On August 4th, the Ho Chi Minh City Department of Health sent a document to the Ho Chi Minh City People's Committee regarding the payment of costs exceeding the budget for medical examination and treatment under health insurance for 2023 and 2024.
The document states that, according to reports from medical facilities, the Department of Health has noted that the Social Insurance agency has not yet reimbursed the costs exceeding the budget for health insurance medical examinations and treatments in 2023 and 2024 to hospitals, amounting to nearly 2,500 billion VND (including over 557 billion VND in 2023 and nearly 1,930 billion VND in 2024).
According to the Department of Health, the prolonged delay in reimbursement of health insurance medical expenses exceeding the allocated budget is causing difficulties for healthcare facilities in securing operating funds and balancing their finances.
This is especially true in the context where the fees for medical examination and treatment services are not calculated correctly and adequately, which inevitably affects the operation of the unit and the rights of patients.
More worryingly, some units are currently in debt for medicines and are unable to pay the companies.
The Ho Chi Minh City Department of Health stated that regarding guidance on reimbursing costs exceeding the health insurance budget, the Government has issued decrees, specifically Decree No. 188/2025/ND-CP, which details and guides the implementation of several articles of the Health Insurance Law.
Therefore, the Department of Health proposes that the People's Committee of Ho Chi Minh City consider sending a written request to the Ministry of Health and the Vietnam Social Security to guide the Ho Chi Minh City Social Security to promptly pay the excess amount of health insurance medical examination and treatment expenses for 2023 and 2024 to medical facilities.
Early payment will help units secure operating funds, which is currently facing many difficulties in implementing financial autonomy.
