15/18 key targets completed and exceeded the plan
In 2024, despite many difficulties and challenges, the province's economic situation continues to recover strongly. The economic growth rate (GRDP) for the whole year is estimated at 13.87% (nearly 2 times the national average), among the leading groups in the country. 15/18 main targets were completed and exceeded the plan. The scale of GRDP is constantly expanding, reaching 209.15 trillion VND, exceeding 0.2% of the plan (leading the Northern Midlands and Mountains region); GRDP per capita reached 4,400 USD, up 11.4%, equal to 98% of the plan. The economic structure is shifting in a positive direction.
The whole year's index of production (IIP) increased by 30.0%. The total production value (VPA) reached over VND 705,200 billion, exceeding the plan by 5.9%. The total production value of agriculture, forestry and fishery in the whole industry is estimated to decrease by 4.4%. Service activities recovered and developed strongly, the total production value of the whole industry is estimated to increase by 11.6%, reaching over VND 63,510 billion. The total retail sales of goods and service revenue for the whole year reached VND 64,000 billion, up 13.3% compared to 2023. The total export and import value is estimated at 60 billion USD, up 14.5% compared to 2023, of which exports alone reached 33 billion USD, up 20.4%.
The work of improving the investment and business environment has been focused on, the Provincial Competitiveness Index (PCI) in 2023 ranked 4th out of 63 provinces and cities. Investment attraction has achieved good results, so far the whole province has attracted over 1.8 billion USD of converted investment capital, equal to 81.8% of the same period. In terms of FDI attraction alone, Bac Giang ranks 9th in the country. Investment in infrastructure construction of industrial parks (IPs) and industrial clusters (ICs) has received special attention, during the year the Prime Minister approved the investment policy for 02 new IPs and 02 expanded IPs, bringing the total number of IPs in the province to 10 IPs with an area of 2,464.04 hectares.
State management of labor and employment was focused on. During the year, new jobs were created for more than 33,150 workers, exceeding the plan by 2.9%; the labor structure continued to shift strongly towards modernization. The quality of human resources was gradually improved. The rate of trained workers reached 78%, the rate of trained workers with diplomas and certificates reached 34%, reaching 100% of the plan.
The quality of education has been improved, key education has achieved outstanding results, the highest since the re-establishment of the province; the rate of students passing the high school graduation exam is 98%; ranked 9th in the country in terms of the number of first prizes and 7th in the country in terms of the number of prizes. Notably, Bac Giang has 5 students participating in regional and international Olympic competitions and all won prizes, including 4 Gold Medals. The quality of medical examination, treatment and health care for the people has been improved at all levels.
Cultural development work is given attention and focus. Many traditional cultural values and cultural heritages of the nation are inherited, preserved and promoted. Social security work is implemented practically, promptly and effectively. Ethnic and religious policies, care for the elderly, child protection, for the advancement of women and gender equality are given attention and direction.
Sustainable poverty reduction work has been focused on and implemented effectively; the poverty rate has decreased by 0.83% to 1.8%. The program "Elimination of temporary and dilapidated houses" has been implemented and widely responded to by the whole people, creating a widespread influence among all classes of people, achieving the goal of eliminating all temporary and dilapidated houses by 2024.
Administrative reform work was effectively organized and implemented in conjunction with promoting the development of e-government, towards digital government. The administrative reform index ranked 4th and the digital transformation index ranked 9th nationwide.
The policy of rearranging administrative units (AUDs) has been resolutely implemented by all levels and sectors, especially the National Assembly Standing Committee has approved the Project on rearranging AUDs at district and commune levels in Bac Giang province for the period 2023-2025. The quality of the team of cadres and civil servants at the commune level has been increasingly improved. The work of receiving citizens and handling complaints and denunciations has been resolutely directed; a number of complicated and prolonged cases have been handled and resolved thoroughly. National defense and security tasks have been deployed synchronously and comprehensively. Political security, social order and safety have been maintained and stabilized. Traffic accidents and fires have continued to decrease sharply.
However, in 2024, the province's economic growth rate did not reach the set target. The economy grew strongly but not sustainably; industrial production faced many difficulties and challenges; investment attraction continued to decrease compared to the same period. Public investment was slow, disbursement faced many difficulties; agricultural production was affected by weather, causing serious and heavy damage, reducing the output of agricultural products as well as farmers' income and the industry's growth target for 2024; violations still occurred in state management in some areas. The fear of responsibility in performing public duties still occurred in some places. There were also a number of serious traffic accidents and fires in the province.
At the conference, delegates focused on discussing the implementation of socio-economic development targets of localities; investment attraction and business development ; the arrangement of administrative units at district and commune levels; disbursement progress of capital for National Target Programs (NTPs); disbursement progress of public investment capital; market price stabilization, preparation of goods for the end of the year;... At the same time, they raised a number of difficulties and obstacles in the implementation of residential and urban area projects from public investment capital sources when legal regulations change. Some delegates recommended the need for specific instructions when reclaiming land for urgent construction projects; speeding up site clearance progress, ensuring 100% site clearance to carry out land allocation and project implementation...
Synchronously deploy solutions, strive to achieve the highest level of socio-economic development targets
Concluding this content, Comrade Mai Son - Acting Chairman of the Provincial People's Committee emphasized that in 2024, with the solidarity, consensus, and efforts to overcome difficulties of the People and the business community, the province's socio-economic situation continued to achieve positive results.
