On the morning of October 25, the Department of Construction submitted to the Ho Chi Minh City People's Committee a plan to build a green park and a memorial for COVID-19 victims at land plot No. 1 Ly Thai To.

On the morning of October 25th, the Director of the Ho Chi Minh City Department of Construction, Tran Quang Lam, issued an urgent document reporting to the Ho Chi Minh City People's Committee on the plan to implement public works projects at land plot No. 1, Ly Thai To Street, including the construction of a park, road expansion, and the placement of a memorial monument for COVID-19 victims...

This proposal was submitted just one week after Ho Chi Minh City Party Secretary Tran Luu Quang announced the City Party Committee's decision.

The Tuoi Tre newspaper reported on October 21st about Ho Chi Minh City's decision to use two prime plots of land that had been "stalled" for many years to create parks, cultural spaces, and expand roads.

Regarding planning, the land plot at No. 1 Ly Thai To Street ( Government Guest House), with an area of ​​4.3 hectares, is designated for mixed-use with architectural planning indicators: building density of 20%, height of 1-15 floors, and land use coefficient of 2.0 times.

This includes 2.1 hectares of mixed-use land, 2.18 hectares of urban-level public green space, and land designated for stations for the extended Metro Line 1 and Metro Line 3.

Regarding traffic around the land plot, Tran Binh Trong Street (the section from Ly Thai To Street to Hung Vuong Street) is approximately 370m long with a planned cross-section of 17m. Currently, the road has an average width of about 5m and is not yet connected to Ly Thai To Street.

As for the surrounding roads such as Hung Vuong and Ly Thai To, they have been invested in according to the plan.

Regarding the renovation plan, the Department of Construction proposed studying the local adjustment of the area's planning to meet the objectives of creating a green park, public playground space, a memorial for COVID-19 victims, and incorporating the exploitation of underground space.

Based on the current plan, an architectural design competition will be held for a monument commemorating the victims of COVID-19, and its construction will be funded through a public-private partnership.

Regarding park construction, based on the locally adjusted 1/2,000 scale planning, investment in a green park and playground space for public use at No. 1 Ly Thai To Street will be carried out through a socialized investment model.

Regarding the project to expand Tran Binh Trong Street (the section from Ly Thai To Street to Hung Street according to the plan), the Department stated that the project has a preliminary total investment of approximately 1,073 billion VND.

Regarding the office location for Vuon Lai Ward, the People's Committee of Vuon Lai Ward has proposed that the office be located at No. 1 Ly Thai To Street after the merger of the two levels of government.

However, the relevant departments and units have agreed to allocate another public land location within the ward, tentatively at 376 Dien Bien Phu Street, Vuon Lai Ward.

Based on the above, the Department of Construction recommends that the Ho Chi Minh City People's Committee approve the plan to use the land plot at No. 1 Ly Thai To Street to develop a public park, erect a memorial monument for COVID-19 victims, and utilize the underground space.

The local 1/2,000 scale planning of the area will be adjusted to meet the objectives of creating a green park, public playground space, a memorial for COVID-19 victims, and incorporating the use of underground space.

The Department of Planning and Architecture will conduct an inventory, assessment, and classification of the villas in the aforementioned area to serve as a basis for preservation (if any).

The city will call for social mobilization to build a monument commemorating COVID-19 victims and construct a public park on the land plot at No. 1 Ly Thai To Street.

The Department of Construction will take the lead in coordinating with relevant units to propose an investment plan for expanding Tran Binh Trong Street from Ly Thai To Street to Hung Vuong Street, ensuring it is consistent with the public park space, local traffic, and related planning.

The People's Committee of Vuon Lai Ward, in coordination with the Department of Finance, the Department of Agriculture and Environment, and the Department of Planning and Architecture, will propose procedures for the construction of an office building at 376 Dien Bien Phu Street.
