Promoting sustainable smart urban development in Vietnam

  The conference was organized by the Korea Advanced Infrastructure Technology Agency (KAIA), under the Ministry of Land, Infrastructure and Transport of Korea, the Korean consulting firm Hebronstar, and the Academy of Urban and Construction Management Officials (AMC Academy).

Dr. Luu Duc Minh, Deputy Director of AMC Academy, stated that today's conference is a practical exchange program focusing on the development of smart cities in South Korea and Vietnam, and smart city technologies that have been successfully applied in South Korea. This networking conference aims to build a network and explore cooperation opportunities between agencies and businesses of the two countries through technological exchange and connection in key areas of smart cities and construction technology; creating an environment for agencies and businesses of both countries to maintain long-term exchanges for the goal of cooperation and mutual development.

“I believe that, with the experience in urban management and development, especially the experience in smart city development of South Korea, and with the spirit of close cooperation between the parties, the VKC Project as well as the Technology Connectivity Conference will be implemented effectively, making a positive contribution to the implementation of national strategies for sustainable smart city development in Vietnam,” Mr. Luu Duc Minh affirmed.

According to AMC Academy, the conference aims to provide an opportunity for experts to share experiences in guiding, developing, and promoting research and training on smart cities and advanced construction technologies to contribute to the sustainable development of smart cities in Vietnam; it also serves as a meeting place and networking opportunity with companies in the smart infrastructure construction sector from South Korea to exchange ideas, discuss, and develop projects in Vietnam.

Previously, on May 12, 2022, the Minister of Construction signed Decision No. 38/QD-BXD approving the technical assistance document using non-refundable ODA funds from the Government of South Korea to implement the Project “Establishment of the Vietnam-Korea Cooperation Center on Smart Cities and Construction Technology” (VKC Project).

The project aims to establish a professional center to promote research and training on smart cities and advanced construction technologies, contributing to the development of smart cities in Vietnam, gradually concretizing Vietnam's policies and guidelines on promoting sustainable smart city development by 2030, and strengthening the relationship between Vietnam and South Korea.

The VKC project contributes to accelerating the implementation of the Vietnam Sustainable Smart City Development Plan for the period 2018-2025 and orientation to 2030 (Plan 950) through the development of guidelines on smart cities in Vietnam and activities to enhance training capacity and technology exchange on smart cities.

On the Vietnamese side, the Ministry of Construction assigned the task of implementing the VKC Project to the AMC Academy, the Department of Urban Development, the Planning and Architecture Department, and other relevant units. On the Korean side, the main responsible units are: the Korea Institute of Construction Engineering and Technology (KICT), the Korea Research Institute for Human Settlements (KRIHS); the Korea Land and Housing Corporation (LH); and the Korea Advanced Infrastructure Technology Agency (KAIA).

The AMC Academy is assigned as the project owner, responsible for coordinating with foreign donors to monitor the progress and quality of the project, and also acting as the project coordinator.
