The Ho Chi Minh City Department of Education and Training is currently soliciting feedback on regulations regarding tutoring and supplementary classes in Ho Chi Minh City.

According to the Department of Education and Training, tutoring is a real and growing need, existing alongside the education sector. The issue of tutoring affects and is influenced by many stakeholders (students, parents, teachers) and is influenced by societal pressures and expectations regarding students' learning. Therefore, managing tutoring is essential to improve the quality of education and ensure the rights of all stakeholders.

The draft regulations on tutoring and supplementary classes, submitted to the Ho Chi Minh City People's Committee by the Ho Chi Minh City Department of Education and Training, consist of 5 chapters and 10 articles.

Currently, there are two basic types of tutoring in Ho Chi Minh City: tutoring organized within schools and tutoring organized outside of schools.

Extracurricular tutoring takes many forms: after-school cultural enrichment centers, tutoring centers, home tutoring, group tutoring, and private tutoring. Therefore, managing it is very complex and sometimes difficult, making strict control impossible.

Public opinion remains divided. While tutoring stems from the needs of both students and teachers, it also harbors many potential problems, such as academic pressure, financial burdens, and improper tutoring methods that can lead to negative consequences like increased stress, anxiety, an imbalance between learning and leisure, and impaired self-learning abilities. Tutoring can also reduce the quality of classroom education because teachers focus on extra classes instead of teaching the main curriculum.

The Ho Chi Minh City Department of Education and Training has drafted a document outlining regulations on supplementary teaching and learning in Ho Chi Minh City.

However, from July 1, 2025, the (new) Ho Chi Minh City local government will officially begin operations and rearrange administrative units at the commune level. Prior to the merger, the People's Committee of Binh Duong province (formerly) issued Decision No. 15/2025 regulating supplementary teaching and learning, a decision that is no longer relevant to the current situation.

Therefore, it is essential for the Department of Education and Training of Ho Chi Minh City to advise the People's Committee of Ho Chi Minh City to issue a decision regulating tutoring and supplementary classes in the city to build a legal framework for managing tutoring and supplementary classes more effectively.

The draft regulations on tutoring and supplementary classes, submitted by the department to the Ho Chi Minh City People's Committee, consist of 5 chapters and 10 articles.

Compared to the regulations on tutoring in Circular 29 of the Ministry of Education and Training, the regulations on tutoring in Ho Chi Minh City have a new point: in addition to publicly disclosing fees and timetables, tutoring centers must also publicly disclose the list of students.

(NLĐO) - Some parents disagree with certain new regulations on tutoring and extra classes, believing they negatively impact their children's opportunities.

The remaining provisions in the draft are similar to Circular 29. Specifically, tutoring centers must have business registration documents, publicly display teachers, timetables, class schedules, and fees; and ensure adequate facilities, working hours, and fire safety regulations. In case of temporary suspension or termination of operations, the tutoring center must report to the commune-level People's Committee and the management agency, refund fees collected from students, and pay teachers their full salaries.

Principals of public schools are responsible for managing teachers when they provide extracurricular tutoring. At the end of each semester, principals review student needs to develop a suitable extracurricular tutoring plan within the school, along with mobilizing legitimate financial resources to support it.

The Department of Education and Training and the People's Committees of wards and communes are responsible for managing and organizing inspections of extracurricular tutoring activities in their respective areas.
