On December 9th, a delegation from the Thanh Hoa Provincial Office for Coordinating the New Rural Development Program inspected and worked with Nghi Son town on the use of funds and the progress of implementing the New Rural Development criteria.
A general overview of the working session.
According to a report from the People's Committee of Nghi Son town, the construction of new rural areas in the area is currently being focused on implementation, reviewing criteria for communes that have achieved the standards of new rural areas, advanced new rural areas, and model new rural areas in the 2021-2025 period.
Regarding the progress in fulfilling the criteria, in the first nine months of 2024, the locality mobilized over 194 billion VND for investment in rural development. All funding from higher levels was used to invest in infrastructure projects according to the set of criteria for new rural development.
The Head of the Economic Department of Nghi Son town presented a report on the progress of new rural development in the area.
To date, 7 out of 13 communes in the town have achieved the New Rural Area standard. One commune has completed all 19/19 advanced New Rural Area criteria, and three communes have completed all 19/19 New Rural Area criteria and are currently submitting their applications to the Provincial New Rural Area Coordination Office for assessment; the remaining three communes have achieved 17 criteria. On average, the entire town has achieved 18.5 criteria per commune, an increase of 1.1 criteria compared to the 2023 average. There are 20 villages that have achieved the New Rural Area standard and 3 model New Rural Area villages; 35 OCOP products have achieved 3 to 4 stars.

Besides the positive results, the new rural development program in Nghi Son town still has shortcomings and limitations that need to be overcome, such as: the progress of implementing new rural development criteria in some communes is slow; many criteria are difficult and require large capital investments, such as rural roads, village cultural houses, schools, sports fields; centralized clean water supply; and the results of the One Commune One Product program are not commensurate with the potential.

Furthermore, due to the impact of many large-scale projects being implemented in the town, some transportation and irrigation routes have been degraded or damaged, and environmental sanitation has been affected. Revenue from land use rights auctions remains low, limiting the resources available to support the implementation of the New Rural Development Program and the Advanced New Rural Development Program.
The inspection team conducted an on-site visit to the Hai Nhan Commune Health Station.
Regarding the criteria that have not yet been met, the People's Committee of the town is continuing to direct relevant agencies and units to accelerate the completion of rural infrastructure projects. At the same time, it is directing relevant departments and divisions to closely coordinate with the People's Committees of the communes to strengthen propaganda, mobilization, and public participation in implementing the criteria.

During the meeting, the New Rural Development Coordination Office, along with leaders of Nghi Son town and the communes, discussed and clarified the difficulties and obstacles encountered in the implementation of the New Rural Development program. They also proposed solutions to overcome these difficulties and accelerate the program's progress.

Accordingly, Nghi Son town will continue to promote production development, invest in infrastructure and environmental landscape; mobilize and utilize resources to the maximum extent for the program; issue mechanisms to support agricultural production development, build new rural areas, advanced new rural areas, model new rural areas... The Provincial New Rural Area Coordination Office will continue to support and guide Nghi Son town in completing the criteria, striving to achieve the goal of building new rural areas by the end of 2025.
The Hai Nhan Commune Health Station provides good primary healthcare services for the local people.
Prior to this, the inspection team conducted on-site checks of infrastructure, socio-cultural facilities, and OCOP product development in Thanh Son, Ngoc Linh, Hai Nhan, and Truong Lam communes.
