The Deputy Speaker of the National Assembly stated that while the resolution provides localities with new and different policies, it needs to be accompanied by policies on decentralization and delegation of power so that these specific policies can truly be implemented in practice.

Emphasizing that "the existing system is too tight for the country's robust physique, like that of a young person in their late teens or early twenties, so a larger system is needed to unleash resources and develop the country rapidly and sustainably," Vice Chairman of the National Assembly Tran Quang Phuong stated that piloting certain mechanisms and policies in Nghe An province and Da Nang city is essential.
There is a need for decentralization of power and delegation of responsibility.
Speaking at the group discussion session on the afternoon of May 31st, 7th Session, regarding the draft Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province and the organization of the urban government model and some specific mechanisms and policies for the development of Da Nang city, Vice Chairman of the National Assembly Tran Quang Phuong expressed his hope that the pilot implementation would be effective and could be replicated nationwide.
Deputy Speaker of the National Assembly Tran Quang Phuong said that since the beginning of this term, the National Assembly, the Government, and localities have discussed piloting a number of specific mechanisms and policies to promote effective economic development. The first implementation will focus on localities with strong growth potential in terms of budget revenue, contributing significantly to the state budget, or large cities that are the "locomotives" of economic centers and the "locomotives" of the country, such as Hanoi, Ho Chi Minh City, and Da Nang.
To ensure effective implementation, Deputy Speaker of the National Assembly Tran Quang Phuong repeatedly emphasized that when the Government presented proposals, the Standing Committee of the National Assembly also raised several questions such as: Is the current policy unique? Is it superior? What strengths does the locality in question possess? From there, the National Assembly set the requirement: "It is necessary to design a unique policy that is feasible but does not disrupt the legal system and ensures consistency."
Deputy Speaker of the National Assembly Tran Quang Phuong also stated that the piloting of special mechanisms and policies involves many administrative procedures, especially the decentralization and delegation of power.
"We are giving localities new and different policies, but these must be accompanied by policies on decentralization and delegation of power to reform administrative procedures and processes so that the new policies can be implemented effectively," emphasized National Assembly Vice Chairman Tran Quang Phuong.
According to Deputy Speaker of the National Assembly Tran Quang Phuong, many unique and outstanding policies are difficult to implement effectively without accompanying conditions; this includes Resolution No. 43 on fiscal and monetary policies supporting the socio-economic recovery and development program; and the same applies to future special development policies.
Drawing on lessons learned from practical research in Shanghai (China), Vice Chairman of the National Assembly Tran Quang Phuong said that all agencies have assisted Shanghai in developing and designing policies, and are currently implementing a very large and effective free trade zone, in which decentralization and delegation of power have been thoroughly carried out.
"Therefore, I think the main approach remains decentralization and delegation of power. That is, completely entrusting the work to the localities, holding them accountable to the Party and the people. Central agencies should only help localities implement effectively, rather than nitpicking about why there are obstacles," Deputy Speaker of the National Assembly Tran Quang Phuong further shared.
Based on that, National Assembly Vice Chairman Tran Quang Phuong emphasized that decentralizing power to Da Nang city to pilot the first free trade zone is necessary, because the locality has limited land and a relatively small population.

Regarding Nghe An province, National Assembly Vice Chairman Tran Quang Phuong emphasized that the current pilot policies are very suitable to the local characteristics. Based on calculations from many aspects, the Government and the National Assembly Standing Committee have also reached a consensus.
"I sincerely hope that the National Assembly delegates will support this. If we keep discussing whether something is in accordance with this law or that law without conducting pilot programs, it will be very difficult. In that case, our institutional framework will forever remain restrictive, unable to expand to accommodate the country's development. Therefore, in my opinion, we must first implement these measures. Only through implementation will we gain insight; from there, we can summarize, evaluate, and codify them into law, and then replicate them," the Vice Chairman of the National Assembly emphasized.
Minh established a mechanism to avoid getting into trouble.
Expressing his agreement with the content of the draft Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province, the Secretary of the Bac Kan Provincial Party Committee, Hoang Duy Chinh (Head of the Bac Kan Provincial National Assembly Delegation), said that this is very necessary for the locality to unleash its potential and achieve breakthroughs in development.
"Although the Central Government has shown great interest and issued resolutions on the development of Nghe An province over the years, there is still a lack of policy mechanisms; consequently, while there is political will and determination, the legal basis for implementation is very difficult. Therefore, Nghe An has not yet fully exploited its potential and advantages," Mr. Chinh shared.
Based on the above reality, the Secretary of the Bac Kan Provincial Party Committee suggested that the Central Government should clearly decentralize power and authority, emphasizing that "once power is assigned, it must be linked to responsibility for implementation," so that localities can effectively pilot special mechanisms and policies.

As a locality selected to pilot the addition of some specific development mechanisms and policies, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, stated that in the initial proposal report, the province had prepared very detailed content and boldly proposed many policies such as strengthening investment resources; especially decentralizing power and authority to the province to implement in necessary areas for investment and development.
However, after going through several rounds of consultations, 14 policies remain.
The Secretary of the Nghe An Provincial Party Committee also noted some adjustments due to inconsistent requirements from ministries and agencies, leading to changes. For example, when determining the amount of supplementary capital from the central budget to the local budget, the balance of taxes from production, processing, and mining activities in the western region (western districts of Nghe An) was not taken into account.
"We proposed including the entire Nghe An province, and the Ministry of Finance agreed, but the Ministry of Planning and Investment only proposed it for the western region. Ideally, it would be more appropriate to include only Nghe An province," Secretary Thai Thanh Quy stated.
Drawing lessons from the special resolution on granting authority to change the land use purpose of rice cultivation (implemented in many provinces, including Nghe An province), and discussing the "two rice crops" - "one rice crop" issue (land for one or two rice crops per year) implemented since 2023, the Secretary of the Nghe An Provincial Party Committee said: "Initially it was recorded as two rice crops, and then it was reversed; once the conversion was allowed, one rice crop was natural, but then problems arose and it couldn't be done."
Therefore, at the discussion session in Group 3, held this afternoon, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, stated that the National Assembly delegates from the Nghe An Provincial Delegation requested that the content of the draft resolution be clearly defined to avoid obstacles during implementation.
