Based on the assessment of the situation, the remnants of Typhoon No. 11 have caused prolonged heavy rainfall over a wide area, leading to rising water levels in rivers and streams, causing flooding in many areas of the province. Updates from hydrological stations such as Chã, Gia Bảy, Thác Giềng, and Bắc Kạn show that floodwaters are rising very rapidly. The peak flood is expected to occur on the afternoon of October 7th , predicted to reach 29.3m, higher than the peak flood of Typhoon No. 3 ( YAGI ) in 2024 .

The Chairman of the Provincial People's Committee requested the Party Committee and the government of Phan Dinh Phung ward to regularly update and monitor information on the storm's developments; continue to review households in areas at risk of flooding and landslides to develop plans for relocation to safe areas; and direct forces to be on standby 24/7 to provide timely assistance in the event of natural disasters.
Given the complex situation caused by heavy rain and flooding, the Chairman of the Provincial People's Committee and the working group directly inspected the site and directed response efforts at the dike at the foot of Ben Tuong Bridge. From the early morning of October 7th , the Provincial Police and the Provincial Military Command promptly deployed hundreds of officers and soldiers to reinforce vulnerable points along the dike.
Here, the Chairman of the Provincial People's Committee highly appreciated the efforts, initiative, and positive contributions of the locality and provincial forces in flood and storm prevention and control; at the same time, he noted the need to continue closely monitoring the water level of the Cau River to proactively implement the "four on-the-spot" principle and promptly deploy response measures to ensure the safety of dikes and respond to any potential situations.

On-site inspections in the former Quang Vinh ward (now Quan Trieu ward) revealed that most residential areas and roads were flooded, with many areas submerged to a depth of 2-3 meters. Local Party committees and authorities focused on disseminating information, encouraging and assisting households to move to safe areas; at the same time, they mobilized necessary supplies to provide timely support to the people.
