Speaking to the World & Vietnam Newspaper, Deputy Minister of Foreign Affairs Nguyen Minh Hang expressed her hope that the fourth P4G Summit in 2025, hosted by Vietnam, will contribute to promoting a common understanding among the international community on responding to climate change, with a focus on putting people at the center of shaping a green future; and at the same time create opportunities to share experiences, resources, and initiatives serving sustainable development and global green growth.

Vietnam assumes the role of host country. Regarding the fourth P4G Summit, could the Deputy Minister please elaborate on the objectives and contributions of the P4G, as well as Vietnam's role and participation in this mechanism?
The Partnership for Green Growth and the Global Goals 2030, or P4G, was established in 2017 by Denmark and includes eight other member countries: Vietnam, South Korea, Ethiopia, Kenya, Colombia, the Netherlands, Indonesia, and South Africa, along with five partner organizations: the World Resources Institute (WRI), the Global Green Growth Institute (GGGI), the C40 network (C40 cities), the World Economic Forum (WEF), and the International Finance Corporation (IFC).
The Forum aims to connect governments with businesses and civil society organizations to promote public-private partnerships in key areas such as reducing food waste, smart agriculture, renewable energy, clean water, and zero-emission transportation. A notable achievement of P4G is providing financial and technical support to small and micro enterprises and startups in the field of climate change mitigation. In Phase 1 (2017-2022), P4G invested $28 million in small and micro enterprises; the total funding for Phase 2 (2023-2027) is over $35 million.
The primary beneficiaries of P4G are small and micro-enterprises and startups, which are considered a "new resource" that has not been exploited to its full potential. Therefore, the core value of P4G lies not only in financial and technical support but also in acting as a catalyst to create connections, exploit new ideas and initiatives, and foster genuine, long-term partnerships and collaborations.
The P4G has held three summits, organized by Denmark (2018), South Korea (2021), and Colombia (2023), to strengthen and promote high-level political commitments in implementing the Paris Agreement on climate change and the 2030 Sustainable Development Goals (SDGs). These three summits have demonstrated that on the path to green growth and sustainable development, countries cannot "go it alone" or "develop independently." International cooperation is the way forward. Through cooperation, countries around the world can learn from each other and leverage resources to jointly achieve sustainable development goals.
Vietnam is one of the founding members and also one of the key partners of P4G. We not only actively, responsibly, and closely cooperate with members to promote the Forum's agenda, vision, and mission, but also, through collaborative projects and programs within the P4G framework, attract valuable resources for economic and social development, promoting green growth and green transformation in Vietnam. P4G also supports partnership programs following the Government-non-profit-startup model to bring solutions to promote green growth and climate action in Vietnam.
From 2018 to the present, P4G mechanisms have supported the implementation of 8 projects for Vietnamese startups with funding of approximately $2.8 million, focusing on areas such as energy transition, green transportation, greening the food and agricultural value chains, etc.

Vietnam has chosen the theme "Sustainable Green Transformation, with People at the Center" for the 4th P4G Summit. Could the Deputy Minister please explain the significance of this theme and the importance of the Conference?
The fourth P4G Summit, held in Hanoi, was the first high-level multilateral event on green transition, green growth, and sustainable development hosted by Vietnam. The summit was attended by nine P4G members and received enthusiastic participation from over 30 countries and international organizations, affirming the importance of strengthening international cooperation in addressing global challenges and for sustainable development and shared prosperity.
Organizing this Conference is significant not only for affirming Vietnam's responsible participation and contribution to the international community's common efforts in addressing global challenges, but also for helping to leverage valuable international resources for the country's socio-economic development.
The world is currently facing unprecedented challenges related to climate change, natural disasters, epidemics, and socio-economic crises. Green transition, green growth, and sustainable development are becoming inevitable trends, strategic priorities for most countries, and the focus of cooperation in many multilateral mechanisms. Vietnam's choice of the Conference theme, emphasizing green transition and sustainability, demonstrates a strong commitment, proactive role, and responsible contribution to global efforts in implementing sustainable development goals, promoting green growth, combating climate change, and reducing emissions.
Furthermore, the Party and State of Vietnam have always affirmed that "people are both the center, the subject, the driving force, and the goal of development," and that "progress, social justice, and the environment should not be sacrificed for the pursuit of purely economic growth"; green growth must contribute to promoting the restructuring of the economy associated with the innovation of the growth model, aiming to achieve economic prosperity, environmental sustainability, and social justice. Thus, the theme of the Conference, "Sustainable Green Transformation, with People at the Center," reflects the harmonious combination of the Party and State's guidelines and policies with the general trends of the times, demonstrating Vietnam's role as an active and responsible member of the international community.
Furthermore, this P4G Summit is an opportunity for Vietnam to reaffirm its strong commitments to implementing the United Nations' Sustainable Development Goals, as well as its determination to work with the international community to promote green and sustainable transition strategies at the national, regional, and global levels. The conference also aims to concretize the policies and viewpoints of the Vietnamese Party and State on foreign affairs, deepen relations between Vietnam and its partners, enhance Vietnam's position and role in multilateral mechanisms, and thereby leverage international resources for development, especially in combating climate change, green transition, digital transformation, science and technology, and innovation.
Through organizing this conference, we also convey to the international community a message about a Vietnam that is determined and striving to transform its growth model, promoting rapid and sustainable development, its strong economic achievements and potential, as well as the unique cultural values of the country, the hospitality, friendliness, and unwavering resilience of the Vietnamese people.

Given its significance and scope, what positive outcomes do we expect the Conference to achieve, Mr. Deputy Minister?
Following the P4G Summits in Denmark, South Korea, and Colombia, the fourth P4G Summit in Vietnam will be a forum for P4G member countries, international organizations, and guests to share valuable lessons learned, success stories, and innovative initiatives; thereby further promoting cooperation and seeking practical solutions to achieve sustainable development goals and a green transition.
The summit is expected to adopt two documents: the “Hanoi Declaration on Sustainable, People-Centered Green Transformation” and the “Declaration on Enhancing Cooperation between P4G and Multilateral Organizations and Mechanisms to Promote Green Transformation and Sustainable Development”. Both documents emphasize that green transformation is an inevitable trend in achieving sustainable development goals through emission reduction, renewable energy use, and the adoption of a circular economy model. They also highlight the role of technology, innovation, and the contributions of small, medium, and micro-enterprises and startups in the green transformation process. Greening the transformation process requires global cooperation between governments, businesses, and the international community, especially multilateral mechanisms, to ensure that no one is left behind.
Furthermore, through activities connecting businesses with investors and policy dialogues between businesses and leaders, we hope to see meaningful cooperation plans signed between the parties, thereby making a practical contribution to the overall success of the Conference as well as the sustainable green transformation process that we are all participating in promoting.
Through discussions with Vietnam, several international credit institutions and donors have made significant financial commitments to green growth, sustainable development, and climate change adaptation projects in Vietnam, which will be officially announced at the Conference.
Could the Deputy Minister please tell us how Vietnam has prepared to ensure the conference is as successful as desired?
Approximately 1,000 international delegates from over 40 countries and international organizations, including P4G member countries and partners, invited guests, green growth management agencies of P4G member countries, investment funds, research institutes, academics, businesses, diplomatic missions, and international organizations, are expected to register to attend both in person and online.
Given the scale and significance of the Conference, the organizational preparations were closely supervised and implemented early on, with the active and responsible participation of ministries, sectors, and the city of Hanoi to ensure the Conference was successfully organized in all aspects, thereby attracting international attention and participation while demonstrating the respect, hospitality, and distinctive mark of Vietnam.
Protocol, publicity, and cultural activities were also meticulously prepared with care and respect, ensuring safety, economy, and efficiency. This aimed to enhance Vietnam's prestige in organizing major and important foreign affairs events, while adhering to international rules, practices, and requirements. Furthermore, it conveyed to the international community and friends the image of a nation undergoing strong reform, rich in cultural identity, and highly determined to transform its development model, while also seeking to expand international cooperation to jointly address global challenges.
