The Thai Binh Provincial Party Committee held a meeting of the Provincial Party Committee to discuss and agree on many issues related to the plan for restructuring, merging, and streamlining the administrative apparatus.
On the afternoon of December 10th, the Thai Binh Provincial Party Committee held a meeting of the Provincial Party Committee Executive Board to discuss and agree on the implementation of documents from the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW on the restructuring and streamlining of the organizational apparatus.

The conference discussed and agreed on the policy of merging Thai Binh Newspaper and Thai Binh Radio and Television Station; and ending the operation of magazines and newsletters belonging to provincial departments and agencies.
Merge the district/city radio and television station with the district/city cultural and sports center; merge the district/city health department into the district/city People's Council and People's Committee office.
The District/City Land Development and Industrial Cluster Centers will be reorganized by terminating the operational activities of the District/City Industrial Clusters and renaming them the District/City Land Development Centers. State management responsibilities for the District/City Industrial Clusters will continue to be carried out by the District Economic and Infrastructure Department (or City Urban Management Department).
Party committees of Party organizations, mass organizations, People's Councils, and judicial bodies at the district level shall be established on the basis of merging the Party committees of district-level Party and mass organizations with the Party committees and branches of the People's Councils, People's Procuratorates, People's Courts, and mass organizations at the district level assigned tasks by the Party and the State.
The Steering Committee of Thai Binh province unanimously agreed to study and reorganize some other agencies and units to ensure efficiency. It requested that agencies and units not subject to consolidation or merger reduce their internal structure by 20% or more.
Speaking at the conference, Mr. Nguyen Khac Than, Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Binh province, and Head of the Steering Committee for summarizing Resolution 18-NQ/TW of Thai Binh province, emphasized: The restructuring and streamlining of the organizational apparatus in the political system is a revolution, a particularly important task, and it is time to implement it, as affirmed by General Secretary To Lam, Head of the Central Steering Committee for summarizing Resolution 18/NQ-TW.
To successfully carry out this particularly important task, the Secretary of the Thai Binh Provincial Party Committee requested that agencies, organizations, and units unify their viewpoints, actions, and objectives; emphasize the responsibility of the leaders; and closely follow the directives of the Central Government and the Provincial Steering Committee regarding the progress, quality, and effectiveness of the work.
For agencies and units not currently subject to consolidation or merger, the Provincial Party Secretary requested that the heads of these agencies and units immediately implement a review, reorganization, and restructuring to reduce the number of internal units in a streamlined manner, ensuring efficient and effective operation; and achieving an average reduction of 20% or more of the internal units.
Local authorities, agencies, and units are required to ensure that after the restructuring, operations run smoothly, effectively, and efficiently, without interruption, without leaving any areas or sectors vacant, and without affecting the normal activities of agencies, units, organizations, and society.
Specifically, implementation must begin immediately in December 2024, following the guidelines outlined in Conclusion 05-KL/BCĐ of the Provincial Steering Committee. Simultaneously, a review and proposal for the issuance of new regulations defining the functions, tasks, powers, organizational structure, and working relationships of each agency and unit must be completed before December 31, 2024.
