There is a shortage of hundreds of teachers, but why is Can Tho slow in recruiting?

Mr. Tran Thanh Binh, Director of the Department of Education and Training of Can Tho City, said that schools in the area are actively preparing for the new school year 2024 - 2025, including teacher contracts. This year, Can Tho is short of 411 teachers, including 123 preschool teachers, 216 primary school teachers, 42 secondary school teachers and 30 high school teachers.

Accordingly, 9 districts of Can Tho are short of teachers, the most are Ninh Kieu District (64 teachers), Binh Thuy District (55 teachers), Co Do District (52 teachers)... The reason is that the number of registrations is less than the recruitment target, such as subjects of fine arts, music , history, geography...

In the 2024-2025 school year, Can Tho lacks 411 teachers at all levels.

According to Mr. Binh, since the 2019Education Law took effect, training at higher education institutions for the above-mentioned subjects has met the demand in a timely manner. However, the current salary regime for teachers is not high, while the work and pressure are high, so students choose other jobs after graduation. In the center of Can Tho City, the number of non-public schools, cultural centers, foreign language and information technology centers is relatively large. That is an advantage that opens up career opportunities, and the salary is stable, so many students are not interested in applying to the education sector.

For students who intend to apply for civil service positions, most of them wish to work at central schools in the city. In reality, there are few or no sources of candidates at distant schools. However, the number of teachers recruited at central schools each year is very modest, and they do not even recruit but only accept teachers who have transferred jobs. "This leads to a large gap between supply and demand. As a result, units with surpluses continue to have surpluses, units with shortages continue to have shortages, and students still have no place to teach," Mr. Binh shared.

Cannot organize recruitment of civil servants

According to Mr. Tran Thanh Binh, despite the shortage of teachers, from the end of 2023 to mid-2024, the recruitment of civil servants in Can Tho will have to be temporarily interrupted. The reason is that it is stuck with the regulations of Circular No. 20/2023 of the Ministry of Education and Training guiding on job positions, the structure of civil servants according to professional titles, and the number of people working in general education institutions and public specialized schools. According to Article 3 of this circular, the teacher/class quota has changed and is calculated by region.

For more than half a year now, Can Tho has had its recruitment of education officials interrupted due to regulations.

Based on that, all districts in Can Tho are in region 3, the teacher quota is calculated based on an average of 35 students/class for primary school, 45 students/class for secondary and high school. This leads to a change in the number of employees for each unit, a significant decrease compared to before. Currently, the units must continue to wait for instructions from the Ministry of Education and Training and the People's Committee of Can Tho City, so they have not yet recruited.

In the immediate future, to overcome the shortage of teachers, the Department of Education and Training of Can Tho has directed and guided units to implement teacher contracts while waiting for recruitment. In the previous school year (2023 - 2024), schools implemented 335 teacher contracts. In the 2024 - 2025 school year, although the number of employees assigned to schools has decreased, the demand for teacher contracts is still very high. This is necessary to ensure local education content, teaching in place of teachers on maternity leave, replacing retired teachers, teachers who quit their jobs... Although there are difficulties in mobilizing resources, the department will try to ensure the principle of "where there are students, there must be teachers in the classroom".
