Towards a vision of being in the TOP 100 universities in Asia
According to Phenikaa University, the event is an important milestone, marking the breakthrough of Phenikaa University after 6 years of drastic and comprehensive restructuring to enter a new phase.

Phenikaa University has established a synchronous scientific research and innovation ecosystem. Some research has been transferred to industrial scale, such as Phenikaa Chemical Factory with a capacity of 50,000 tons/year, total investment of 1,200 billion VND, annual revenue of about 1,000 billion VND from 2021...
Phenikaa University has established 9 companies from research projects (Spin-off) and innovative startups (Start-up). Among them, there are a few companies that are calling for international capital, such as Phenikaa-X Company specializing in autonomous technology and digital solutions, which has been valued at 105 million USD and is negotiating capital contribution contracts.
Receiving the Prime Minister's decision, Phenikaa University officially transformed its operating model, becoming a multidisciplinary, multi-field university, operating according to the university-enterprise integration model, closely linked with the Phenikaa Group ecosystem, creating an innovative university with 3 core tasks of equal role: (1) Training, (2) Scientific research, (3) Innovation.
On this occasion, Phenikaa University officially announced its 2030 goals and 2035 vision, with 5 strategic breakthroughs in: University and institutional model; scientific research (2030 goal: successfully develop at least 2 core technologies belonging to national strategic technologies); innovation; internationalization; using and attracting talents for strategic technologies.
Phenikaa University sets quantitative targets for scientific research and innovation in the vision of 2035: Becoming the Top 1 Vietnamese University in innovation with at least 2 Spin-off companies valued at over 100 million USD, at least 50% of the university's revenue from innovation from 2030, and at least 70% by 2035.
In particular, Phenikaa University has built and effectively implemented a comprehensive internationalization strategy, aiming to be in the Top 100 Asian universities by 2030 and the Top 200-300 world universities by 2035.

Promote pioneering, exemplary and leading role
Speaking at the event, Prime Minister Pham Minh Chinh shared: "Talents are the vital energy of the nation", "enlightened knowledge makes the nation develop", "innovation and creativity bring the country to develop quickly and sustainably", these are also important elements that make up the identity of Vietnamese culture and education for our country to enter a new era, an era of striving to develop richly, civilizedly and prosperously.
Highly agreeing with the 5 breakthroughs that Phenikaa University has identified, the Prime Minister suggested another breakthrough in building the culture, identity and brand of Phenikaa, based on the core foundation, the traditional cultural and historical identity of Vietnam.
The Prime Minister emphasized that in order to develop Vietnam's leading university, build identity, culture and brand, students must be the center, Phenikaa University must be the foundation and teachers must be the driving force for development.
According to the Prime Minister, the transformation into Phenikaa University is of great significance in affirming the relationship between training - research - innovation and promoting the relationship between research, production, society and market.

According to the Prime Minister, in the new era of the country - the era of striving to develop into a rich, civilized and prosperous nation, science and technology, innovation, digital transformation and training of high-quality human resources are of special strategic significance to contribute to achieving the country's two 100-year goals (by 2030 becoming a developing country with modern industry and high average income and by 2045 becoming a developed country with high income).
These are also fundamental factors that play a particularly important and indispensable role in the development of the economy, especially in three aspects: Promoting economic restructuring, changing the growth model towards rapid and sustainable growth; improving labor productivity, total factor productivity (TFP) of the economy; enhancing the competitiveness and integration of the national economy.
Developing science and technology, innovation, digital transformation and training high-quality human resources are consistent policies and top priorities, and are elements in the "four pillars", specified in Party Congress resolutions, resolutions, conclusions and directions of the Central Committee, Politburo, Secretariat, National Assembly, Government and Prime Minister. Agencies are also continuing to develop, complete and submit to the Politburo for promulgation resolutions to create breakthroughs in development of education and training, healthcare and state economy.

The Prime Minister highly appreciated the results that Phenikaa University and Phenikaa Group have achieved in recent times, especially in setting out and shaping breakthrough strategic directions in the next development stage, contributing practically to the implementation of the major policies of the Party and State on the development of science, technology, innovation, digital transformation and training of high-quality human resources in the new era of development of the country.
Emphasizing some outstanding achievements, the Prime Minister said that Phenikaa University has achieved important initial results in international integration in training, scientific research and innovation; leaving many impressions with its position in the TOP in the rankings. At the same time, it has achieved remarkable results in linking scientific research, innovation and industrial scale transfer.
Phenikaa University has proactively prioritized investment in scientific research and innovation in core and long-term strategic technologies, such as: Semiconductor technology, autonomous technology, energy storage technology, biomedical technology (precision medicine), composite materials... In particular, Phenikaa University is determined to develop advanced semiconductor chip products integrated with AI.
The Prime Minister basically agreed with the directions, tasks and key solutions that Phenikaa University has proposed; hoped that Phenikaa University would continue to promote its traditions, achieved results, and aspirations for self-reliance, contributing to promoting training, research, innovation, and creativity, making an important contribution to improving the quality of university education, contributing to the rapid and sustainable development of the country.
The Prime Minister requested Phenikaa University to adhere to its vision, mission, and core values of educational philosophy: "Respect - Creativity - Criticism"; to value time, intelligence, and timely decision-making. Along with that, it is necessary to continue to perfect the integrated university model, build a transparent governance system, effective internal control, promote the role of autonomy, and associate it with social accountability.

Promote scientific research activities, innovation and technology transfer in a systematic and professional manner to solve practical problems of enterprises, markets and the economy in line with the development trends of the times.
Expand practical training programs in an interdisciplinary direction, linked to national priority technology sectors; continue to promote the results achieved in research and development of core technologies and strategic technologies (such as advanced semiconductor chip design, autonomous technology, robotics and automation, energy storage technology, biomedical technology serving precision medicine, etc.).
Along with that, promote international cooperation for academic exchange, while increasing participation in global training - research - innovation networks and value chains.
The Prime Minister directed the development and implementation of a mechanism to support students and scientists in starting businesses and commercializing research results, especially supporting poor students.
On this occasion, the Prime Minister also hopes that Phenikaa University and universities in general will pay more attention to education, equipping knowledge about Vietnamese culture, as well as focusing on training basic science subjects in the training process.

For the teachers of Phenikaa University as well as the entire team of teachers, the Prime Minister requested that each teacher motivate and inspire students, be a shining example of cultivating morality - cultivating talent, loving the profession - loving people; constantly practicing, accumulating knowledge and experience, improving professional qualifications; be active, creative, have new approaches in teaching and learning; so that each lesson is truly useful and interesting, so that each school day is truly a happy day.

The Prime Minister requested the Ministry of Education and Training, the Ministry of Science and Technology, relevant ministries, branches and localities to speed up the completion of the legal framework in the field of education and training; coordinate in developing policies, programs, support funds and financial institutions strong enough to support universities participating in research and development of core technologies, with special policies for special fields and special subjects; promote connectivity between schools - research institutes - enterprises - society - market on the basis of establishing appropriate financial - intellectual property - benefit sharing mechanisms, harmonious benefits, and shared risks.
The Prime Minister hopes and believes that Phenikaa University will continue to be exemplary, pioneering, and leading in breakthroughs in science and technology development, innovation, and digital transformation; exemplary, pioneering, and leading in autonomous training; exemplary, pioneering, and leading in training high-quality human resources; exemplary, pioneering, and leading in smart governance, promoting the role of students in governance; thereby, achieving specific, measurable results.
