
The conference was attended by leaders of the Department of Crop Production and Plant Protection; representatives of Crop Production and Plant Protection Centers across the country; international experts from CIAT; the Northern and North Central Hydrometeorological Stations and provincial hydrometeorological stations. Attending the training course were: managers, technical staff of the Department of Agriculture and Environment, the Department of Crop Production and Plant Protection of 20 northern provinces and cities. Representatives of the agricultural sector of southern provinces such as An Giang and Can Tho - the leading localities in implementing this model - also attended.

Speaking at the opening of the conference, a representative of the Department of Crop Production and Plant Protection emphasized the importance of shifting from experience-based production to scientific data-based production. The Agricultural Weather Bulletin is considered an effective solution to help farmers proactively respond to extreme weather events and pests, which are becoming more complicated due to climate change.
Different from conventional weather forecasts, this bulletin integrates meteorological data with crop growth processes, helping technicians and people make accurate care decisions, minimizing damage caused by natural disasters and pests.
It is known that the Agricultural Weather Bulletin model has been successfully piloted in the Mekong Delta provinces in the period 2020-2025 and has been highly appreciated by the people for its economic efficiency. The training held in Ninh Binh this time aims to replicate this "technical progress" in the Northern region, adjusting it to suit the ecological characteristics and cold winter climate here.
The training program focuses on 4 main content groups: Introduction, guidance on the process of building and disseminating newsletters; application of digital technology in data analysis; practice designing sample newsletters and planning for practical implementation at the local level. According to the requirements of the Organizing Committee, the Centers for Cultivation and Plant Protection of participating provinces and cities will have to build their first Agricultural Weather Bulletin immediately after the end of the course.

Within the framework of the program, delegates and experts discussed the data collection process, how to read and understand specialized meteorological terminology, and practice interpreting climate information into specific agricultural recommendations.
The Department of Crop Production and Plant Protection is committed to accompanying localities, including Ninh Binh province, in establishing a Technical Team and supporting the completion of standard bulletins, contributing to the development of sustainable agriculture and enhancing resilience to climate change in the Northern region.
