According to the Ho Chi Minh City Department of Planning and Architecture, universities and colleges in Ho Chi Minh City account for more than 60% of all schools in the Southeast region.

Many urban development and university village projects

Regarding higher education , the city has 51 higher education institutions and the Vietnam National University Ho Chi Minh City. In addition, there are 356 vocational education institutions, three branches, and 12 training locations.

These include 61 colleges, 61 vocational schools, 22 vocational education and continuing education centers, and 55 vocational training centers.

According to the Department of Planning and Architecture, higher education institutions located in the inner city area currently do not comply with current regulations and standards, have not been relocated out of the central area, causing pressure and imbalances in social and technical infrastructure.

According to the revised master plan for Ho Chi Minh City until 2025, the system of higher education centers is oriented towards being located in suburban areas in order to relocate educational institutions from the inner city to the outskirts, reducing pressure on transportation infrastructure.

In particular, the Ho Chi Minh City National University urban area, with a total area of ​​approximately 643.7 hectares, has been developed with comprehensive infrastructure and facilities.

In addition, many large-scale projects in the city are facing difficulties and obstacles, preventing their implementation.

These include the Hung Long University urban area in Binh Chanh (511ha), the Long Phuoc University area in Thu Duc City (172.92ha), the Vietnam International University - VIUT urban area (part of the Northwest urban area) in Hoc Mon district (306.00ha), the concentrated education area in Long Thoi commune, Nha Be district (151.158ha)... all of which affect the achievement of educational targets according to the city's planning.

The construction of new schools, replacements, upgrades, renovations, and expansions is not yet feasible due to numerous land-related issues concerning compensation and site clearance.

According to the department, during the process of researching and adjusting the general planning of Ho Chi Minh City until 2040, with a vision to 2060, the education network in the city will be studied, reviewed, and assessed for its current status and legal land use to consider retaining areas that are reasonably planned, feasible, and suitable to the actual conditions.

Based on this, a roadmap for the socialization of education is proposed, focusing on implementing solutions to increase land allocation for educational purposes.

According to the revised master plan for Ho Chi Minh City until 2040, with a vision to 2060, the development orientation for higher education and vocational education facilities in the city focuses on clusters in suburban areas and prioritizes development in three directions: East, South, and Northwest.

Specifically, the Eastern - Thu Duc education and training center cluster includes the Vietnam National University Ho Chi Minh City and several scattered facilities within Thu Duc City.

The Southern Education and Training Center Cluster includes the An Phu Tay - Hung Long university urban area, Hung Vuong university village, Phong Phu university village, Long Thoi Nha Be concentrated university area, and other educational and training institutions.

The Northwest Education and Training Center cluster includes the Vietnam International University City in Hoc Mon District, along with several other educational and training facilities.

Currently, several universities have been and are developing and putting into operation facilities in some university villages in Binh Chanh and Long Phuoc districts (Thu Duc City).

Specifically, the University of Economics Ho Chi Minh City and Van Hien University have put into use facilities in Phong Phu commune, Binh Chanh district. The University of Economics and Finance Ho Chi Minh City is currently constructing a facility there.

Ho Chi Minh City University of Law has completed two buildings at its campus in Long Phuoc Ward, Thu Duc City. They are expected to be operational in the 2025-2026 academic year.

The university urban area is "on hold".

The Hung Long University Urban Area, located in Hung Long commune, Binh Chanh district, was approved by the Ho Chi Minh City People's Committee in 2016 with a 1/2000 scale zoning plan, covering a total area of ​​511 hectares.

According to the plan, Hung Long University Village's main function is to provide specialized university education. The projected scale is 70,000-80,000 students. However, the project faces many difficulties regarding funding and has not attracted investors, so it has not been implemented for many years.

The Vietnam International University Urban Area project was initially granted an investment certificate on July 1, 2008, covering an area of ​​880 hectares with a total investment of 56,000 billion VND. In 2021, the investment was adjusted to 59,000 billion VND. However, to date, the urban area has yet to take shape.
