The Ho Chi Minh City Department of Home Affairs has just sent a document to businesses in the area requesting them to properly pay salaries and bonuses for the 2026 Lunar New Year and New Year, and report the 2025 salary situation before December 20.
Complete the Tet bonus plan before December 20
Specifically, the Department of Home Affairs requires businesses to coordinate with employee representative organizations based on labor contracts, collective agreements, and salary and bonus regulations to develop a bonus plan based on production and business results in 2025, complete before December 20 and notify employees.
The notice must include: salary, bonus, allowances and support during Tet (Tet gifts, support for train and bus tickets home), Tet holiday time, annual leave and payment time.
Enterprises must also comply with the regulations on Tet holidays according to the Labor Code. In case of combining Tet holidays with annual leave, it must be discussed and notified to employees in advance.
No salary or bonus arrears
The Department of Home Affairs also requires businesses to ensure full and timely payment, avoiding unpaid wages and bonuses, leading to the risk of disputes and instability in labor relations.
If there are difficulties in payment, the enterprise must promptly inform the organization representing the collective of workers and report to competent authorities such as the Department of Culture and Society , the Commune-Ward Trade Union, the working groups of the Ho Chi Minh City Labor Federation, the Management Board of Export Processing Zones - Industrial Parks, the Management Board of High-Tech Parks, etc. for coordination and support.
Enterprises are encouraged to increase dialogue, implement democratic regulations at the workplace and sign collective labor agreements to improve workers' welfare.
To summarize the year-end salary and bonus situation, businesses must fully report 2025 salaries and 2026 Tet bonus plans according to the survey form attached to the official dispatch, or download the form via QR code, or from the website of the Ho Chi Minh City Department of Home Affairs.
After completion, the enterprise submits a signed and stamped PDF version via an online link or email, or sends a paper copy to the Department of Labor - Wages - Social Insurance (159 Pasteur, Ho Chi Minh City).
For enterprises in export processing zones, industrial parks or high-tech zones, submit according to the instructions of the specialized management board.

Temporarily suspend the transfer of Vinh Thong Company's assets to ensure salary debt payment.
On December 4, according to information from the Ho Chi Minh City Labor Federation, the Civil Judgment Enforcement Department of Region 9 (Ho Chi Minh City) has decided to temporarily suspend the registration, transfer of ownership, and change of the current status of assets of Vinh Thong Production - Trade - Service Company Limited (Vinh Thong Company) to ensure the payment of wages to employees according to the judgment of the People's Court of Region 9 (Ho Chi Minh City).
This measure is aimed at preventing the dispersal, destruction, and alteration of the current status of the company's assets. The assets subject to the measure are the right to use 7,400 square meters of land in Tan Binh Industrial Park (Tan Thanh Ward, Ho Chi Minh City), where the company is headquartered.
Along with that, the Civil Judgment Enforcement Authority of Region 9 also requested to temporarily suspend the exit of Mr. Vo Hoang An - Chairman of the Board of Directors of Vinh Thong Company. The temporary suspension of exit will only end when this company and Mr. Vo Hoang An complete the obligation to pay wages to employees according to the judgment of the People's Court of Region 9 .
Previously, Vinh Thong Company owed a large amount of salary and social insurance. 137 workers authorized officials of the Ho Chi Minh City Labor Federation to sue the company for about 3.1 billion VND in salary and 4.8 billion VND in social insurance arrears.
After the court announced the verdict, 128 workers continued to file a petition for enforcement of the verdict, because the company did not voluntarily comply within the prescribed time limit.
