secretariat on continuing to implement Directive 50-CT/TW, dated December 7, 2015 of the Politburo in detecting and handling corruption cases.

Strengthen leadership and direction of inspection and supervision of the implementation of Party and State regulations on preventing and combating corruption and negativity; include inspection and supervision of corruption and negativity prevention and combat in the inspection and supervision programs of agencies and units. Promote the supervisory role of socio-political organizations and the people, creating a combined strength in the work of preventing and combating corruption and negativity.

“ Further promote the role of press and media agencies; strengthen coordination, proactively publicize, promptly provide information, and orient propaganda on preventing and combating corruption and negativity according to regulations ,” Directive No. 09/CT-BCT clearly stated.

Directive No. 09/CT-BCT clearly states that the Minister of Industry and Trade assigns the Ministry Inspectorate as the focal unit of the Ministry of Industry and Trade in implementing the Plan to prevent and combat corruption and negativity, to monitor, inspect, urge and report to the Ministry's leaders the implementation results.
