The city of Tuyen Quang has 63 ongoing construction projects. Among them are many key projects, some requiring the relocation of a large number of households, such as the My Lam Sports Complex, the Tuyen Quang- Ha Giang Expressway, National Highway 2D, and the My Lam Resort Urban Area. To maximize the effectiveness of land clearance, the city of Tuyen Quang prioritizes effective public relations work. In this public relations effort, the motto "Persistence, flexibility, and thoroughness" has been adopted.

The Tuyen Quang - Ha Giang expressway project passes through four villages in Kim Phu commune. The total land area to be acquired is 36.8 hectares, affecting 211 households. According to Mr. Vu Xuan Thuy, Vice Chairman of the Kim Phu Commune People's Committee, recognizing the project's significant impact on local economic and social development upon completion, the Commune Party Committee and People's Committee are mobilizing the entire political system to expedite land clearance.
Village 19 in Kim Phu commune is one of four villages with many households subject to land clearance for the Tuyen Quang - Ha Giang expressway. According to Comrade Vi Van Mau, Party Secretary and Village Head, over 60 households in the village are affected by the land clearance. Initially, some Party members and residents were concerned when they learned that the government would be reclaiming land for the project. This is because the people here have been attached to the rice paddies and forests for generations, and these are the sources of income that ensure their daily lives.
Faced with these concerns, the Party cell, the Front Committee, and the village's mass organizations have played a leading and exemplary role, with cadres and Party members effectively implementing grassroots democracy regulations according to the motto "do the easy things first, then the difficult ones." They employed a persistent and flexible approach; if the first attempt failed, they would organize a second, third, and subsequent attempts. Thanks to this approach, all difficulties were resolved, and the people readily agreed to the land clearance process quickly and smoothly.
Currently, My Lam ward is focusing on the construction of many projects and works, including several large-scale projects requiring resettlement such as the Tuyen Quang - Ha Giang expressway, National Highway 2D, and the My Lam Sports Complex and Resort Urban Area. In carrying out land clearance work, the People's Committee of My Lam ward has fully and systematically followed all prescribed steps, ensuring transparency and openness regarding the government's construction plans.
During the land clearance process for city projects, numerous difficulties were encountered. Among them, some households disagreed on compensation rates and policies, and hesitated to accept compensation. The city's People's Committee leaders, specifically the Chairman and Vice-Chairman, along with relevant agencies, organized many meetings and dialogues to address these issues and find solutions to build consensus among the people.

According to Tran Xuan Thiem, Director of the Land Development Center of Tuyen Quang City: The Tuyen Quang - Ha Giang expressway section passing through Tuyen Quang City has approved compensation plans for 35.26 hectares belonging to 264 households, individuals, and 2 organizations, with a total compensation and support amount of 81.18 billion VND. Currently, the units have compensated and cleared 33.59 hectares out of the total 35.26 hectares, reaching 95.26%; 17 out of 25 households have received land in the resettlement area, and the remaining households are in the process of having their compensation plans reviewed and approved.
The project to build a road from My Lam Hot Spring Tourist Area to National Highway 2D, connecting to the Tuyen Quang - Phu Tho Expressway, requires the acquisition of 20.10 hectares from 209 households and individuals. To date, a total of 20.04 hectares have been acquired from 206 households and individuals, with a total approved budget of 57.49 billion VND. The city has cleared 19.44 hectares from 192 households and individuals, with a total compensation of 51.02 billion VND paid, achieving 97% of the plan.
The My Lam - Tuyen Quang Resort Urban Area project is planned in My Bang commune (Yen Son district), Kim Phu commune and My Lam ward (Tuyen Quang city). The planned area covers more than 540 hectares, of which over 427 hectares are located in Kim Phu commune and My Lam ward. Currently, Tuyen Quang city and the authorities of the communes and wards have informed the people about the planning details and land acquisition.
To facilitate land acquisition and clearance for the project, on August 28, 2024, Tuyen Quang City issued Plan No. 157/KH-UBND of the People's Committee of Tuyen Quang City on the land acquisition for the My Lam - Tuyen Quang Resort Urban Area Project. Tuyen Quang City directed communes and wards to send land acquisition notices to each family whose land is to be acquired before September 15, 2024; the City Land Fund Development Center will preside over and coordinate with relevant agencies and units to conduct the investigation, survey, measurement, and inventory work before January 31, 2025; and the preparation, appraisal, approval, and public disclosure of the compensation, support, and resettlement plan will be completed before June 30, 2025. The implementation of the compensation, support, and resettlement plan must be completed before July 30, 2025, and the implementation of the land acquisition decision must be completed before August 30, 2025...
With the decisive involvement of local Party committees and authorities, and especially the support and cooperation of the people in land clearance work, the project's construction progress will be accelerated and completed on schedule.
