In 2024, Thuan Bac district was allocated 9,347 million VND for recurrent expenditures, including 21.3 million VND carried over from 2023, 5,059 million VND allocated for 2024, and 4,266.6 million VND adjusted according to Resolution No. 111/2024/QH15 of the National Assembly on some specific mechanisms and policies for implementing national target programs. The District People's Committee allocated the funds to the People's Committees of the communes to implement the programs, providing support in the form of livestock and creating livelihoods for the poor.
To date, Thuan Bac district has disbursed 4,808/9,347 million VND, reaching 51.4% of the plan for Sub-project 2. Throughout the district, 161 poor households in ethnic minority areas have received financial support to purchase livestock, including in the following communes: Phuoc Khang (supported 25 households with breeding female goats totaling 964 million VND); Loi Hai (supported 20 households with breeding female cows totaling 399 million VND); Cong Hai (supported 32 households with breeding female cows totaling 647 million VND); Bac Son (supported 48 households with breeding female cows totaling 1,450 million VND); and Phuoc Chien (supported 36 households with breeding female cows totaling 1,438 million VND).
From now until the end of 2024, Thuan Bac district will continue to disburse 4,266.6 million VND to support livestock breeding for poor ethnic minority households. The funds are allocated to the following communes: Loi Hai (456.6 million VND); Cong Hai (810 million VND); Phuoc Chien (1,000 million VND); Phuoc Khang (1,000 million VND); and Bac Son (1,000 million VND).
Ms. Chamaléa Thị Loan from Phước Chiến commune said: "My family is classified as a poor household, cultivating land on rainwater, and life is very difficult. I am delighted to have received financial support from the National Target Program 1719 to buy two good quality cows. The commune's agricultural officials have provided guidance on care and disease prevention. These two cows will help my family improve our livelihoods and escape poverty sustainably."
