Prime Minister Pham Minh Chinh has issued further directives urging focused guidance and timely resolution of difficulties and obstacles to accelerate the implementation of social housing projects.

Minimize bureaucratic procedures and allocate land for social housing.

Accordingly, the Prime Minister requested ministries, agencies, and localities to focus on effectively implementing key solutions and tasks, promoting decentralization and delegation of power, reforming and minimizing administrative procedures, and creating favorable conditions for businesses to participate in investment and construction, and for beneficiaries to access social housing.

Implement administrative procedures for land allocation, site clearance, investment in construction, and selection of investors for social housing projects in a streamlined manner, ensuring speed, convenience, openness, and transparency.

Chairpersons of the People's Committees of provinces and cities shall plan and allocate land for social housing and housing for workers.

Strictly enforce regulations regarding the allocation of land for worker accommodation in industrial zones and the 20% of land with completed infrastructure in commercial housing projects and urban areas for the development of social housing, in accordance with housing laws.

Focus on implementing the plan to build at least 1 million social housing units, incorporating social housing development targets into the five-year and annual socio -economic targets. Allocate funds for land clearance and organize the clearing of land to create clean land for social housing. Organize auctions and tenders to select investors with strong financial capabilities and experience in the implementation process in a transparent and open manner.

Create a list of eligible borrowers for loans.

For projects that have already commenced construction, regularly monitor progress to ensure early completion, organize acceptance testing, and bring them into use as soon as possible. For projects that have received investment approval, expedite the procedures for selecting investors. This includes land allocation, issuance of land use right certificates; preparation and appraisal of basic and technical designs; and issuance of construction permits.

For social housing land plots that have not yet received investment approval, it is necessary to urgently develop planning; appraise pre-feasibility reports; and update projects into the local planning program...

Continue reviewing and examining legal procedures, compiling a list of eligible social housing projects, worker housing projects, and apartment building renovation and reconstruction projects that qualify for loans from the 120,000 billion VND fund, and publicly announcing them. Allocate local budget funds to be entrusted to the Social Policy Bank for lending to purchase or lease-purchase social housing...

The Ministry of Construction is urging localities to review and supplement planning, allocate land for the development of social housing in urban areas and housing for workers in accordance with the law; strictly enforce the regulation that 20% of land should be allocated for social housing, and increase inspections, audits, and handling of violations...

The State Bank of Vietnam, in coordination with relevant ministries and agencies, is aggressively promoting the disbursement of the 120,000 billion VND credit program for social housing and workers' housing.
