Strengthening leadership to effectively implement the Plan to prevent and combat corruption and negativity in 2024

The directive states that on February 5, 2024, the Minister of Industry and Trade issued Decision No. 279/QD-BCT on the promulgation of the Plan for preventing and combating corruption and negative practices in 2024 of the Ministry of Industry and Trade.

Since the issuance of the Decision, in general, the leaders and Party committees of the subordinate units have consistently paid attention to leading, directing, and seriously implementing the work of preventing and combating corruption and negative practices, closely adhering to the contents set out in the plan. The awareness of Party members, civil servants, and workers about the position, significance, and importance of the work of preventing and combating corruption and negative practices has been raised, and they have recognized that preventing and combating corruption and negative practices is an important measure in the work of preventing, detecting, and handling corruption.

However, practical inspections conducted according to the Ministry of Industry and Trade's plan in 2023 revealed that some units were still slow in issuing plans for preventing and combating corruption and negative practices. The implementation of these plans was flawed and limited, especially in the process of transferring personnel to different positions, which encountered many difficulties and obstacles.

In implementation of Resolution No. 154-NQ/BCSĐ dated April 19, 2024, of the Party Committee of the Ministry of Industry and Trade, to strengthen leadership and guidance and effectively carry out anti-corruption work in 2024 and subsequent years, the Minister of Industry and Trade directs a number of tasks.

Continue to effectively implement the dissemination of the provisions of the 2018 Law on Prevention and Combat of Corruption.

Accordingly, it is necessary to continue to thoroughly understand and effectively implement the dissemination of the provisions of the Law on Prevention and Combat of Corruption 2018, Government Decree No. 134/ND-CP dated December 30, 2021 amending and supplementing a number of articles of Decree No. 59/2019/ND-CP dated July 1, 2019 detailing a number of articles and measures for the implementation of the Law on Prevention and Combat of Corruption, and Government Decree No. 130/2020/ND-CP dated October 30, 2020 on controlling assets and income of persons holding positions and powers in agencies, organizations, and units.

Continue to enhance the role and responsibility of the heads of Party committees and organizations in leadership and guidance; strengthen inspection and supervision to detect corruption and negative practices. Any agency or unit that is irresponsible in detecting or allowing corruption and negative practices to occur will have its head held accountable; covering up, preventing the detection, and handling of corruption and negative practices within agencies, units, and areas of management is strictly prohibited.

Based on the actual results of 2023, the head of the Party committee and organization must direct the development of a plan for implementing anti-corruption and anti-negative practices work in 2024, focusing on areas that are still lacking and need to be addressed; and assign specific tasks to each specialized department and division during the implementation process.

The Minister of Industry and Trade's directive requires regular dissemination and promotion; focusing on correcting and overcoming manifestations of shirking responsibility, avoiding work, working half-heartedly, and being afraid to make mistakes among a segment of officials and Party members, especially leading and managerial officials at all levels. Emphasis should be placed on content and diversity of forms of communication to ensure practicality and relevance to the actual situation of each agency and unit. Avoid situations where plans are developed but not implemented, or implemented superficially, vaguely, and without practicality or effectiveness.

Simultaneously, thoroughly study and disseminate regulations on asset and income declaration for officials and those in positions of power to prevent inaccurate or incomplete declarations. Strengthen anti-corruption and anti-negative practices in businesses, organizations, and the non-state sector to prevent collusion between corrupt and degenerate state officials and employees with individuals operating in the non-state sector; link anti-corruption and anti-negative practices with the practice of thrift and the fight against waste.

" Annually, a plan for specialized inspection, supervision, and auditing of anti-corruption and anti-negative practices must be developed, focusing on several areas: personnel work, management and use of public finances and public assets, public investment, declaration and control of asset and income declarations of officials and those in positions of power, " Directive No. 09/CT-BCT states.

In addition, the Minister of Industry and Trade also requested the serious and effective implementation of the Politburo 's regulations: Regulation No. 131-QĐ/TW and Regulation No. 132-QĐ/TW, dated October 27, 2023; Regulation No. 114-QĐ/TW, dated July 11, 2023; Regulation No. 41-QĐ/TW, dated November 3, 2021...

Strictly implement the coordination mechanism in detecting and handling corruption and negative practices through inspection, investigation, prosecution, trial, and execution of judgments, as institutionalized in Conclusion No. 05-KL/TW of the Central Party Secretariat on continuing to implement Directive 50-CT/TW, dated December 7, 2015, of the Politburo on detecting and handling corruption cases and incidents.

Strengthen leadership and guidance in inspecting and supervising the implementation of Party and State regulations on preventing and combating corruption and negative phenomena; incorporate inspection and supervision on preventing and combating corruption and negative phenomena into the inspection and supervision programs of agencies and units. Promote the supervisory role of political and social organizations and the people, creating a combined force in the work of preventing and combating corruption and negative phenomena.

" Further enhance the role of press and media agencies; strengthen coordination, proactively and promptly provide information and guidance on propaganda regarding the prevention and fight against corruption and negative practices as prescribed ," Directive No. 09/CT-BCT clearly states.

Directive No. 09/CT-BCT clearly states that the Minister of Industry and Trade assigns the Ministry's Inspectorate as the focal unit of the Ministry of Industry and Trade in implementing the Plan for preventing and combating corruption and negative practices, monitoring, inspecting, urging, and reporting the results of implementation to the Ministry's leadership.
