Youth Union and Association branches at all levels throughout the province have proactively and creatively disseminated the resolutions of the central and provincial authorities on the two-tiered local government model, contributing to helping cadres, Party members, and the people understand, agree with, and actively participate in building an effective and efficient government.
Secretary of the Provincial Youth Union Nguyen Phuong Thao shared that during the peak period of supporting the operation of the 2-level local government model with the goal of contributing to narrowing the digital gap and spreading technological knowledge to the community, the Youth Union at all levels identified 3 key groups of subjects: Youth Union cadres, young civil servants and public employees - the core force and "nucleus of grassroots digital transformation" will participate in teaching, guiding and supporting. The elderly, middle-aged people, people with little exposure to technology in the residential community and young people participating in summer activities in the locality will be the recipients of knowledge, skills and practice. On that basis, support activities are deployed in accordance with each group of people, bringing practical results.
In order to support activities to create a vibrant, synchronous and effective atmosphere, the Provincial Youth Union Executive Committee has deployed 90 peak days of propaganda, support and guidance for people to resolve administrative procedures in the process of implementing the 2-level local government, combined with 30 peak days of opening "Digital Education for the People" classes in the province. Accordingly, the entire Youth Union has established and effectively maintained 55 fixed youth teams with 1,950 youths participating in direct support at the Provincial Public Administration Service Center and communes, wards and special zones . Here, the youth teams have guided and supported 8,890 people to use online public services at levels 3 and 4; register and activate VNeID electronic identification... Thereby contributing to improving the quality of service and the operational efficiency of the 2-level local government.
Youth Union branches at all levels established and deployed 48 mobile volunteer support teams in residential areas, prioritizing villages, hamlets, remote areas, and border regions. With the spirit of "going to every alley, knocking on every door," the teams directly reached over 1,020 households, disseminating information, guiding the installation and use of VNeID, popularizing basic digital skills, and distributing visual materials.
At the same time, 53 "Digital Education for the People" teams were established under the commune-level Youth Union with the participation of 1,850 Youth Union members, actively opening "Digital Education for the People" classes in residential areas to strengthen guidance for people to effectively use online public services, VNeID applications...; introducing and disseminating AI application skills to people in study and work...
Together with the local Youth Union force, the Provincial Youth Union and the Provincial Student Association have mobilized students, young lecturers and volunteers to participate in supporting the operation of the 2-level local government, associated with the Summer Youth Volunteer Campaign, "Green Summer" and "Red Flamboyant". The whole province has established 55 "Red Flamboyant" teams, 6 "Green Summer" teams with more than 500 volunteers with IT expertise, supporting at public administrative service centers, propagating, guiding people to do administrative procedures, using online public services and VNeID application...

Youth Union chapters at all levels continue to promote volunteer activities for the community in association with the 2025 Summer Youth Volunteer Campaign. Accordingly, nearly 200 youth projects and tasks have been deployed simultaneously throughout communes, wards, and special zones, with a total value of mobilizing social resources of billions of VND, attracting 25,700 youth union members to participate.
Youth Union branches at all levels proactively developed plans and actively implemented activities to fulfill the criteria for building advanced and model new rural areas, linked to the actual needs of each locality. The entire Youth Union mobilized funds and contributed labor to repair 4.8km of rural roads; inaugurated 17 recreational areas; installed solar-powered lighting systems along nearly 2km of rural roads; created 9 flower-lined roads, and planted over 10,000 trees... Environmental protection activities were intensified with 50 campaigns under the theme "Clean the Sea"; releasing 120,000 shrimp and fish fry, contributing to the regeneration of aquatic resources in the Ang Du Island area, Ha Long Bay.
Social security work has been implemented with many practical models and tasks, aiming to directly support people in difficult circumstances. Notably, the Provincial Youth Union built and repaired 10 "Charity Houses" for households in difficult circumstances (2 houses were inaugurated in Quang Duc and Quang Ha communes, with a total value of 160 million VND); visited and presented gifts to 16,326 children in difficult circumstances and children in remote areas, with a total value of over 2.8 billion VND; presented 300 gifts to families with meritorious services to the revolution, wounded soldiers, organized 10 medical examination programs, and provided free medicine to people with meritorious services, with a total cost of nearly 400 million VND...
