Converting the toll collection account to a traffic account connected to a cashless payment method also helps vehicle owners use this account to pay for other services such as parking, registration fees, electric vehicle charging, etc. instead of just paying fees through the Internet. toll station as before.

According to Decree 119 of the Government regulating electronic payment for road traffic (effective from October 1, 2024), to pay road fees through toll stations in the form of non-stop electronic toll collection (ETC), vehicle owners need to open a traffic account connected to a non-cash payment method according to banking law instead of just using a toll collection account as present.

Regarding the conversion deadline, Decree 119 stipulates that road use fee payment service providers must complete the transfer of toll collection accounts and money from vehicle owners' toll collection accounts to traffic accounts connected to vehicle owners' payment means before October 1, 2025.

According to information from the Vietnam Road Administration, currently the toll collection account is a traffic account and money is deposited to pay road fees.

However, the Ministry of Construction is not a specialized unit in managing money in toll collection accounts.

Therefore, in the process of drafting Decree 119, the Ministry of Transport previously agreed with the State Bank on a management method of separating toll collection accounts into traffic accounts, connecting with non-cash payment methods such as e-wallets or bank accounts, credit cards...

Vehicle owners have the right to choose the payment method to connect the traffic account.

In essence, a traffic account is a non-cash payment account, linked to the vehicle owner's e-wallet or bank account. The vehicle owner deposits money into the account to pay for traffic services, not directly into the toll collection account as before.

This helps the state management of fee collection become more public and transparent; helps people make payments easily and simply, promoting cashless payment according to the Government's policy. The State Bank manages non-cash payment methods, ensuring legality and greater safety of payment methods for people and businesses.

Accordingly, money deposited into a traffic account connected to a cashless payment method will help car owners pay for many other services such as parking, registration fees, electric vehicle charging, etc. instead of depositing money directly into a toll collection account that only serves to pay through toll stations.

To convert a toll collection account to a traffic account, the vehicle owner performs it on the non-stop toll collection application in use. Non-stop toll collection service providers such as VETC and VDTC have all provided instructions on how to convert accounts on the app. The vehicle owner needs to authenticate with a chip-embedded citizen ID card and then declare a bank account or e-wallet to link.

ETC toll collection service providers now have cashless payment methods for vehicle owners to convert toll collection accounts into traffic accounts such as: ePass with Viettel Monney, MoMo, Visa wallets...; VETC has VETC wallet.

The process of converting from a toll account to a traffic account only takes about 5 - 10 minutes on the toll service provider's application.

According to information from the Vietnam Road Administration, there are 6.3 million vehicles nationwide using the ETC toll collection service (nearly 100% of the total number of cars nationwide). However, because many people do not know the new regulations, the number of vehicles switching to the new traffic account is about 30%, while about 4 million people (about 70% of the vehicles using ETC) have not switched to the traffic account.

According to the provisions of Decree 119, from October 1, 2025, if the vehicle owner does not convert the toll collection account to a traffic account connected to the payment method, it will be considered as not having a card, and if there is no traffic account, it will not be eligible for non-stop toll collection, and the vehicle will not be allowed to pass through the toll station.
