Implementing Decision No. 338/QD-TTg of the Prime Minister on approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", ministries, branches and localities have been actively implementing. According to the report of the Ministry of Construction , the whole country is investing in the construction of about 132,616 social housing units, of which in the first 9 months of 2025, 73 new projects with a scale of 57,815 apartments were started.
As for Quang Ninh , the Prime Minister assigned the province to complete 17,588 social housing units in the 2025-2030 period, of which the target for 2025 is 2,201 apartments. Recently, the Provincial People's Committee has issued many decisions and documents directing the development of social housing in the province. Up to now, Quang Ninh has completed 1,758 social housing units, reaching about 80% of the target assigned by the Prime Minister in 2025. At the same time, it has started construction on 2 new social housing projects with about 1,540 apartments. The province strives to complete 2,288 social housing units by the fourth quarter of 2025, reaching 104% of the target assigned by the Prime Minister. Based on the direction of the Central and the province, the Department of Construction is continuing to advise and propose detailed regulations on cases eligible for social housing support policies and support mechanisms for implementing construction investment projects in the province until 2030.

In order to create more favorable conditions for workers, laborers, and low-income people to buy social housing, the Government has just issued Decree No. 261/2025/ND-CP amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development. This new Decree has many important contents related to social housing policy, creating more favorable conditions for social housing buyers.
In particular, according to the new regulations, low-income people in urban areas, unmarried or single officials, civil servants, employees, and workers with an average income of no more than 20 million VND/month are allowed to buy social housing. In case of raising children under 18 years old, the maximum income is raised to 30 million VND/month. For married people, the total income of the couple does not exceed 40 million VND/month. In addition, the Provincial People's Committee is allowed to adjust the income coefficient in accordance with local realities and issue incentive policies for households with 3 or more dependents.
Previously, according to the old regulations, only single people with an income of no more than 15 million VND/month and married couples with an income of no more than 30 million VND/month were allowed to buy social housing. Therefore, raising the income level to buy social housing is consistent with price fluctuations and living costs, expanding access opportunities for civil servants, public employees, workers, and low-income people in urban areas.
Along with increasing the income of social housing buyers, Decree No. 261/2025/ND-CP also stipulates a reduction in interest rates for loans to buy social housing. According to the old regulations (Decree No. 100/2024/ND-CP), the interest rate for social housing loans is 6.6%/year. This interest rate is currently higher than the interest rate applied to subjects under other programs. Therefore, Decree No. 261/2025/ND-CP has been amended and supplemented to reduce the loan interest rate by 5.4%/year. The interest rate for overdue debt is 130% of the loan interest rate.
It can be seen that with the newly issued policies and regulations, it will create more favorable conditions for workers, laborers, and low-income people to have the opportunity to own social housing to "settle down", thereby contributing to ensuring social security and promoting economic development.
