In its latest report to the National Assembly, the Ministry of Transport stated that, in accordance with its assigned responsibilities, in the maintenance and repair of transport infrastructure, the Ministry of Transport has always paid attention to improving traffic safety conditions for transport infrastructure.
The Ministry of Transport always prioritizes allocating resources to address traffic accident hotspots and potential accident locations on the national highway system, in order to ensure smooth traffic flow (illustrative image).
Specifically, the focus of resource allocation is on addressing traffic accident hotspots and potential accident locations on the national highway system, aiming to ensure smooth traffic flow and meet the transportation and travel needs of the people safely.
At the same time, urge agencies and units, within their scope and responsibility, to review traffic safety infrastructure on national highways and expressways; in case of detecting damage or deterioration that poses a risk to traffic safety, develop a plan and propose to the competent authority to allocate funds for handling the issues in accordance with regulations.
In addition, the Ministry of Transport has also sent a document to the People's Committees of provinces and cities, and the Vietnam Road Administration regarding the comprehensive review of traffic accident hotspots, potential accident locations, and traffic organization irregularities on the road system under their management. Based on this, they will develop plans, schedules, and timelines for addressing and rectifying these issues; and organize the rectification of traffic organization shortcomings upon the recommendation of relevant agencies and organizations.
In accordance with the regulations in Government Decree No. 06/2021 and the guidelines in the Circulars of the Ministry of Transport on the management, operation, exploitation and maintenance of road works, the Ministry of Transport has issued decisions approving the maintenance plan for the national highway system.
In 2023, the national highway system maintenance plan was completed, and 11,958 billion VND was disbursed (reaching 99.85% of the allocated capital), including addressing 21 accident black spots and 60 potential accident locations. In 2024, the maintenance plan is being implemented, with 13 accident black spots and 8 potential accident locations currently being addressed.
In addition, implementing Directive No. 31/CT-TTg of the Prime Minister on strengthening traffic safety for students in the new situation, the Ministry of Transport has directed the Vietnam Road Administration to coordinate with local authorities to review 3,930 schools along national highways, of which 3,245 schools need to strengthen traffic safety systems at their school gates.
"To date, the Vietnam Road Administration has directed immediate repairs during routine maintenance at 2,298 schools; prioritized and authorized emergency repairs for 642 schools to be included in the 2024 maintenance plan. The remaining cases will continue to be updated in the annual periodic and emergency repair plans to improve traffic safety on national highways in general and in school areas in particular," the Ministry of Transport added.
