
Joining the working delegation with the Standing Committee of the Dien Bien Provincial Party Committee were Do Van Chien, Secretary of the Central Committee of the Communist Party of Vietnam and Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Trong Nghia, Secretary of the Central Committee of the Communist Party of Vietnam and Head of the Central Propaganda Department; Tran Hong Ha, Member of the Central Committee of the Communist Party of Vietnam and Deputy Prime Minister; and representatives from the Ministries of Culture, Sports and Tourism, Public Security , National Defense, and the Central Party Office.

Working with the delegation, on the Dien Bien province side were Central Committee member and Provincial Party Secretary Tran Quoc Cuong; and leaders of the Provincial People's Council, Provincial People's Committee, and the Vietnam Fatherland Front Committee of Dien Bien province.
Reporting at the working session, Chairman of the Dien Bien Provincial People's Committee Le Thanh Do stated that, despite focusing on activities and work preparing for the 70th anniversary of the Dien Bien Phu Victory, the provincial Party committee and government have always closely led, directed, and managed the implementation of tasks related to socio-economic development, ensuring national defense and security, and building the Party and political system to ensure comprehensive and consistent leadership.
The province's economy continued to grow, with an estimated growth rate of 6.07% in the first quarter (ranking 4th out of 14 provinces in the Northern Midlands and Mountains region and 25th out of 63 provinces and cities nationwide); state budget revenue in the province reached 18.03% of the annual plan; disbursement of public investment capital reached an estimated 18.58% of the capital plan assigned by the Prime Minister. The total number of tourists visiting the province reached nearly 450,000 (an increase of 1.46 times compared to the same period last year), and total revenue from tourism activities was estimated at 777 billion VND (an increase of 1.48 times compared to the plan).
The progress of organizing cultural, sports, and tourism activities, as well as implementing 18 urban beautification projects and projects serving the 70th anniversary of the Dien Bien Phu Victory, has been and is being carried out by Dien Bien province with the highest sense of responsibility, focusing its human and financial resources on these projects.
To date, five urban renovation projects have commenced construction, expected to be completed before April 10, 2024; five urban renovation projects are in the contractor selection phase; and projects included in the public investment plan for the anniversary celebrations, such as the repair and upgrading of Hanoi - Dien Bien Phu Primary School; the repair and upgrading of the provincial stadium; the repair of historical sites and monuments; and the Provincial Guest House project, have completed 80% or more of their work and are expected to be fully completed by mid-April and before May 7th to be ready for the commemorative activities…
During the meeting, the delegates discussed and provided feedback on issues related to the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).

Speaking at the meeting, Party Central Committee Secretary and Chairman of the Vietnam Fatherland Front Central Committee Do Van Chien stated that, in commemoration of the 70th anniversary of the Dien Bien Phu Victory, with the approval of the Standing Committee of the Party Central Committee, and after consultation with relevant agencies and Dien Bien province, the Standing Committee of the Vietnam Fatherland Front Central Committee developed Project No. 09/DA-MTTW-BTT dated April 25, 2023, on mobilizing support for building solidarity houses for poor households in Dien Bien province. To date, the program has mobilized over 278 billion VND in support. From this resource, the Standing Committee of the Vietnam Fatherland Front Central Committee has completed the target of 5,000 houses for Dien Bien province; and has allocated the next phase to 5 localities in the Northwest region (including Lai Chau, Son La, Hoa Binh, Lao Cai, and Yen Bai provinces), with each province receiving 100 houses worth 5 billion VND.

According to Chairman Do Van Chien, another practical activity is that the Standing Committee of the Vietnam Fatherland Front Central Committee, in coordination with relevant agencies, has organized social mobilization efforts to hold meetings with Dien Bien Phu soldiers, youth volunteers, and civilian workers (who directly participated in the Dien Bien Phu campaign) in Thanh Hoa and Dien Bien provinces. The Vietnam Fatherland Front Central Committee, in coordination with the Central Military Commission, the Ministry of National Defense, the Veterans Association, the Association of Former Youth Volunteers, and the Ministry of Labor, Invalids and Social Affairs, has compiled data from localities totaling 19,640 people. Specifically, there are 9,214 veterans, 3,306 youth volunteers, and 7,120 civilian workers.
In addition, the Vietnam Fatherland Front, in coordination with the Party Committee and the Trade Union of the Vietnam Bank, mobilized cadres, Party members, and employees throughout the entire system nationwide to donate one day's income, raising approximately 22 billion VND. This amount will essentially cover the costs of organizing gifts and expressions of gratitude during the 70th anniversary of the Dien Bien Phu Victory.
Chairman Do Van Chien expressed his hope that, building on the success of the project to mobilize support for building solidarity houses for poor households in Dien Bien province, the Standing Committee of the Party Central Committee and Head of the Central Steering Committee would continue to support the "Eliminating temporary and dilapidated houses" program nationwide. The launching ceremony will be organized by the Presidium of the Vietnam Fatherland Front Central Committee in coordination with the Central Emulation and Commendation Council in mid-April 2024, and the goal is to basically complete it by December 31, 2025.
“Given the large scale of the project, the Vietnam Fatherland Front has planned to conduct the first preliminary review to celebrate the 50th anniversary of the Liberation of the South, and hold a final review at the end of 2025. This is a practical project to celebrate the 14th National Congress of the Communist Party of Vietnam,” Chairman Do Van Chien informed, emphasizing that the program needs the joint efforts of the entire political system, a comprehensive and inclusive approach, and diversified resources for success.
Commenting on the content of the activities for the 70th anniversary of the Dien Bien Phu Victory, Chairman Do Van Chien said that, based on practical experience in the locality, it is necessary to establish an information center for Dien Bien province. In reality, during these days, the number of visitors to Dien Bien is very large, so an information center is needed to handle unexpected issues, guide visitors to visit and pay respects to the heroes and martyrs; and provide information about accommodation. Along with that, a volunteer force and training should be organized to assist tourists. Regarding facilities ensuring environmental hygiene for tourists, mobile sanitation stations are necessary; otherwise, it will be very difficult…

Speaking at the meeting, Standing Committee member of the Party Central Committee Truong Thi Mai acknowledged the great efforts of Dien Bien province in preparing the necessary conditions for the anniversary celebration. In addition, the province has continued to lead and direct the implementation of economic and social development tasks and Party building, achieving outstanding results.
Agreeing with the plan, the program for the 70th anniversary of the Dien Bien Phu Victory will be held on May 7, 2024. Standing Committee member Truong Thi Mai requested that the relevant agencies develop a detailed and specific overall script for the ceremony, starting from the incense and flower offering ceremony…to the conclusion of the ceremony.
Emphasizing the special significance of the 70th anniversary of the Dien Bien Phu Victory and the commemorative activities, which further affirm the great meaning, scale, and immense value of the Dien Bien Phu victory in the history of nation-building and national defense, Standing Committee member of the Party Central Committee Truong Thi Mai requested that all agencies and individuals wholeheartedly and fully utilize their responsibilities and capabilities to successfully carry out their assigned tasks, ensuring the success of the commemoration ceremony.




Earlier, Standing Committee member of the Party Central Committee Truong Thi Mai and the Central delegation presented gifts and visited 20 Dien Bien Phu veterans; offered incense at the Martyrs' Memorial Temple in the Dien Bien Phu battlefield and the A1 Martyrs' Cemetery.
