The conference aims to reflect on difficulties, obstacles and solutions in the arrangement and streamlining of the apparatus of the Vietnam Fatherland Front, socio- political organizations, and mass organizations assigned by the Party and State.

Co-chairing the Conference were comrades: Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President, General Secretary of the Central Committee of the Vietnam Fatherland Front; Ha Thi Nga, member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front; Nguyen Thi Tuyen, member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union.

Attending the conference at the Lam Dong provincial bridge point were comrade Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee; comrades in the Standing Committee of the Provincial Vietnam Fatherland Front Committee; leaders and experts of 10 Advisory Boards assisting the Provincial Vietnam Fatherland Front Committee; and representatives of leaders of departments, branches and sectors.

After more than a month of implementing the reorganization of the apparatus of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State, localities nationwide have encountered a number of difficulties and obstacles in the process of operation and activities.
In particular, it mainly involves issues such as: Party work; organizational structure, personnel work and working relationships; mechanisms, policies, operating costs; facilities, equipment, working conditions.

Specifically, the fact that the Party Committee of the Provincial Fatherland Front Committee is directly under the Party Committee of the Provincial Party Committees has revealed some shortcomings. Up to now, there has been no nationwide consensus on the allocation of staffing of the provincial-level Vietnam Fatherland Front Committee.
The assignment of tasks in the Standing Committee of the Vietnam Fatherland Front Committee at the commune level after the merger is still confusing, not clearly defining the specific roles and responsibilities of each member. Along with that, there is also no specific guidance on the mechanism of direction and coordination between the Vietnam Fatherland Front and socio-political organizations at the provincial and commune levels, so the activities still face difficulties and lack of unity.

In addition, there are difficulties in digitizing databases, deploying management software and applying technology in operations. The reason is that there is no unified guidance on the electronic operations management system from the central to the communal level. The system of regulations and instructions is incomplete and inconsistent.
Currently, there is no specific guidance document on the operating budget of the Vietnam Fatherland Front Committee at the commune level under the new organizational model after the reorganization, causing difficulties in implementing tasks. Although the facilities have been arranged, they have not fully met the operational requirements.

At the Conference, representatives of the leaders of the Vietnam Fatherland Front Committees of provinces and centrally-run cities pointed out the difficulties and obstacles that the localities are facing. At the same time, they proposed and recommended solutions to remove and overcome them.

Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha and representatives of relevant units answered and clarified opinions and proposals.
In her concluding remarks at the Conference, Comrade Nguyen Thi Thu Ha emphasized that the new model and new apparatus require each Front official to have new thinking, new products and new ways of working.
At the same time, the Vietnam Fatherland Front and socio-political organizations, mass organizations assigned by the Party and State need to have a spirit of coordination and companionship to operate effectively.
He requested that, during the operation, the Fatherland Front of provinces and cities should promptly report difficulties and problems to the Central Government for immediate support in writing. From there, the work of the Fatherland Front will move to a new page and achieve many new results.
