The Ho Chi Minh City Department of Transport has announced that it is coordinating with the Department of Construction and other relevant units to implement the city leaders' directives on resolving obstacles in the implementation of the project to address flooding caused by tides in Ho Chi Minh City, taking into account climate change factors (phase 1).
Expected to be completed in 2018, the 10 trillion VND flood control project in Ho Chi Minh City still has no completion date.
Accordingly, the leaders of the Ho Chi Minh City People's Committee assigned the Department of Transport to take the lead and coordinate with the Department of Construction to urgently review and grant permits for underground cables and cantilevered pylons at the Ben Nghe tidal barrier (District 1) to the investor, to be completed by November 5th.
The Department of Agriculture and Rural Development is instructed to urgently finalize the appraisal report on the cost estimates, machinery and equipment for the construction of project items, and submit it for approval by November 5th.
In addition, the Ho Chi Minh City People's Committee also assigned the Department of Planning and Investment to take the lead and coordinate with relevant departments, agencies, and units to urgently review the proposal from Trung Nam BT Co., Ltd. regarding the source of sand for embankment of project components. At the same time, they are to urgently guide the investor in implementing the project in accordance with regulations.
In coordination with the Urban Infrastructure Investment and Construction Project Management Board and relevant units, urgently review the confirmation of completed work volume and the confirmation of the value of work performed on the project, and advise and propose to the Ho Chi Minh City People's Committee before November 5th.
Review personnel and submit to the Department of Interior Affairs for approval of a decision to reorganize the personnel of the working group for the project to address tidal flooding in Ho Chi Minh City, taking into account climate change factors (phase 1), to be submitted before November 15th.
Ho Chi Minh City leaders have requested the Department of Transport to coordinate with relevant departments and agencies to resolve obstacles in the 10,000 billion VND flood control project.
In addition, the leaders of the Ho Chi Minh City People's Committee also assigned the Department of Planning and Investment to take the lead and coordinate with relevant departments and units to urgently review the procedures for adjusting investment policies (if any). They are also tasked with preparing a feasibility study report and related work, as well as advising and proposing solutions to the Ho Chi Minh City People's Committee before November 10th.
Previously, the Chairman of the People's Committee of Ho Chi Minh City submitted to the Prime Minister a plan to resolve obstacles to the 10,000 billion VND tidal barrier project.
According to a report by the Ho Chi Minh City People's Committee, the project currently faces three main difficulties, including: lack of funding to complete the construction; unclear determination of authority and implementation procedures for a project under development that has undergone changes resulting in the project falling under the criteria of a nationally important project; and lack of a basis for payment under the BT (Build-Transfer) contract.
Regarding the aforementioned project, the Government Office has also sent a document to ministries and agencies requesting urgent feedback on the proposed solutions to address obstacles in the implementation of the project to resolve tidal flooding in Ho Chi Minh City.
