(Speech by General Secretary Nguyen Phu Trong summarizing the mid-term conference of the 13th Party Central Committee - Hanoi , May 17, 2023)
Dear Central Committee,
Dear conference attendees,
After two and a half days of urgent, serious and responsible work, our 13th Central Committee's mid-term meeting has been a great success. The Central Committee highly appreciated the preparation and agreed with the contents stated in the Report reviewing the leadership and direction of the Politburo and Secretariat since the 13th National Party Congress and believed that the review by the Politburo and Secretariat as a whole and individually was prepared very seriously, thoughtfully, methodically, receptively and with deep self-criticism; the review and comments took place in an atmosphere of frankness, sincerity and high responsibility.
Now, on behalf of the Politburo and the Secretariat, I would like to speak and summarize the main results of this conference of special importance.
I. REVIEW OF THE FIRST HALF OF THE 13TH TERM
The Central Executive Committee highly agreed that: Since the 13th Congress, the world and regional situation has undergone many rapid, complex, and unpredictable developments; new difficulties and challenges have emerged, more severe and serious than forecast, as well as compared to the same period of some recent terms.
The Covid-19 pandemic has been prolonged, causing serious consequences; strategic competition between major countries is increasingly fierce; the Russia-Ukraine conflict is complicated; most supply chains are broken; inflation is high, countries are tightening monetary policies, raising interest rates, leading to a decline in growth and increased risks in international financial, monetary and real estate markets; traditional and non-traditional security challenges; climate change, natural disasters, earthquakes, etc. are occurring with higher frequency, causing serious consequences in many countries and regions; deeply affecting and influencing political, economic and social security on a global scale.
Domestically, under the impact of the global situation and the severe consequences of the Covid-19 pandemic, climate change, natural disasters, storms, floods, etc., our socio-economic situation faces many major, severe, and serious difficulties and challenges; most sectors and fields are seriously affected; we must focus on solving newly arising complex problems while also addressing long-standing weaknesses and shortcomings from previous years. Meanwhile, hostile and reactionary forces continue to exploit this situation to intensify the implementation of the "peaceful evolution" strategy, promoting "self-evolution" and "self-transformation" within our ranks, aiming to undermine the Party, the State, and our regime.
In that context, with high will, determination and the spirit of "Protecting the front and supporting the rear", "One call, all respond", "Unanimity from top to bottom", "Consistency across the board", the Central Executive Committee, the Politburo and the Secretariat have led, directed, deployed and implemented the Resolution of the 13th National Party Congress in a drastic, synchronous and effective manner. Our Party and our Country have steadfastly overcome all difficulties and challenges, continuing to achieve important, quite comprehensive and commendable results in many fields. Notably:
1. Regarding socio-economy: We have basically successfully achieved the goals and tasks: Focusing on disease prevention, control and prevention; promoting socio-economic recovery and development; building an independent and self-reliant economy associated with proactive, active and deep international integration. Up to now, the Covid-19 epidemic and other epidemics have been basically controlled; social life and production and business activities have returned to relatively normal.
In the context of the global economic and trade situation declining, with many risks, our country's economy continues to grow quite well. The International Monetary Fund (IMF) has commented: Vietnam is a bright spot "in the gray picture" of the global economy. Economic growth in 2021 reached 2.56%, while many economies in the world experienced negative growth; economic growth in 2022 reached 8.02%, much higher than the plan of 6-6.5%, and is a high increase compared to countries in the region and in the world; GDP growth in the first quarter of 2023, although only reached 3.2% over the same period, but according to forecasts of many international organizations, Vietnam can still reach from 6 to 6.5% for the whole year. Important indicators on state budget revenue and total social investment capital still increased; Total import and export turnover, trade balance, etc., all met and exceeded the set targets.
In particular, the macroeconomic situation remains fundamentally stable; inflation is controlled at 4%; the major balances of the economy are generally ensured; and the financial and monetary markets remain basically stable. Many long-standing issues, especially the handling of weak commercial banks and slow-progressing, inefficient businesses and projects, have been addressed, and initial positive results have been achieved.
In particular, a very important new point of this term is that we have issued and directed the very successful organization of National Conferences to thoroughly grasp and implement the new resolutions of the Politburo on socio-economic development, ensuring national defense and security in all 6 socio-economic regions of the country, actively contributing to the successful implementation of the innovation policy of the 13th National Party Congress on regional development - an issue of strategic significance, very important, both in theory and practice, in the rapid and sustainable development of regions in particular and the whole country in general.
Despite the difficulties, the cultural and social sectors continued to receive attention, care, and investment for development, achieving many important and tangible results. The first National Cultural Conference was very successful, creating a new source of vitality and momentum for the cause of building and revitalizing an advanced Vietnamese culture rich in national identity, which was widely welcomed and strongly supported by public opinion throughout the country.
Thereby, all levels, sectors and the entire political system have increasingly had a more correct perception and acted more actively and effectively on the issue of cultural and social development in accordance with the spirit of the Resolution of the 13th National Party Congress: Comprehensive and synchronous economic and social development; closely and harmoniously combining economic development with cultural and social development; implementing social progress and equity in every policy and every step.
As a result: Social security was ensured; people's lives improved; social policies were implemented promptly, especially policies for those who rendered meritorious services to the revolution; social protection policies and policies and measures to support businesses, workers, and people in remote areas with difficult circumstances and severely affected by the Covid-19 pandemic. Particularly, in the fight against the Covid-19 pandemic, the heroic, patriotic tradition of our nation, the principle of "loving others as oneself," and the superiority of our system were further enhanced (104 trillion VND was disbursed, supporting nearly 58 million people and workers, and 1.4 million employers).
2. Regarding national defense, security, and foreign affairs: The Central Committee, the Politburo, and the Secretariat have continued to pay attention to leading and directing the fields of national defense, security, and foreign affairs; gradually perfecting and developing the Party's theoretical thinking, policies, and guidelines on building and implementing the National Defense Strategy in the direction of: Strengthening the people's support; proactively and promptly detecting, preventing, and repelling the risks of war and conflict; protecting the Fatherland early and from afar; and defending the country before it is in danger.
Continue to consolidate and strengthen national defense and security; maintain a peaceful and stable environment for national development. Handle relations with neighboring countries, major powers, and countries in the region, as well as complex situations at sea and along the border, in a flexible, balanced, and harmonious manner. Ensure political security, social order and safety, and security and safety for important political events of the country. Proactively and actively combat and refute the false and distorted arguments of hostile and reactionary forces. Foreign relations and international integration continue to expand and achieve many important results; further consolidate and enhance our country's position and prestige in the international arena.
The first national foreign affairs conference to implement the Resolution of the 13th National Party Congress thoroughly grasped, raised awareness, and unified action in inheriting and promoting the strength of the very special and unique foreign affairs and diplomacy school of the Ho Chi Minh era, imbued with the identity of the "Vietnamese bamboo tree", "firm roots, strong trunk, flexible branches"; imbued with the soul, character and spirit of the Vietnamese people: Soft, clever, but very resilient. The success of the visits and phone calls of Party and State leaders, especially the visits to China, the permanent members of the United Nations Security Council, neighboring countries, and countries in the region, is a testament to the success of foreign affairs activities in recent times.
3. Regarding the building of the socialist rule of law state in Vietnam and the great national unity: We successfully organized the election of deputies to the 15th National Assembly and deputies to the People's Councils at all levels for the 2021-2026 term under the complex and very serious conditions of the Covid-19 pandemic, ensuring democracy, equality, legality, safety, and economy, truly making it a festival for the entire nation. Based on that, the 15th National Assembly and Government promptly consolidated the organizational structure and personnel of leadership positions in state agencies for the 2021-2026 term at the central and local levels, meeting the requirements and tasks of the new era.
Resolution 6 of the 13th Central Committee "On continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period" has set out viewpoints, guiding ideas, tasks, and appropriate solutions to realize the goal: "Perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people, led by the Communist Party of Vietnam; having a complete legal system, strictly and consistently implemented; upholding the Constitution and laws; respecting, ensuring, and effectively protecting human rights and citizens' rights; state power is unified, clearly assigned, closely coordinated, decentralized, delegated, and effectively controlled; professional, rule-of-law, and modern administration and judiciary; a streamlined, clean, and effective state apparatus; a contingent of cadres, civil servants, and public employees with adequate qualities and capacity, truly honest and professional; modern and effective national governance, meeting the requirements of national development. "To become a developed, high-income country with a socialist orientation by 2045, quickly and sustainably."
In particular, the national conferences implementing the Resolutions of the 13th National Congress of the National Assembly, the 15th Government, and various blocs such as the Interior, the Vietnam Fatherland Front, the Ministry of National Defense, the Ministry of Security, the Ministry of Foreign Affairs, and the Anti-Corruption and Anti-Negative Action Committee, were organized very synchronously, systematically, and successfully from the beginning of the term. This provided clear and correct direction for continuing to innovate, build, and perfect the socialist rule of law in Vietnam and consolidate and strengthen the great national unity.
Over eight sessions, including four extraordinary sessions, the National Assembly discussed and approved 16 draft laws and 84 resolutions; the Standing Committee of the National Assembly approved four ordinances and 29 resolutions. The Government and authorities at all levels continued to promote administrative reform, especially the reform of administrative procedures, building an e-government and e-administration; resolutely directing and successfully implementing the program for disease prevention, control, and control, and promoting socio-economic recovery and development. The judicial system made many efforts to promote judicial reform; continuing to improve the quality, effectiveness, and efficiency of judicial activities, and combating corruption and negative practices. The activities of the Vietnam Fatherland Front and political and social organizations were strengthened, making an important contribution to enhancing social consensus and promoting the great unity of the entire nation.
4. Regarding the fight against corruption and negative phenomena: The Politburo and the Secretariat have consistently adhered to the guiding principles, ideas, and objectives and tasks on the fight against corruption and negative phenomena outlined in the Party's 13th National Congress documents. They have concretized these into annual, quarterly, monthly, and weekly work programs, and have led and directed Party committees and organizations at all levels to implement them, achieving many important results.
There have been many very positive innovations in this area of work, such as: the promulgation of new regulations on the functions, tasks, powers, working regime, and working relationships of the Central Steering Committee on preventing and combating corruption and negative phenomena. These regulations have supplemented and expanded the functions and tasks of the Steering Committee, including directing the prevention and combating of corruption and "negative phenomena," with a focus on preventing the decline in political ideology, morality, and lifestyle among cadres and Party members, considering this as the root of all problems.
At the same time, direct the effective implementation of the Project to establish Provincial Steering Committees on preventing and combating corruption and negativity in all 63 provinces and centrally-run cities, with initial good results, gradually overcoming the previous situation of "hot above, cold below"; promulgate regulations on controlling the power to prevent and combat corruption and negativity in investigation, prosecution, trial, and execution of sentences; in inspection, supervision, and enforcement of party discipline; in inspection and auditing activities and many other important documents related to internal affairs, preventing and combating corruption and negativity...
At the same time, the work of building and perfecting institutions and policies on socio-economic management and preventing and combating corruption and negativity has also been focused on and promoted to gradually move towards: "not daring", "not being able", "not wanting", "not needing" corruption. The improvement of the organizational apparatus, cadres, administrative reform, ensuring publicity and transparency; improving the quality, efficiency of operations and coordination between agencies and functional units to prevent and combat corruption and negativity and information, propaganda and education on preventing and combating corruption and negativity have also made much progress.
To date, it can be affirmed that never before has the fight against corruption and negative phenomena in our country been directed in such a strong, systematic, synchronized, decisive, and effective manner as in recent times; leaving a prominent mark, creating high consensus throughout society, and consolidating and strengthening the trust of cadres, Party members, and the people in the Party, the State, and our regime.
The work of detecting and handling corruption has been directed and implemented in a systematic, synchronized, decisive, and effective manner, creating a breakthrough in the fight against corruption and negative practices; affirming the very high determination of the Party, the State, and the people in the fight against corruption and negative practices, and demonstrating that "there are no forbidden areas, no exceptions, regardless of who the person is; and no pressure from any organization or individual."
5. Regarding Party building and rectification: We have also achieved very positive changes, with many outstanding achievements in harmoniously and skillfully combining "building" and "combating," and in a more comprehensive manner across all aspects of Party building work. In particular, personnel work continues to be given greater importance and more appropriately, recognizing its position and role as the "key of keys"; there are many new, more effective methods and regulations, closely linked to Party building and rectification work in general; we are resolutely preventing, repelling, and strictly punishing cadres and Party members who have degenerated in terms of political ideology, morality, and lifestyle, and who exhibit "self-evolution" and "self-transformation," regardless of who they are; there are no forbidden areas, no exceptions.
To date, the Central Committee, the Politburo, and the Secretariat have considered relieving 14 officials under central management from their positions, allowing them to retire, or reassign them to other jobs. Local authorities have also reassigned 22 officials after disciplinary action, in accordance with the Party's policy of "in and out; promotion and demotion." This demonstrates a resolute, exemplary, strict, and humane spirit, serving as an educational, cautionary, and deterrent effect on officials, civil servants, and Party members. Simultaneously, they have promptly directed the consolidation of replacement leadership personnel, receiving widespread approval and high praise from officials, Party members, and the public. The quality of grassroots Party organizations and Party members has also been gradually improved, based on the strict implementation of Party regulations, especially the Conclusion of the 4th Plenum of the 13th Central Committee on this matter.
The Party's inspection, supervision, and disciplinary work continues to be reformed and strengthened based on the issuance of high-quality regulations and the serious and synchronized implementation of many new Party regulations. This has contributed to building a clean and strong Party and political system; curbing, preventing, and repelling the decline in political ideology, morality, and lifestyle, the manifestations of "self-evolution" and "self-transformation" within the Party; the situation of corruption, "group interests," "term-based thinking," "individualism," and "power abuse" in a significant number of cadres and Party members; and at the same time, enhancing the Party's leadership capacity and fighting strength, strengthening unity within the Party, consolidating the people's trust, maintaining political stability, order, and discipline, and promoting the socio-economic development of the country.
“The main results and achievements attained from the beginning of the term to date, as mentioned above, have many causes, both objective and subjective, but most importantly, they are due to the very successful 13th National Congress of the Party with its policies and guidelines that have been proven correct and appropriate in practice; the firm and wise leadership and guidance of the Central Committee, the Politburo, the Secretariat, and Party committees and organizations at all levels in implementing the Resolution of the 13th National Congress of the Party, promptly and effectively handling many new issues arising in practice; the sensitive, decisive, and effective management and operation of the Government, the Prime Minister, and the authorities at all levels; the efforts to comprehensively and effectively innovate the content and methods of operation of the National Assembly and People's Councils at all levels; the unity, coordination, and harmony of the entire political system; the promotion of patriotic traditions and the strength of national unity; and the efforts of the staff.” Party officials and members; the positive, creative, and responsible work ethic of the people; and the trust, agreement, and support of the international community.
However, alongside the advantages and achievements, we must also acknowledge that there are still some limitations and shortcomings, such as: Leadership and guidance in gathering information; strategic research, theoretical research, and summarizing practical experiences have, in some instances, not met the demands of reality. The work of combating false and hostile viewpoints on the internet has sometimes been untimely, not strong enough, and not highly effective.
Leadership and guidance in resolving difficulties and obstacles to effectively mobilize and utilize all resources for economic development; the implementation of some socio-economic recovery and development policies has been slow in some areas and at some times. Leadership and guidance in administrative reform, management, and personnel utilization still have limitations and low efficiency; the work of building and perfecting laws and policies has not met the requirements. The decline in political ideology, morality, and lifestyle, the shirking and avoidance of responsibility, and even fear of responsibility among a significant number of cadres and Party members remains a very worrying issue, with complex developments that cannot be taken lightly. Some high-ranking leaders and leading and managing cadres at all levels have accepted political responsibility; violations, in some cases, must be dealt with according to the regulations of the Party and the laws of the State.
Based on the experience of leadership and guidance during the first half of the 13th Party Congress term, we can draw some lessons learned regarding the reform of leadership methods and working styles as follows:
Firstly , it is essential to always firmly grasp and strictly adhere to the Party's Platform, Charter, Working Regulations, and guidelines; and the laws and policies of the State. It is crucial to effectively implement the Party's organizational and operational principles, especially the principle of democratic centralism; unity and solidarity; and unwavering commitment to principles in the face of new difficulties and challenges. For major, difficult, complex, important, urgent, sensitive issues, those without precedent, or those with differing opinions, it is necessary to hold democratic and frank discussions; careful and thorough consideration is required to arrive at timely, correct, accurate, and appropriate decisions.
Secondly , it is necessary to closely adhere to the overall work program of the Central Committee, the Politburo, and the Secretariat to develop and implement annual, quarterly, monthly, and weekly work programs according to plan; at the same time, be sensitive, flexible, and timely to adjust and supplement the work program with important, complex, and newly arising tasks in various fields in order to promptly and effectively lead and direct all activities in social life.
It is necessary to continue promoting new points in the 13th term, that is: The Politburo and the Secretariat have directed the organization of many national cadre conferences (in person, online) to deploy, quickly and synchronously disseminate the Resolution of the 13th Party Congress, the resolutions of the Central Committee and the Politburo comprehensively in all sectors, fields, and localities, both vertically and horizontally; unifying from the Central to the local level and between localities in regions.
On a monthly basis, or as needed, key leaders meet to comprehensively and thoroughly understand the situation; to exchange views, discuss, and unify perspectives, policies, and directions on major, important, and urgent issues of the Party and the country; and to promptly address difficulties and obstacles in order to accelerate the progress and effectiveness of the work set out.
Following each meeting, directives were issued, clearly assigning responsibilities for implementation on each issue; this significantly contributed to consistent, unified, timely, rigorous, synchronized, and smooth leadership, direction, and management, especially in the context of preventing and controlling the Covid-19 pandemic and handling complex situations recently; overcoming overlaps and duplications in leadership, direction, and management; fostering unity of will and action among key leaders; and creating a ripple effect throughout the Politburo, the Secretariat, the Central Committee, and the entire political system.
Thirdly , prioritize the comprehensive and higher-quality promulgation of the legal system, regulations, rules, and work procedures to ensure strict and unified implementation throughout the Party and the entire political system; innovate and improve the quality of the implementation of the Party's 13th National Congress Resolution; ensure close and harmonious coordination, high determination, and great efforts from the entire political system, and the unity and consensus of the entire Party, people, and army, in accordance with the spirit of "leading and supporting," "one call, all respond," "unity from top to bottom," and "smooth communication."
Fourth , the Politburo, the Secretariat, and each member of the Politburo and Secretariat must set a more exemplary example in strictly adhering to regulations and work procedures; operating on the basis of the Working Regulations, the overall work program, and annual work programs. They must carefully prepare the content and agenda of meetings; arrange the content scientifically and systematically; allocate time reasonably; ensure each session addresses multiple issues; leverage collective intelligence, uphold individual responsibility, engage in democratic, careful, and thorough discussions; and promptly and accurately document the conclusions of the sessions.
The assignment and delegation of responsibilities in handling work between the Politburo and the Secretariat, between the collective Politburo and Secretariat and individual members of the Politburo and Secretariat in charge of specific areas, and the leadership relationship between the Politburo and Secretariat and Party groups, Party committees, and Party committees directly under the Central Committee must also be clear and specific. The Politburo and Secretariat handle work according to their authority; they report promptly and fully to the Central Committee on important issues before making decisions and on the work the Politburo has resolved between two Central Committee meetings.
Fifthly , each member of the Politburo and the Secretariat must highly promote the spirit of setting an example, constantly cultivate and improve revolutionary ethics; seriously self-reflect, self-correct, self-criticize and criticize; maintain discipline and order, consciously accept political responsibility in their respective fields; resolutely fight against individualism and other negative manifestations; preserve internal unity; maintain firm political ideology and correct viewpoints; be exemplary in ethics and lifestyle in their work, in their personal lives, and in their families and relatives. They must absolutely avoid the situation of "Having muddy feet themselves, yet carrying a torch to illuminate the feet of others!"
II. REGARDING THE DIRECTION AND KEY TASKS FROM NOW UNTIL THE END OF THE 13TH NATIONAL CONGRESS TERM
Forecasting the global and domestic situation from now until the end of the term, alongside opportunities and advantages, there will also be many major difficulties and challenges. Globally, strategic competition, economic competition, and trade wars continue to intensify; disputes over maritime and island sovereignty are becoming increasingly complex; the military conflict between Russia and Ukraine and US and Western sanctions against Russia may continue, impacting geopolitics, geoeconomics, energy security, and global supply chains; science and technology and the Fourth Industrial Revolution are developing rapidly, creating both new opportunities and challenges for all nations; climate change, natural disasters, epidemics, and traditional and non-traditional security issues are increasingly having a strong and multifaceted impact, potentially seriously threatening the stability and sustainability of the world, the region, and our country...
Domestically, we are still facing many significant difficulties and challenges: To achieve the GDP growth target of 6.5% for the 2021-2025 period as set at the beginning of the term, the average growth rate for the 2023-2025 period must reach approximately 7.3%; this is a very high level, requiring a very high level of determination and great effort to achieve. The financial and monetary markets, especially the real estate market, the stock market, and the corporate bond market, will be very complex and fraught with risks. The liquidity of some commercial banks is weak, and large enterprises and projects will face many difficulties.
Bank interest rates remain high, and inflationary pressure is significant. Production and business activities in some sectors are showing a downward trend; the number of businesses withdrawing from the market is increasing; many businesses are having to reduce their workforce, cut working hours, or lay off employees; and workers are facing many difficulties. Disbursement of public investment capital has not met expectations. Newly registered foreign investment, supplementary registration, or capital contributions and share purchases have decreased. The growth rate of state budget revenue shows signs of slowing down; non-performing bank loans and state tax debts are trending upwards; ensuring economic security, cybersecurity, social order and safety, and public health care and protection remain major issues with many difficulties and challenges that need to be overcome.
The implementation of laws and policies, and the performance of official duties, remain weak points; discipline and order are not strictly enforced in many places, and there are even instances of shirking and passing on responsibility; whatever benefits them is brought to their own agencies, units, and individuals; whatever is difficult is pushed onto society, other agencies, or other people...
The above situation demands that we absolutely must not be complacent, self-satisfied, or overly intoxicated with the results and achievements already attained, nor should we be overly pessimistic or wavering in the face of difficulties and challenges. On the contrary, we need to remain calm and level-headed, effectively building upon the results and lessons learned, overcoming existing limitations and weaknesses, especially since the beginning of the 13th Party Congress term, in order to continue promoting innovation, striving diligently, seizing every opportunity and advantage, overcoming all difficulties and challenges, and successfully implementing the programs, plans, goals, and tasks set for the second half of the 13th Party Congress term. We should focus on prioritizing the effective implementation of the following key tasks:
“ Firstly , regarding economic development: It is necessary to continue to thoroughly understand and strictly implement the Party's guidelines and policies, and the State's laws and policies on rapid and sustainable development. Emphasis should be placed on consolidating and strengthening the macroeconomic foundation, controlling inflation, and enhancing the internal capacity and self-reliance of the economy on the basis of healthy development and maintaining the stable and safe development of the credit institutions, money market, real estate market, stock market, and corporate bond market.”
Prioritize improving the investment and business environment; effectively address the difficulties, limitations, and weaknesses, both immediate and long-term, of the economy to maintain the momentum of rapid, sustainable, and more substantive recovery and growth; create stronger changes in implementing strategic breakthroughs and restructuring the economy in conjunction with innovating the growth model; and enhance the productivity, quality, efficiency, and competitiveness of the economy. Promote national digital transformation, develop the digital economy, digital society, green economy, and circular economy, while strengthening resource management and environmental protection.
Secondly , regarding cultural and social development: More attention needs to be paid to the task of developing culture and society in harmony with and on par with economic development; ensuring social security and welfare; and continuously improving the material and spiritual lives of the people. Effectively implement policies to support people, unemployed workers, and struggling businesses.
Caring for the lives of those who have rendered meritorious services to the revolution and those in difficult circumstances; building new rural areas and civilized urban areas, linked with preserving and promoting the values and cultural identity of rural and urban areas; creating jobs and achieving sustainable poverty reduction; prioritizing the allocation of resources to implement programs, projects, and policies for ethnic minorities and people in mountainous, remote, border, and island regions. Continuing to improve disease prevention and control; enhancing the quality of medical examination and treatment, healthcare, and health protection for the people; ensuring food hygiene and safety. Improving the effectiveness of cultural institutions, especially in industrial zones and new urban areas; preserving and promoting valuable cultural heritage. Building a healthy cultural lifestyle; preventing moral and lifestyle degradation; and paying more attention to preventing and combating domestic violence, child abuse, and social evils.
Thirdly , regarding national defense, security, and foreign affairs: It is necessary to continue consolidating and strengthening national defense and security capabilities; maintaining political stability, social order, and safety; and improving the effectiveness of foreign affairs and international integration. Proactively prevent and resolutely fight to thwart all subversive plots of hostile and reactionary forces; absolutely avoid being caught off guard or surprised in any situation. Implement comprehensive solutions to ensure political security, social order, and safety; actively combat all types of crime and social evils; and implement solutions to ensure cybersecurity, traffic safety, and fire and explosion prevention.
Organize foreign affairs activities effectively, especially high-level diplomacy; proactively and actively deepen and strengthen relations with partners; promote multilateral diplomacy; maintain an independent, self-reliant, peaceful, cooperative, and developmental foreign policy; multilateralize and diversify international relations; proactively and actively integrate deeply into the international community, prioritizing national and ethnic interests above all else. Effectively implement signed trade agreements, maximizing the benefits they can bring.
Fourthly , regarding Party building and the political system: It is necessary to continue to strengthen and improve the work of building and rectifying the Party and the political system to ensure they are truly clean and strong, especially the legislative, executive, and judicial branches from the central to local levels. The goal is to build a truly clean, honest, strong, and effective government and local administrations.
Specifically, there must be a program and plan for the serious, vigorous, and effective implementation of the Central Committee's Resolutions and Conclusions on this issue, especially Resolution No. 4 of the 12th Central Committee and the Conclusion of the 4th Central Committee Meeting of the 13th Party Congress on strengthening Party building and rectification and the political system; resolutely preventing, repelling, and strictly dealing with cadres and Party members who have degenerated in terms of political ideology, morality, and lifestyle, and who show signs of "self-evolution" and "self-transformation," in conjunction with studying and following the thoughts, morality, and style of Ho Chi Minh.
Further improve personnel work to select and appoint truly virtuous, talented, honest, and dedicated individuals who genuinely serve the country and the people to leadership positions in the state apparatus. Resolutely combat and remove from the ranks those who fall into corruption and misconduct; fight against all manifestations of seeking positions and power through illicit means, favoritism, and the recruitment of unqualified family members and relatives. Promote democracy, enhance a sense of responsibility, set a good example, and foster a spirit of service to the people among cadres, civil servants, and public employees. Establish mechanisms and policies to encourage and protect those who are dynamic, creative, and courageous in their thinking, actions, and responsibilities. Tighten discipline and order; regularly inspect and supervise to create strong improvements in the performance of public duties; and enhance the ethics, culture, and professionalism of cadres, civil servants, and public employees. Persistently and resolutely fight against corruption and negative practices, while simultaneously promoting the development and improvement of laws, mechanisms, and policies to ensure that "corruption is impossible, unthinkable, and undesirable."
At the same time, it is necessary to rectify and eliminate the mindset of hesitation and fear that if the fight against corruption and negative practices is too strong, it will hinder development, discourage progress, lead to a "hesitant," "defensive," "cover-up," "safety-seeking," avoidance, and shirking of responsibility among a segment of officials and civil servants, especially leading and managing officials at all levels.
I've said this many times before; let me reiterate: Those who hold such views should step aside and let others do the work! All of us, especially those directly involved in organizational and personnel work, must have strong willpower and determination, a pure heart, and discerning eyes. Don't mistake a chicken for a duck! Don't assume something is ripe just because it's red!
Fifthly , regarding preparations for Party congresses at all levels, leading up to the 14th National Congress of the Party: Based on the results and experience of organizing the confidence vote of the Central Committee on the members of the Politburo and the Secretariat at this mid-term Central Committee meeting, we need to focus on leading and directing the effective implementation of the confidence vote for leadership and management positions in the political system; developing a plan for leadership cadres at all levels, especially the plan for the Central Committee, Politburo, and Secretariat of the 14th term (2026-2031); and preparing for Party congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party.
At the same time, it is urgent and serious to conduct a comprehensive review of theoretical and practical issues over 40 years of reform, focusing on the last 10 years; establish subcommittees to prepare for the 14th Party Congress so that these subcommittees, especially the Document Subcommittee and the Personnel Subcommittee, can soon begin operations and effectively meet the set goals and requirements.

With the results and achievements attained and the experiences accumulated since the beginning of this term, I am confident and earnestly hope that, after this Conference, with new faith, new spirit, and new motivation, the entire Party, the entire people, and the entire army will continue to unite and strive with even greater determination and effort; be more dynamic and creative to wisely seize every opportunity and advantage; steadfastly overcome all difficulties and challenges; successfully complete the goals and tasks set for the entire 13th term, contributing to building our beloved country to become increasingly developed, prosperous, more dignified, and more beautiful, as our beloved President Ho Chi Minh always hoped.
On this occasion, on behalf of the Party and State leadership and with my personal feelings, I would like to once again wish all Central Committee members, delegates attending the Conference, and Party committees, governments, people, and soldiers throughout the country to continue to build upon the achievements, results, and lessons learned; overcome existing limitations and weaknesses; and lead, direct, and operate with even greater decisiveness, effectiveness, and efficiency, successfully fulfilling the important responsibilities entrusted to them by the Party, State, and People.
