On the afternoon of December 13th, the 2nd KOSEN Japan-Vietnam Conference was held at Cao Thang Technical College (Ho Chi Minh City) with the participation of many education experts and representatives from Vietnamese and Japanese schools.

Reviewing the development of KOSEN cooperation in Vietnam from 2019 to the present, Dr. Yoichi Nakano - Director of the Center for International Cooperation - NIT Ube College (Japan) - said that the focus has been on co-designing and improving training programs.

At the pilot colleges: Hanoi College of Industry and Commerce, Hue College of Industry, and Cao Thang College of Technology... the electrical engineering, industrial electrical engineering, and mechatronics majors were selected to meet the large demand for human resources and provide a suitable technical foundation.

Mr. Nakano noted that the schools have increased practical training, project-based learning, and emphasized engineering thinking and professional discipline.

At the same time, incorporate these programs into a common quality assessment framework for continuous adjustment.

To date, more than 800 students have participated in training under the KOSEN framework. Many graduates have been recruited by Japanese companies in Vietnam and Japan.

In addition, the Vietnam-Japan student and faculty exchange network has been expanded through short-term study programs, internships, bilateral seminars, and engineering competitions such as Robocon or other robotics competitions.

Mr. Nakano sees the biggest challenge as maintaining momentum in the context of rapidly changing technology. Fields like semiconductors, automation, and AI cannot be "integrated" into the program overnight; they require a phased update roadmap built upon a solid foundation of fundamental knowledge.

Refer to the KOSEN vocational training program for technical skills.

Dr. Pham Vu Quoc Binh, Deputy Director of the Department of Vocational Education and Continuing Education ( Ministry of Education and Training ), assessed that the KOSEN model demonstrates many outstanding advantages, especially in the close connection between schools and businesses.

Specifically, businesses participate in internships and practical training, being present right from the design of training programs, research, development, and forecasting of human resource needs.

According to him, this approach creates a linked chain from policy and training to employment, helping learners get closer to production practices and the labor market. This is also the core spirit of the KOSEN model and is very suitable for the current direction of vocational education development in Vietnam.

Mr. Binh stated that the new Vocational Education Law has for the first time stipulated vocational high school programs, allowing students to receive career guidance and simultaneously study general education subjects right after lower secondary school, with a pathway to further education at higher levels.

According to him, the KOSEN model, with its continuous training pathway from lower secondary school upwards, is considered a valuable suggestion for Vietnam to study and apply to vocational secondary schools, intermediate schools, and colleges. Furthermore, it could help build convenient and reasonable pathways so that learners can continue on to university if they so desire.

"In the future, we can study and refer to this when developing vocational high school programs, especially for technical training fields in Vietnam where Japan has an advantage," Mr. Binh said.

Some have suggested that KOSEN programs in Vietnam need further development. Sharing this view, Dr. Quoc Binh emphasized the need to continue deepening the pillar of cooperation with businesses, specifically through well-designed training programs that closely match real-world needs.

The goal is to meet the demands of the domestic labor market and target regional and international markets. Industrial standards and international norms need to be directly integrated into training programs, helping learners approach ASEAN and international levels, and enhancing the competitiveness of Vietnam's technical workforce in the context of integration.
