The Department of Agriculture and Environment (DARD) of Ho Chi Minh City has just submitted a document to the People's Committee of Ho Chi Minh City on the Project "Managing and effectively using land resources to create investment resources for development in Ho Chi Minh City".

Expected to collect 120,000 billion VND from land fund

According to the project, Ho Chi Minh City currently has 22 land plots directly managed by the State with an area of ​​over 290 hectares. These plots of land are located around the metro station, with great potential for development according to the TOD model. Specifically, Metro Line 1 has 19 plots of land in Thu Duc City, with an area of ​​about 62.8 hectares. Metro Line 2 has 2 plots of land in Tan Phu and Tan Binh districts, with an area of ​​about 28.09 hectares. Metro Line 1 extension reclaims 200 hectares managed by the City Plants One Member Co., Ltd. in Pham Van Hai commune, Binh Chanh district.

Land plots managed and used by organizations, households and individuals need to establish a land acquisition, compensation, support and resettlement project worth about 30,200 billion VND. Of which, Metro Line 3a has 1 plot of land at Tan Kien station in Binh Chanh district with an area of ​​about 314 hectares. Metro Line 4: has 1 plot of land at Thanh Xuan station in District 12, with an area of ​​about 14.22 hectares. Metro Line 5 has 1 plot of land at Da Phuoc station in Binh Chanh district, with an area of ​​about 29 hectares.

For the land group managed by the State (around Metro lines 1, 2 and extended Metro line 1), it brings in more than 76,000 billion VND, of which, Metro line 1 is expected to earn 24,600 billion VND, Metro line 2 about 11,500 billion VND and extended Metro line 1 is estimated to reach 40,000 billion VND.

For the land managed by the people around Metro Line 3a with an area of ​​314 hectares, it is expected to collect 62,800 billion VND and Metro Line 4 with an area of ​​14.22 hectares, it is expected to collect 5,688 billion VND, Metro Line 5 with an area of ​​29 hectares will collect 8,100 billion VND.

The total estimated cost for compensation, support and resettlement in these areas is about 32,200 billion VND. Thus, after deducting expenses, Ho Chi Minh City can collect about 120,000 billion VND for the city budget.

Earn more than 55 billion VND/year from renting public houses and land

According to the project, Ho Chi Minh City currently has 145 housing and land areas with a total area of ​​about 105.09 hectares currently assigned to the Land Fund Development Center for management, including 10 housing and land addresses expected to be paid for 3 BT projects (with a total area of ​​23.85 hectares, concentrated in Binh Thanh, Binh Tan, District 1, District 3, District 7, District 10 and Thu Duc City); 6 addresses expected to be auctioned (with a total area of ​​3.57 hectares, in Tan Phu, District 3, District 11 and Binh Chanh District); 4 addresses expected to be measured in 2024 (with a total area of ​​0.81 hectares, in Tan Binh, District 12, Thu Duc City and Binh Chanh District); 57 addresses awaiting transfer, processing household relocation, and overlapping boundaries (with a total area of ​​52.57 hectares).

According to the assessment, about 2 billion VND is needed every year to hire security guards and manage real estate areas, not to mention the costs related to repairing degraded and damaged buildings due to not being put into use, environmental sanitation costs, and safety for people around the land areas.

Implementing the 2024 Land Law, the short-term leasing of the above-mentioned land and housing fund is an effective management tool that ensures strict use, minimizes waste of human and material resources, reduces budget expenditures in the management, maintenance and repair of state assets and puts land resources into service of socio -economic development.

Ho Chi Minh City expects that the short-term leasing of the above 145 real estate areas will annually bring in about VND55.39 billion to the city budget. At the same time, the budget will not have to allocate about VND9.29 billion to the Land Fund Development Center for regular expenditures.

Managing and using land resources effectively for socio-economic development

The project "Effective management and use of land resources to create investment resources for development in Ho Chi Minh City" aims to increase the effectiveness of land management and use and create investment resources for development.

Accordingly, Ho Chi Minh City will organize the exploitation of land funds in districts, towns and Thu Duc City with conditions for renovation and development in the area around the station, traffic intersections along important traffic routes in Ho Chi Minh City; create large-scale land funds directly managed by the State in accordance with planning and plans, in line with the speed and direction of the city's development; develop smart, modern residential areas and urban areas with systematic planning (model urban areas), with smooth traffic connections to central areas and neighboring areas.

At the same time, Ho Chi Minh City will redistribute the population, creating conditions for population dispersion from the inner city to the suburbs; have land funds and resettlement housing funds to clear houses on canals or areas that do not ensure good living conditions. Proactively change the urban face of the city, especially urbanizing districts with a lot of agricultural land such as Hoc Mon, Binh Chanh, Cu Chi, Nha Be and urban embellishment in districts and Thu Duc City to implement the TOD project (urban development associated with public transport).
