Prime Minister directs to remove "bottlenecks" in implementing Project 06

Over the past period, the Government, the Prime Minister , and the Head of the Task Force implementing Project 06 have paid close attention to and decisively directed, guided, and urged the implementation of the Project to each ministry, sector, and locality. Besides the achievements, there are still some "bottlenecks" in institutions, information technology infrastructure, public services, data, and resources, affecting the implementation roadmap of Project 06. Therefore, the Prime Minister requests:

1. Regarding institutions

- Ministers and heads of ministerial-level agencies should focus on directing the completion of the reduction and simplification of administrative procedures and documents related to population management as required by the Government in 19 specialized resolutions. They should urgently complete the amendment and supplementation of administrative procedures under the authority of the Government, the Prime Minister, and ministries and ministerial-level agencies. Ministers and Chairpersons of People's Committees of provinces and centrally-administered cities should promptly announce and direct the updating and public disclosure of these administrative procedures on the National Database of Administrative Procedures, while simultaneously completing the restructuring and operational processes of administrative procedures under their jurisdiction and proposing to competent authorities the amendment and simplification of relevant administrative procedures and documents. The deadline for completion is before September 2023.

- Ministries, ministerial-level agencies, and government agencies are urged to promptly and seriously review and propose fee and charge levels for administrative procedures with preferential rates when providing online public services within their respective sectors and fields, and submit them to the Ministry of Finance in May 2023 for compilation and reporting to the Government. Based on the proposals from ministries and agencies, the Ministry of Finance will proactively coordinate with ministries and agencies to issue a Circular stipulating the reduction of fees and charges for providing online public services and submit to the Government regulations on fee and charge levels under the Government's authority with preferential mechanisms to encourage citizens and businesses to use online public services.

- Based on the Law on Electronic Transactions (amended) expected to be passed at the 5th session of the 15th National Assembly (May 2023), the Ministry of Justice is assigned to preside over and coordinate with the Ministry of Information and Communications, the Ministry of Public Security, and relevant agencies to urgently review and identify legal documents that need to be adjusted immediately after the Law on Electronic Transactions (amended) is promulgated; promptly advise and propose a Program and Plan for amending and supplementing the aforementioned legal documents, ensuring the transition from traditional working methods to an electronic environment. The deadline for completion is June 2023.

- Ministry of Information and Communications: (i) To chair and coordinate with the Ministry of Justice, the Ministry of Finance, the Ministry of Planning and Investment and relevant agencies to research and propose to the Government amendments and supplements to Decree No. 73/2019/ND-CP dated September 5, 2019, regulating the management of investment in information technology applications using state budget funds in a simplified form; including new mechanisms and policies on investment and leasing of information technology services for digital transformation. The deadline for completion is July 2023; (ii) To chair and coordinate with the Ministry of Public Security and relevant agencies to urgently complete the Information and Communication Infrastructure Planning for the period 2021-2030, with a vision to 2050, and submit it to the Prime Minister as assigned in Directive No. 05/CT-TTg dated February 23, 2023; (iii) Develop a Decree stipulating the list of national databases, the construction, updating, maintenance, exploitation, and use of national databases, and submit it to the Government for promulgation in July 2023; (iv) Update and promulgate the Vietnam e-Government Architecture Framework (version 3.0) in September 2023; provide guidance and conduct thorough evaluation of the development of e-Government Architecture by ministries, sectors, and localities, ensuring consistency and synchronization with the Vietnam e-Government Architecture Framework (version 3.0).

- The Ministry of Planning and Investment, in coordination with the Ministry of Justice, the Ministry of Information and Communications, the Ministry of Finance, and other relevant agencies, will research and report to the Prime Minister on a plan to amend regulations on bidding for the selection of contractors for information technology products with specific characteristics (knowledge resources, innovation, novelty, difficulty in determining bidding prices, few suppliers, etc.). The deadline for completion is September 2023.

- Ministries and agencies shall research and propose reasonable pricing methods in accordance with regulations for products and services that exploit information from databases and information systems managed by the ministries and agencies, at the request of organizations and individuals, for reinvestment, maintenance, management, and development of the system.

2. Regarding information technology infrastructure

- The Ministry of Information and Communications ensures the quality of the dedicated data transmission network for Party and State agencies from the central to the commune level; directs telecommunications enterprises to ensure the quality of Internet connections providing services to citizens and businesses; and supports the implementation of solutions to ensure information technology infrastructure for ministries and agencies during the investment and IT service leasing procedures.

- Ministries, sectors, and localities are urged to promptly review and comprehensively assess information technology infrastructure, information systems, databases, and information security in accordance with guidance document 1552/BTTTT-THH dated April 26, 2022, from the Ministry of Information and Communications. They should immediately supplement and equip necessary terminal equipment, propose investments in items as per the aforementioned guidance document, and request the Ministry of Information and Communications to support the implementation and provision of solutions to ensure information technology infrastructure for the implementation of Project 06 and digital transformation while completing procedures related to investment and IT service procurement. The deadline for completion is June 2023.

3. Regarding online public services

- The Task Force implementing Project 06 will review, evaluate, and inspect the implementation of 53 essential public services under Project 06 and Decision No. 422/QD-TTg dated April 4, 2022, of the Prime Minister; Ministers and Chairpersons of People's Committees of provinces and centrally-administered cities will direct the evaluation of all online public services already provided on their respective agencies' administrative procedure information systems and integrated into the National Public Service Portal. This will allow for the selection of practical public services with high usage frequency, closely linked to the daily needs of citizens and businesses, and meeting all the necessary conditions for providing full online public services. The goal is to eventually provide administrative procedure applications (apps) to enable citizens and businesses to interact effectively with the government online. Completion time: September 2023.

- Ministries, sectors, and localities are responsible to the Government and the Prime Minister for focusing on transforming administrative procedures and public services from traditional methods to an electronic environment; standardizing and restructuring business processes, developing electronic forms and specialized software, digitizing records and results of administrative procedures to enrich the data warehouse, creating favorable conditions for citizens and businesses so they do not have to re-provide information that is already available. The deadline for completion is September 2023.

- The Ministry of Information and Communications is responsible for evaluating and publishing the quality of information platforms, systems, software, public service portals, and information systems for handling administrative procedures of ministries, sectors, and localities, as well as the norms, unit prices, and construction costs of the above-mentioned systems for ministries, sectors, and localities to refer to and select. The deadline for completion is September 2023.

- The Ministry of Public Security will take the lead and coordinate with other ministries, sectors, and localities to integrate, verify, and display personal information and documents on the VNeID application, gradually replacing the provision of personal documents in conducting transactions and administrative procedures.

- The Government Office is urgently implementing the upgrade of the National Public Service Portal, ensuring smooth operation and avoiding bottlenecks in the process of integrating and providing online public services to citizens and businesses.

4. Regarding data

Ministers, heads of ministerial-level agencies, and chairpersons of People's Committees of provinces and centrally-administered cities are responsible to the Prime Minister for directing and focusing resources to accelerate the digitization of records and the results of administrative procedures; strictly implementing digital signing, sending and receiving documents, and processing work files in an electronic environment at all levels of government; and promoting the construction, updating, connection, and interoperability of digital platforms, national databases, and specialized databases in a synchronized, substantive, and effective manner to overcome the current situation of "fragmentation," "information segregation," "division," and "data clustering."

5. Regarding resources

- The Ministry of Planning and Investment continues to urge ministries, sectors, and localities to prioritize the allocation of public investment capital to implement the tasks of Project 06 and digital transformation. In cases where ministries, ministerial-level agencies, and government agencies need additional public investment capital to carry out assigned tasks in Project 06, the Ministry of Planning and Investment will promptly compile and report to the competent authority for consideration and decision.

- The Ministry of Finance, in coordination with the Ministry of Information and Communications, the Ministry of Planning and Investment, and other relevant agencies, shall prioritize the allocation of recurrent expenditure funds for the implementation of Project 06 and digital transformation in accordance with the State Budget Law and its implementing guidelines, especially for the procurement of information technology services, avoiding budget cuts or inclusion in the overall recurrent expenditure of agencies and units, which would affect the overall progress of digital transformation; and shall compile a report to the Prime Minister on proposals and priorities for allocating funds for tasks under Project 06 by ministries, sectors, and localities, as per Official Letter No. 315/TCTTKĐA dated February 10, 2023, from the Task Force for the implementation of Project 06, and solutions to support disadvantaged localities and remote areas.

- The Ministry of Information and Communications, in coordination with the Ministry of Public Security, the Ministry of Interior, and the Government Office, will develop training materials to enhance digital skills for officials, civil servants, and employees of state administrative agencies at all levels; and will collaborate with the Ho Chi Minh National Academy of Politics to research and develop a training program on digital transformation for leaders at all levels. The deadline for completion is September 2023.

- Ministries, sectors, and localities should urgently review the specific training needs regarding information technology skills and professional expertise of officials, civil servants, and employees, in order to develop training and professional development plans aimed at improving professional skills in line with the requirements of digital transformation, ensuring quality and efficiency. The deadline for completion is June 2023.

6. Regarding the National Data Center Project

The Ministry of Public Security is supplementing the legal basis for the development and implementation of the Project, perfecting the content regarding the responsibilities of the Ministry of Information and Communications in developing the Information and Communications Infrastructure Planning for the period 2021-2030, with a vision to 2050, and the Government Decree stipulating the list of national databases, the construction, updating, maintenance, and exploitation and use of national databases. The Information and Communications Infrastructure Planning and the aforementioned Decree, developed by the Ministry of Information and Communications and submitted to competent authorities for promulgation, are important legal bases for the construction, management, and operation of the National Data Center.

7. Regarding the content of the National Committee on Digital Transformation's meeting.

It is proposed that the Ministry of Public Security, in coordination with the Government Office and the Ministry of Information and Communications, report on the implementation of Project 06 at the meeting. This report should clearly identify the responsibilities of the heads of ministries, sectors, and localities who have performed well or poorly in implementing the tasks assigned by the Government and the Prime Minister, in order to commend, criticize, and review their performance.

8. Project 06 is a crucial component of the overall National Digital Transformation Program; it is a groundbreaking, foundational project that uses the National Population Database as the core basis for promoting e-Government towards a digital government, digital economy, and digital society. The successful implementation of this project determines the success of the National Digital Transformation Program. Accordingly, the Prime Minister requests that Ministers, heads of ministerial-level agencies, government agencies, chairpersons of People's Committees of provinces and centrally-administered cities, and the Prime Minister's Task Force for Project 06 continue to pay attention to and direct the completion of the tasks assigned by the Prime Minister, helping to promptly address the aforementioned "bottlenecks," promoting the development of e-Government towards a digital government, digital economy, and digital society, ensuring its effectiveness and sustainability.
