Prime Minister Pham Minh Chinh directed that procedures for the urban railway line No. 2, the section from Nam Thang Long to Tran Hung Dao, and the Ninh Binh - Hai Phong expressway construction project must be urgently completed.

On the morning of August 17th, in Hanoi , Prime Minister Pham Minh Chinh - Chairman of the Red River Delta Regional Coordination Council - chaired the fourth meeting of the council. Also in attendance were Hanoi Party Secretary Bui Thi Minh Hoai, Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Le Thanh Long, and representatives from central ministries and agencies, as well as provinces and cities in the region.
The late General Secretary Nguyen Phu Trong was always deeply concerned about the development of the regions.
In his opening remarks, Prime Minister Pham Minh Chinh stated that the conference was organized to discuss issues aimed at strengthening linkages and developing the socio-economic development of the Red River Delta region from now until the end of 2024. Prior to this, the council had held three conferences related to the development of the Red River Delta region. The Prime Minister expressed that, during his lifetime, General Secretary Nguyen Phu Trong always deeply cared about the development of the regions; he consistently reminded and directed the Government and the Prime Minister to strive for regional development. During this term, the Politburo issued six resolutions on regional development. Subsequently, the Government implemented action programs and established regional councils. Regarding the socio-economic development results of the Red River Delta region, the Prime Minister stated that economic growth in the first six months of 2024 reached 7.21%, higher than the national average (6.42%) and the Southeast region (5.58%). Total budget revenue for the first seven months reached over 521,000 billion VND, the highest in the country, accounting for 41% of the national budget revenue. Export value for the first seven months reached over 80.04 billion USD, ranking first nationwide, accounting for 35% of the national export value (227.5 billion USD). During the seven months, 29,611 new businesses were registered and 14,319 businesses resumed operations, representing increases of 3.39% and 6.87% respectively compared to the same period in 2023. The Prime Minister acknowledged these results as being due to the determination, efforts, and high responsibility of the leaders, people, and businesses of the Red River Delta region.

Besides the achievements, the Prime Minister also pointed out some limitations and shortcomings, such as the fact that the quality of economic growth is not truly sustainable and does not match the potential and strengths; the ability to withstand and respond to negative external factors is not high; science and technology is not truly a driving force for socio-economic development. Many large enterprises have not yet been formed that master technology in fields such as artificial intelligence, chip manufacturing, and semiconductors. The quality of human resources does not yet meet the requirements. Important regional linkages (links in inter-regional and regional transport infrastructure, especially railways; investment and development linkages; the ability to connect and integrate provincial and city economies into global value chains) are still limited. Regarding the perspective and requirements for implementing the socio-economic development plan for the Red River Delta region, the Prime Minister emphasized the need to ensure energy security, food security, and water security. "Under no circumstances must food security be ensured for the people, preventing price increases; and energy supply for production, business, and consumption must be guaranteed," the Prime Minister instructed. Regarding the implementation of the regional coordination council's activities, the Prime Minister requested that it closely adhere to and effectively implement Resolution No. 30 of the Politburo. The implementation and operation must be effective, substantive, not merely formal or bureaucratic; promises must be kept, and commitments must be fulfilled.

Regarding the 2024 operational tasks of the Red River Delta Regional Coordination Council, the Prime Minister requested relevant agencies and localities to ensure the progress of assigned tasks, avoiding delays or extensions into 2025. "Each task must be completed thoroughly. In cases where tasks are not completed on time, a report must be submitted to the competent authority explaining the reasons for non-completion and proposing solutions," the Prime Minister stated. The Prime Minister proposed "5 pioneering initiatives" for the Red River Delta region, including pioneering in innovation, entrepreneurship, and the application of science and technology for economic development; pioneering in administrative reform; pioneering in putting people and businesses at the center of service; and pioneering in mobilizing all resources, especially public-private partnerships, for rapid and sustainable development. Regarding key tasks, the Prime Minister requested the urgent development of a plan to implement the regional planning in the spirit of "open policies, seamless infrastructure, and smart governance." Simultaneously, focus on restructuring economic sectors and innovating the growth model towards modernization, prioritizing sectors and fields with strengths. This includes focusing on developing high-tech industries, concentrating on processing and manufacturing; prioritizing mechatronics, semiconductor chips, digital technology products, artificial intelligence, and new materials. The Prime Minister requested priority investment in key projects that directly impact socio-economic development, have a large spillover effect, and connect internationally and inter-regionally; developing power supply and grids, new energy sources, renewable energy, and irrigation infrastructure. Propose mechanisms and policies, including specific mechanisms and policies, and report them to the Prime Minister for consideration and decision.
