
Concluding the meeting, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested the Vietnam Road Administration and Road Management Area I to conduct a comprehensive assessment of the current situation, supervise the investor and contractor to ensure compliance with the regulations in the construction permit, and implement appropriate solutions to prevent traffic congestion during the repair and construction of National Highway 5.
We request that the Vietnam Road Administration and Road Management Area I consider and take disciplinary action against construction units that are not complying with their construction permits, and hold accountable the organizations and individuals responsible for the traffic congestion.

Deputy Chairman of the Provincial People's Committee, Luu Van Ban, also requested the Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) to rectify its management practices as the investor. He urged coordination with consulting and supervisory units and construction contractors to adhere to construction solutions to ensure traffic safety and minimize congestion.

Deputy Chairman of the Provincial People's Committee, Luu Van Ban, requested that the construction and repair of National Highway 5 be carried out during peak hours, and that construction should be stopped if there is a risk of traffic congestion. He also suggested studying the adjustment of traffic lights at some intersections to suit the actual situation. The Provincial Police's traffic police force should promptly coordinate with relevant units to manage traffic flow, guide traffic, and handle violations within their jurisdiction.

The People's Committees of Kim Thanh, Cam Giang, Binh Giang districts and Hai Duong City, through which National Highway 5 passes, need to strengthen propaganda and guidance for the people to comply with traffic regulations, and promptly handle related violations within their jurisdiction…
The Standing Vice Chairman of the People's Committee of Hai Duong province instructed the Department of Transport to patrol and monitor the process, promptly reporting any shortcomings detected during the implementation of construction measures. If violations are found, the traffic inspection force should handle them.
National Highway 5, spanning 44 km through Hai Duong province, is directly managed and operated by the Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI). Currently, traffic volume on the route is approximately over 60,000 equivalent vehicles per day, exceeding the designed capacity by about 4-5 times. In addition, the Hanoi -Hai Phong railway line runs parallel to and close to National Highway 5, with numerous level crossings leading to frequent traffic congestion at these intersections during peak hours.
The section of National Highway 5 passing through Kim Thanh district, approximately 17 km long (from km 61 to km 77+850), is currently undergoing road surface repair from km 65+00 to km 76. The construction unit has completed the section from km 65 to km 70, while the section from km 70 to km 76 is still under construction (within the construction permit's validity period until July 15, 2024). In recent days, traffic congestion has occurred in the area of National Highway 5 repair work. Particularly on the evening of June 19th, the congestion lasted for several hours, making it difficult for people and vehicles to move.
On the morning of June 20th, an on-site inspection revealed that the construction section, ranging from 450-600m in length, exceeded the permitted length and did not comply with peak hour avoidance regulations; the contractor's traffic control personnel lacked experience, and the traffic cones and barriers did not maintain the required spacing as specified in the permit…
On June 19th, Hai Duong newspaper published an article titled "National Highway 5 through Kim Thanh: An Unsafe Section of Road," reflecting on the shortcomings on National Highway 5 through Kim Thanh district, partly due to recent repairs to the highway.
