The Prime Minister congratulated the Philippines on assuming the ASEAN Chair in 2026, and highly appreciated the outstanding socio -economic development achievements that the Philippine Government has made in recent years, especially in implementing the "Build Better, More" program, maintaining growth, controlling inflation, and creating jobs.
The President of the Philippines expressed his pleasure at meeting Prime Minister Pham Minh Chinh, affirming that Vietnam is one of the Philippines' important partners in Southeast Asia.
The President expressed his hope that both sides would continue to coordinate closely to promote the Vietnam-Philippines Strategic Partnership in all areas, from politics and economics to defense, security, and cooperation in multilateral forums, leading up to the 50th anniversary of the establishment of diplomatic relations in 2026.
At the meeting, the leaders of the two countries expressed their pleasure at the positive development of Vietnam-Philippines relations, especially since President Marcos's state visit to Vietnam in January 2024; and agreed to closely coordinate in developing an action program to implement bilateral relations in the new phase.
Prime Minister Pham Minh Chinh proposed that both sides continue to strengthen contacts and exchanges of high-level and other delegations; promote cooperation through Party and parliamentary channels; effectively implement bilateral mechanisms; exploit areas with significant potential such as digital transformation, processing technology, high-tech agriculture, and infrastructure; research and coordinate the formation of supply chains that leverage each country's comparative advantages, such as developing a Southeast Asian ecosystem for electric vehicle battery and electric car production; and promote rice trade and work towards signing a long-term agreement on this matter to contribute to ensuring food security.
Philippine President Ferdinand Romualdez Marcos Jr. welcomed Vietnam's efforts in combating illegal, unreported, and unregulated (IUU) fishing; and agreed to cooperate with and support Vietnam in enhancing its capacity to combat IUU fishing, aiming to lift the EU's "yellow card."
The two leaders also agreed on the need to strengthen cooperation, maintain solidarity and unity within ASEAN; promote ASEAN's central role in international and regional issues, including the sustainable management and use of Mekong River water resources; ensure peace, stability, security, safety, and freedom of navigation and overflight in the South China Sea region on the basis of international law and UNCLOS 1982; fully and effectively comply with the DOC Declaration and promptly achieve the COC Code of Conduct.
