This information was shared by Prime Minister Pham Minh Chinh at the conference announcing the Prime Minister's decision approving the Ho Chi Minh City Master Plan for the period 2021-2030, with a vision to 2050, held on the afternoon of January 4th in Ho Chi Minh City.
Speaking at the conference, the Prime Minister acknowledged and analyzed that Ho Chi Minh City's master plan addressed the exploitation of three spaces: outer space (aviation economy), maritime space, and underground space.

According to the Prime Minister, Ho Chi Minh City's effective utilization of these three spaces will contribute to promoting and developing its unique potential, outstanding opportunities, and competitive advantages, while also providing solutions to overcome bottlenecks, conflicts, and challenges of a densely populated city with limited land.
"The city must expand its space, maritime space, and underground space. Specifically, we recently built a metro line that is both underground and elevated, and the people were very excited when it was inaugurated," the Prime Minister emphasized.
Regarding this matter, Prime Minister Pham Minh Chinh stated that he had assigned "Mr. Vuong" (billionaire Pham Nhat Vuong - Chairman of Vingroup) to research and build a metro system from the center of Ho Chi Minh City to Can Gio district, and Mr. Vuong agreed. The Prime Minister hoped that Ho Chi Minh City would continue to entrust this task to Mr. Vuong.
"He's very enthusiastic about this. We have to delegate a lot of tasks to large enterprises. I've already delegated some tasks. You comrades are developing that mindset," the Prime Minister shared.
On December 22, 2024, the Ho Chi Minh City Urban Railway Management Board (MAUR) completed and officially put into operation Metro Line 1 (Ben Thanh - Suoi Tien). This is the first metro line to be put into operation in Ho Chi Minh City after being approved in 2007 and construction started in 2012. The first metro line in Ho Chi Minh City is 19.7km long and has a total investment of VND 43,700 billion.
According to the Prime Minister's decision approving the Ho Chi Minh City master plan: The plan outlines the development orientations and priorities of Ho Chi Minh City, aiming for it to become an attractive and sustainable global city by 2050; an economic, financial, and service center of Asia; a city with distinctive economic and cultural development; a city with a high quality of life for its residents; the nucleus of the Ho Chi Minh City region and the Southeast region; and a growth pole of the entire country.
The plan identifies 2 corridors, 3 sub-regions, 9 main spatial axes and 1 coastal spatial axis, with a multi-centered spatial structure.
There are two corridors: the national corridor section passing through Ho Chi Minh City and the Dong Nai - Saigon - Thi Vai - Soai Rap river corridor.
The three sub-regions include: the central urban area sub-region; the Thu Duc City sub-region; and the suburban area sub-region.
Nine main spatial axes include four East-West axes and five North-South axes; one southern coastal spatial axis from Tien Giang through Can Gio, Ho Chi Minh City to Ba Ria - Vung Tau, Dong Nai.
