The Provincial People's Committee met to listen to a report on the draft regulation on the percentage rate for calculating land rental prices.

Implementing the provisions of the 2024 Land Law, Decree No. 103/2024/ND-CP dated July 30, 2024 of the Government regulating land use fees and land rents, the Department of Finance has implemented steps to develop a Resolution of the Provincial People's Council on the percentage rate for calculating the annual land rent price, specifically: For land in wards of Phan Rang - Thap Cham City is 1.1%/year, land in Thanh Hai commune (Phan Rang - Thap Cham City), land in towns of districts is 1.05%/year and land in communes of districts is 1.0%/year. Particularly, land in communes of region III in ethnic minority and mountainous areas is prescribed by the Prime Minister; land used for agricultural production, forestry, aquaculture, salt making; Land used as production and business premises for projects in the investment-encouraged and investment-encouraged sectors according to the law is 0.5%/year. Regarding the unit price for renting land for underground construction, it is proposed to be at a rate of 30% for the case of renting land on the surface with the same land use purpose and a rate of 20% of the unit price for renting land with water surface.

After listening to the opinions and comments of relevant departments, branches and localities, concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the Department of Finance to unify the name and arrange the provisions to match the content stated in the resolution, absorb the comments and inherit the current regulations that are still suitable for the actual situation in the locality to complete the draft. Accordingly, proactively review and classify each commune to serve as a basis for adjustment, calculate appropriate percentages, ensuring compliance with the principles prescribed by the Land Law. At the same time, after synthesizing and completing the draft resolution, advise the Provincial People's Committee to submit it to the Provincial People's Council for consideration and approval at the meeting at the end of 2024.
