Tuyen Quang City: Accelerating site clearance for key projects

Skillful mass mobilization, creating consensus

Tuyen Quang city has 63 projects and works in progress. Among them are many key projects, some projects have a large number of households that need to be resettled such as My Lam Sports Complex, Tuyen Quang - Ha Giang Expressway, National Highway 2D, My Lam Resort Urban Area... To promote the effectiveness of site clearance, Tuyen Quang city has determined to do a good job of mass mobilization. In mass mobilization, the motto "Persistence, flexibility, closeness" has been used for mobilization.

The Tuyen Quang - Ha Giang Expressway project passes through 4 villages of Kim Phu commune. The total land area to be recovered is 36.8 hectares of 211 households. Comrade Vu Xuan Thuy, Vice Chairman of Kim Phu Commune People's Committee, said that determining that the project, when completed, will have great significance for the local economic and social development, the Party Committee and People's Committee of the commune focused on mobilizing the entire political system to accelerate the site clearance work.

Village 19, Kim Phu commune is one of four villages with many households subject to land clearance for the Tuyen Quang - Ha Giang expressway. Comrade Vi Van Mau, Party cell secretary and village head, said that the village has over 60 households subject to land clearance. Right from when they learned that the State would reclaim land to implement the project, at first, some party members and people were concerned. Because the people here have been attached to rice fields and forest land for many generations, it is also a source of income to ensure daily life.

Faced with these concerns, the Party Cell, the Front Working Committee and the village unions have promoted the role of leaders, pioneers and role models of the cadres and party members in implementing the grassroots democracy regulations well according to the motto "do the easy first, do the difficult later". The method of mobilization is persistent and flexible, if the first attempt fails, organize the mobilization for the second and third times... Thanks to the good implementation of that motto, all difficulties have been resolved and removed, and the people have agreed to clear the land in a convenient and quick manner.

My Lam ward is also currently focusing on implementing the construction of many projects and works, in which many large projects and works must be resettled, such as Tuyen Quang - Ha Giang Expressway, National Highway 2D and My Lam Sports and Urban Resort Area. Carrying out the work of mobilizing land clearance, My Lam Ward People's Committee fully and sequentially implemented the steps according to regulations, ensuring the publicity and transparency of information about the State's construction policy.

During the process of site clearance for construction projects, the city encountered many difficulties. Among them, some households did not agree on the unit price, compensation policy, and hesitated to receive compensation funds. The leaders of the City People's Committee, directly the Chairman, Vice Chairman of the City People's Committee and specialized agencies organized many meetings, dialogues, answered and proposed solutions to remove obstacles, to create consensus among the people.

Strive to reach the finish line on schedule

Director of the Tuyen Quang City Land Fund Development Center Tran Xuan Thiem said: The Tuyen Quang - Ha Giang Expressway section passing through Tuyen Quang City has approved a compensation plan for 35.26 hectares of 264 households, individuals and 2 organizations with a compensation and support amount of 81.18 billion VND. Currently, the units have compensated and cleared 33.59 hectares out of the total 35.26 hectares, reaching 95.26%; 17/25 households have received land in the resettlement area, the rest are in the process of meeting to approve the compensation plan.

The project to build a road from My Lam Mineral Spring Resort to National Highway 2D connecting with Tuyen Quang - Phu Tho Expressway, the total area recovered is 20.10 hectares of 209 households and individuals. Up to now, the total area recovered is 20.04 hectares of 206 households and individuals with a total approved amount of 57.49 billion VND. The city has cleared 19.44 hectares of 192 households and individuals with a total payment of 51.02 billion VND, reaching 97% of the plan.

The My Lam - Tuyen Quang Urban Resort Project is planned in My Bang Commune (Yen Son), Kim Phu Commune and My Lam Ward (Tuyen Quang City). The planning scale is more than 540 hectares. Of which, the area belonging to Kim Phu Commune and My Lam Ward is more than 427 hectares. Currently, Tuyen Quang City and the authorities of the communes and wards have announced the planning and land acquisition contents to the people.

To facilitate the land acquisition and clearance for project implementation, on August 28, 2024, Tuyen Quang city issued Plan No. 157/KH-UBND of Tuyen Quang City People's Committee on Land Acquisition for the Project: My Lam - Tuyen Quang Resort Urban Area to implement in the area. Tuyen Quang city directed communes and wards to send land acquisition notices to each family whose land has been acquired before September 15, 2024; The City Land Fund Development Center presides over and coordinates with relevant agencies and units to carry out the investigation, survey, measurement and inventory work before January 31, 2025; the work of preparing, appraising, approving and publicizing the compensation, support and resettlement plan must be completed before June 30, 2025; The implementation of compensation, support and resettlement plans must be completed before July 30, 2025 and the implementation of land recovery decisions must be completed before August 30, 2025...

With the drastic participation of local Party committees and authorities and especially the consensus and support of the people in site clearance work, it will contribute to speeding up the project's construction progress to the finish line as planned.
