Ho Chi Minh City: Expected many new regulations on extra teaching and learning after merger

(NLDO)- In addition to publicizing the tuition fees and timetables, tutoring centers must also publicize the list of students taking extra classes.

The Department of Education and Training of Ho Chi Minh City is organizing to collect opinions on regulations on extra teaching and learning in Ho Chi Minh City.

According to the Department of Education and Training, tutoring and learning are real needs and have a high tendency, existing alongside the education sector. The issue of tutoring and learning is influenced and affected by many subjects (students, parents, teachers) and has pressures and social desires on students' learning. Therefore, managing tutoring and learning is necessary to improve the quality of education and ensure the rights of relevant parties.

Draft regulations on extra teaching and learning submitted to the City People's Committee by the Department of Education and Training of Ho Chi Minh City, including 5 chapters and 10 articles

Currently, in Ho Chi Minh City, there are two basic types of extra teaching and learning: Extra teaching and learning organized in schools and extra teaching and learning organized outside schools.

Extracurricular teaching is of various types: after-school cultural enrichment centers, extra-curricular tutoring centers, home teaching, teaching groups, and tutoring. Therefore, management is very complicated and sometimes difficult, and cannot be strictly managed.

There are still many conflicting opinions in public opinion. Extra teaching and learning come from the needs of students and teachers, but also have many potential problems such as pressure to study, finance, and improper extra teaching can cause negative consequences such as pressure to study, stress, imbalance between study and play, affecting students' ability to self-study. Extra teaching and learning can reduce the quality of education in the classroom because teachers focus on extra teaching instead of teaching the main subjects.

The Department of Education and Training has drafted a decision to promulgate regulations on extra teaching and learning in Ho Chi Minh City.

However, from July 1, 2025, the local government of Ho Chi Minh City (new) officially operates and arranges to adjust the commune-level administrative units. Before the merger, the People's Committee of Binh Duong province (old) issued Decision No. 15/2025 regulating extra teaching and learning, this decision is no longer suitable to reality.

Therefore, it is very necessary for the Department of Education and Training to advise the City People's Committee to issue a decision regulating extra teaching and learning in the city to build a legal corridor to manage extra teaching and learning activities more effectively.

The draft regulations on extra teaching and learning submitted by the Department to the City People's Committee includes 5 chapters and 10 articles.

Compared with the regulations on extra teaching and learning in Circular 29 of the Ministry of Education and Training, the regulations on extra teaching and learning in Ho Chi Minh City have a new point, which is that not only must the tuition fees and timetables be public, but the extra teaching center must also publicize the list of extra students.

The remaining contents in the draft are similar to Circular 29. That is, the tutoring organization must have a business registration file, publicize teachers, timetables, class schedules, and fees; ensure the conditions of facilities, regulations on working hours, and fire prevention. In case of temporary suspension or termination of operations, the tutoring organization must report to the People's Committee of the commune level and the management agency, refund the money collected from students, and pay the full cost to the teachers.

Principals of public schools are responsible for managing teachers when they teach outside. At the end of each semester, the principal reviews the needs of students to develop a suitable plan for teaching in the school, along with mobilizing legal financial resources for support.

The Department of Education and Training and the People's Committees of wards and communes are responsible for managing and organizing inspections of extra teaching and learning activities in the area....
