Hanoi Law University speaks out about granting doctorate degree to Venerable Thich Chan Quang

In recent days, the press has reported on the training process and awarding of a doctorate in Law to student Vuong Tan Viet (Venerable Thich Chan Quang).

Regarding this issue, on the afternoon of June 25, a representative of Hanoi Law University said that Mr. Vuong Tan Viet, in 1959, before applying for a PhD, graduated with a Bachelor's degree in English in 2001 from the University of Foreign Languages ​​(now Hanoi University).

In 2017, students were admitted to the 2nd Degree Course 1, Law University level, part-time study form of Hanoi Law University opened at Bach Viet College, Ho Chi Minh City.

In January 2019, he was recognized as a graduate and awarded a Bachelor of Laws degree, Second Degree - Part-time study, according to Decision No. 140/QD-DHLHN dated January 15, 2019 of Hanoi Law University, with a graduation rank of Excellent.

In November 2019, Mr. Vuong Tan Viet was admitted to the 25B PhD course (2019-2023 school year) according to Decision 4567/QD-DHLHN dated November 26, 2019 of Hanoi Law University.

On December 26, 2019, the student was recognized as a doctoral student and on December 9, 2021, Mr. Viet successfully defended his doctoral thesis at the School level at Hanoi Law University.

On March 17, 2022, the doctoral candidate was awarded a PhD in Constitutional and Administrative Law.

Regarding the doctoral training process of graduate student Vuong Tan Viet, Hanoi Law University said that, based on the Law amending and supplementing a number of articles of the Lawon Higher Education (2018); Decision No. 1981/QD-TTg dated October 18, 2016 of the Prime Minister approving the framework of the national education system; Circular No. 08/2017/TT-BGDDT promulgating the Regulations on enrollment and training of doctoral degrees dated April 4, 2017; Decision No. 261/QD-DHLHN dated January 24, 2019 of Hanoi Law University detailing the enrollment and training of doctoral degrees; on June 7, 2019, the school issued enrollment announcement No. 2190/TBTS-DHLHN on the enrollment of doctoral students for the second round of 2019.

Accordingly, “Candidates for doctoral studies must meet the following conditions: Have one of the following degrees: a) Master's degree in Law in the same field or a different field than the registered field. In case the candidate has a master's degree in Law in a different field than the registered field, after being admitted, the candidate must take additional courses at the master's level of the doctoral training field that he/she has been admitted to. b) Bachelor's degree in Law with honors or higher from a domestic university (assigned to train by the Ministry of Education and Training ).

On September 30, 2019, the School issued Notice No. 3679/TB-DHLHN on correcting information on the conditions for admission to doctoral programs in the Notice of admission to doctoral programs, round 2, 2019, to comply with Decision No. 261/QD-DHLHN.

Hanoi Law University affirms that Mr. Vuong Tan Viet's case is eligible to apply for the doctoral training program of Hanoi Law University.

Also according to Hanoi Law University, Mr. Vuong Tan Viet is qualified to study directly for a doctorate, specifically: Has a university degree in Law, with honors; is the author of 1 scientific report printed in the proceedings of an international scientific conference with peer review in 2017; has foreign language proficiency: University degree, majoring in English (stipulated in Article 5 of Circular No. 08/2017/TT-BGDDT dated April 4, 2017 and Article 6 of Decision 261/QD-DHLHN).

Hanoi Law University also said that from December 2019 to June 2021, PhD student Vuong Tan Viet completed the entire master's training program. From 2020 to 2021, the PhD student completed 7 modules of the doctoral training program.

At the same time, Mr. Vuong Tan Viet has completed additional courses, doctoral level courses; published 2 reports in foreign languages ​​in the proceedings of international conferences with peer review; was approved by the group or the doctoral supervisor to register for thesis evaluation at the professional unit...

As informed above, Hanoi Law University affirms that Mr. Vuong Tan Viet's total training time from the time he was recognized as a PhD student (December 2019) until the Decision on recognition of the degree and granting of a doctoral degree (March 2022) was 2 years and 3 months, thus meeting and complying with the Doctoral Training Regulations of Circular 08/2017/TT-BGDDT of the Ministry of Education and Training and Decision 261/QD-DHLHN of Hanoi Law University.
