On Wednesday, November 13, 2024, the National Assembly continued its twentieth working day (8th Session, 15th National Assembly) at the National Assembly building in Hanoi , under the chairmanship of National Assembly Chairman Tran Thanh Man.

Morning

Under the chairmanship of Deputy Speaker Nguyen Duc Hai, the National Assembly held a plenary session in the assembly hall to address the following issues:

* Content 1: The National Assembly heard the report presented by Mr. Le Quang Manh, Member of the Standing Committee of the National Assembly and Chairman of the National Assembly's Finance and Budget Committee, explaining, accepting, and revising the draft Resolution on the State Budget Estimate for 2025 (including some contents on adjusting and supplementing the State Budget Estimate).

Subsequently, the National Assembly voted to approve the Resolution electronically, with the following results: 430 delegates participated in the vote (89.77% of the total number of National Assembly delegates), 428 delegates voted in favor (89.35% of the total number of National Assembly delegates), and 2 delegates abstained from voting (0.42% of the total number of National Assembly delegates).

* Content 2: The National Assembly heard the following presentations: (i) Minister of Transport Nguyen Van Thang, acting on behalf of the Prime Minister, presented the proposal on the investment policy for the high-speed railway project on the north-south axis. (ii) Chairman of the National Assembly's Economic Committee, Vu Hong Thanh, presented the report on the review of the investment policy for the project. high-speed rail on the north-south axis. Afterwards, the National Assembly watched a video clip about the high-speed railway project on the north-south axis.

Content 3: The National Assembly heard the following presentations: (i) Minister of Natural Resources and Environment Do Duc Duy, authorized by the Prime Minister, presented the draft Resolution on piloting the implementation of commercial housing projects through agreements on land use rights or existing land use rights. (ii) Chairman of the National Assembly's Economic Committee, Vu Hong Thanh, presented the report on the review of the draft Resolution on piloting the project. commercial housing through agreements on acquiring land use rights or already possessing land use rights.

After that, the National Assembly discussed the following topics in group sessions:

(i) The policy is to invest in a high-speed railway project along the north-south axis.

(ii) Adjusting the investment policy for the Long Thanh International Airport Project as stipulated in Resolution No. 94/2015/QH13 of the National Assembly.

(iii) Draft Resolution on piloting the implementation of commercial housing projects through agreements on acquiring land use rights or existing land use rights.

Afternoon

* Content 1 : Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the assembly hall to hear the report presented by the Member of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly Le Quang Manh on the explanation, acceptance, and revision of the draft Resolution on the central budget allocation plan for 2025. Following this, the National Assembly voted to approve the Resolution electronically, with the following results: 432 delegates participated in the vote (90.19% of the total number of National Assembly delegates), and 432 delegates voted in favor (90.19% of the total number of National Assembly delegates).

* Content 2: Under the chairmanship of Deputy Speaker of the National Assembly Nguyen Thi Thanh, the National Assembly discussed in the plenary session the Investment Policy for National Target Programs. drug prevention until 2030. During the discussion session, 17 National Assembly deputies expressed their opinions and 2 National Assembly deputies engaged in debate.

The delegates generally agreed on the necessity of investing in the Program to concretize the implementation of the Party's guidelines, the State's policies and laws, and international commitments on drug prevention, control, and combating; focusing on addressing urgent and key issues, and overcoming existing shortcomings and limitations in drug prevention and control work.

In addition, delegates focused on discussing the following contents: the objectives of the Program and the suitability of the criteria for determining the Program; specific objectives, targets, and component projects of the Program; scope, time, and location of Program implementation; scale and total investment of the Program and component projects; resources for implementing the Program; agencies and units implementing the Program; management and organization mechanisms and specific mechanisms for implementing the Program; solutions for implementing the Program.

In addition, National Assembly delegates discussed specific contents of the draft Resolution of the National Assembly on approving the investment policy for the National Target Program on drug prevention and control until 2030. At the end of the discussion session, Minister of Public Security Luong Tam Quang gave a speech explaining and clarifying some issues raised by National Assembly delegates.

Content 3: From 4 PM (National Assembly holds closed session)

Under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the National Assembly heard the following agenda items:

(i) Minister of Natural Resources and Environment Do Duc Duy, authorized by the Prime Minister, presented the draft Resolution of the National Assembly on special mechanisms and policies to address difficulties and obstacles related to projects and land in inspection, audit, and court rulings in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

(ii) Chairman of the National Assembly's Economic Committee, Vu Hong Thanh, presented the verification report on the draft Resolution of the National Assembly on special mechanisms and policies to resolve difficulties and obstacles related to projects and land in inspection, audit, and judgment conclusions in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province. Following this, the National Assembly held group discussions on the draft Resolution on special mechanisms and policies to resolve difficulties and obstacles related to projects and land in inspection, audit, and judgment conclusions in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

* From November 14th to November 19th, 2024, the National Assembly will be in recess to allow its agencies, the Government, and relevant bodies time to review, revise, and finalize draft laws and draft resolutions.
