On the morning of April 8th, during his official visit to China, National Assembly Chairman Vuong Dinh Hue met with General Secretary and President of China Xi Jinping.
ELEVATING STRATEGIC CONNECTIVITY
During the meeting, National Assembly Chairman Vuong Dinh Hue congratulated the Chinese Communist Party, the Chinese government, and the Chinese people on the great and historically significant achievements they have made in recent years; he expressed hope that China will make important contributions to global peace , cooperation, and development, implement neighborly diplomacy based on the principles of "friendship, sincerity, benevolence, and tolerance," and create opportunities for cooperation for neighboring countries, including Vietnam .

General Secretary and President of China Xi Jinping affirmed China's support for Vietnam's development, stability, and successful construction of socialism in accordance with the country's situation; he emphasized that the agreement between the top leaders of the two Parties and two countries to build a community of shared future has strategic significance, opening a new and broader stage of cooperation for bilateral relations.
The Chairman of the National Assembly affirmed that developing relations with China is a strategic choice and a top priority in Vietnam 's foreign policy; affirming Vietnam's consistent implementation of the "one China" policy. President Xi Jinping affirmed that China attaches great importance to its relationship with Vietnam , and always desires and is ready to promote the further development, depth, and substance of relations between the two Parties and two countries.
National Assembly Chairman Vuong Dinh Hue proposed that both sides consolidate and strengthen political trust, enhance high-level contacts, and effectively implement exchanges and cooperation through Party, Government, National Assembly, and Fatherland Front channels, as well as in important areas such as diplomacy, security, and defense. The Chairman suggested that both sides elevate strategic connectivity, creating new growth drivers for bilateral cooperation. The focus should be on promoting trade cooperation, expanding imports of goods, especially Vietnamese agricultural products, strengthening connectivity between Vietnam and China's major development strategies, connecting railways, highways, seaports, and air routes, and promoting cooperation in finance, currency, and digital transformation.
The Speaker of the National Assembly also suggested that both sides strengthen people-to-people exchanges, promote the role of National Assembly and National People's Congress representatives of both countries in disseminating information, creating social consensus, thereby boosting cooperation between the two countries in various fields and contributing to the Party and State's efforts to adequately address maritime issues in the spirit of better control and resolution of disagreements.
General Secretary and President of China Xi Jinping affirmed that China is ready to work with Vietnam to maintain strategic exchanges, promote high-level and other contacts, strengthen exchanges and cooperation through Party channels, share experiences and theories on Party building and national governance, enhance substantive cooperation, accelerate strategic connectivity, especially in the fields of railways and smart border gates, and strengthen cooperation in the fields of digital economy, green energy, essential minerals, and emerging industries...
Chinese leaders welcomed the signing of a new cooperation agreement between the National People's Congress of China and the National Assembly of Vietnam to enhance the level and effectiveness of cooperation, and to actively implement cooperation in various fields and at all levels. They proposed that both sides make positive contributions to strengthening substantive cooperation, promoting people-to-people exchanges, especially among the younger generation, consolidating the foundation of friendship between the two peoples, and sharing experiences on building a socialist rule of law state under the leadership of the Party and improving socialist legality.
Expanding trade and investment cooperation.
Later that afternoon, Zhao Leji, Chairman of the Standing Committee of the National People's Congress of China, presided over a meeting and talks with the Chairman of the National Assembly of Vietnam, Vuong Dinh Hue.
National Assembly Chairman Vuong Dinh Hue and Chairman of the Standing Committee of the National People's Congress of China Zhao Leji signed a new cooperation agreement between the National Assembly of Vietnam and the National People's Congress of China.
During the talks, both sides agreed to promote the effective implementation of the Joint Statement on further deepening and elevating the comprehensive strategic cooperative partnership, building a strategically significant Vietnam -China community with a shared future; maintain high-level and other exchanges and contacts; promote exchanges and cooperation through Party channels, between governments, the National People's Congress and National People's Congress, and the Fatherland Front and the Chinese People's Political Consultative Conference of the two countries; and enhance the role of the National People's Congress and National People's Congress in promoting cooperation between the two countries.
The Chairman of the National Assembly requested that China facilitate the early establishment of Vietnam's trade promotion offices in Chengdu (Sichuan), Haikou (Hainan), and Nanjing (Jiangsu); continue to expand imports of Vietnamese goods, agricultural and aquatic products; promptly negotiate and sign a framework agreement on rice trade; effectively implement the pilot project of building smart border gates, improve the efficiency of customs clearance, and facilitate the transit of Vietnamese goods via Chinese railways to third countries through the Eurasian Railway.
The Chairman of the National Assembly expressed his desire for both sides to work together to build a new image of large, capable, reputable, and technologically advanced Chinese enterprises investing in Vietnam ; to coordinate in resolving outstanding issues in several cooperation projects; to accelerate the implementation of non-refundable aid from China to Vietnam ; and to study cooperation in constructing several standard-gauge railway projects on the Hanoi - Lao Cai, Hanoi - Quang Ninh, and Hanoi - Lang Son sections.
Mr. Zhao Leji highly appreciated and expressed his agreement with the Chairman of the National People's Congress's proposals on developing relations between the two Parties and the two countries; affirming that China is ready to work with Vietnam to deepen substantive cooperation, expand trade and investment cooperation, strengthen strategic development connectivity, and achieve high-quality development; and strengthen strategic connectivity between the "Belt and Road" initiative and the "Two Corridors, One Belt" initiative, focusing on building infrastructure, road and rail transport, and smart border crossings, contributing to improving customs clearance efficiency.
Mr. Zhao Leji emphasized that both sides need to promote cooperation in ensuring supply chains, production chains, digital economy, green economy, new energy, key minerals, and 5G; affirming that China has a positive attitude towards the opening of new representative offices and trade promotion offices of Vietnam in Chinese localities; and proposing that the ministries and agencies of both sides coordinate to handle and resolve outstanding issues in cooperation projects between the two countries in a constructive and goodwill spirit.
Regarding cooperation between the two legislative bodies, National Assembly Chairman Vuong Dinh Hue proposed that the Vietnamese National Assembly and the National People's Congress of China strengthen exchanges of delegations at all levels; enhance exchanges and sharing of experiences on the operation of the National Assembly and its agencies, experiences on improving the Party's leadership methods over the State, building a socialist rule of law state, and building and perfecting institutions and policies for socio-economic development…
The two sides had a sincere and frank exchange on maritime issues, agreeing to continue implementing the common understanding of the leaders of the two Parties and two countries, adequately managing disagreements, and maintaining peace and stability in the East Sea. National Assembly Chairman Vuong Dinh Hue proposed that both sides actively promote the progress of maritime negotiation mechanisms, effectively implement agreements on search and rescue cooperation and hotlines for incidents arising from fishing activities, and promptly sign a new fisheries agreement in the Gulf of Tonkin; and work with ASEAN countries to promote negotiations on building a substantive, effective, and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Immediately after the talks, National Assembly Chairman Vuong Dinh Hue and Chairman of the Standing Committee of the National People's Congress of China Zhao Leji signed a new cooperation agreement between the National Assembly of Vietnam and the National People's Congress of China, establishing for the first time a cooperation committee mechanism between the two legislative bodies headed by their respective chairmen. The Office of the National Assembly of Vietnam and the Office of the Standing Committee of the National People's Congress of China also signed a Memorandum of Cooperation to support the implementation of practical and regular cooperation activities between the legislative bodies of the two countries.
On the same day, National Assembly Chairman Vuong Dinh Hue met with leaders of several leading Chinese corporations in the fields of transportation, railways, and energy; and visited the research and development center of Huawei Group.
